Agenda Report
Agenda Item 1.

DATE: 01/28/2025
TO: Honorable Mayor and City Councilmembers
FROM: Graham Mitchell, City Manager
SUBJECT: Fire Department Coverage Workshop
RECOMMENDATION:

That the City Council conducts a workshop and provides direction to staff.

BACKGROUND:

Last year, the City Council conducted a workshop in which it explored options to augment fire and medical response coverage throughout the City. The City Council directed staff to acquire an additional fire engine and to seek a grant to fund the staff necessary to operate that engine.

If the engine were acquired and the grant received, the intent was to operate the engine (E-208) out of Station 8 as a full service vehicle, staffed with nine new employees. The grant would have paid for the majority of these nine new employees. Although the engine was acquired, the City was not successful in obtaining the grant.

The purpose of this workshop is to discuss options that the City Council may wish to pursue in light of not receiving the grant. As part of its presentation, staff will provide an update on the data presented in 2024: call volumes, response times, and auto-aid data. Staff will present five options for the City Council to consider in the short-term. In conclusion, staff will present a long-term recommendation. However, the majority of the workshop will focus on the five short-term options.

CALIFORNIA ENVIRONMENTAL QUALITY ACT:

The proposed workshop is not subject to the California Environmental Quality Act ("CEQA") because it is a procedural, administrative step in the process.

FISCAL IMPACT:

Depending on which option is taken, General Fund impacts will occur.
