A Joint Special Meeting of the El Cajon City Council/H ousing Authority/ Successor Agency to the El Cajon Redevelopment A gency, held March 25, 2025, was called to order by Mayor/Chair Bill Wells at 5:29 p.m., in the Council Chambers, 200 Civic Center Way, El Cajon, California.
Recess called at 5:29 p.m.
Meeting called back to order at 6:06 p.m.
ADMINISTRATIVE REPORT:
1. Declaration of Emergency for Sewer Main Repairs; Authorization to Waive Bidding
RECOMMENDATION:
That the City Council:
1. Adopts the next Resolution, in order, to establish a Declar ation of Emergency and determine that the public interest and necessity require the immediate expenditure of public money to safeguard life, health, or property as required by the Public Contract Code section 22050; and
2. Approves $700,000 for repairs in Wastewat er Operations to cover the cost of the emergency work.

Director of Public Works, David Richards, provided detailed information of the Item.

No public comment was received for the Item.
Discussion ensued amongst City Council and Staff concerning the following:
Repair to existing pipeline cost;
Pipeline replacement cost; and
Expected rain damage to property, if any.
MOTION BY WELLS, SECOND BY KENDRICK, to ADOPT Resolution No. 024-25 to establish a Declaration of Emergency and determine that the public interest and necessity requi re the immediate expenditure of public money to safeguard life, heal th, or property as required by the Public Contract Code section 22050; and Approves $700,000 for repairs in Wastewater Operations to cover the cost of the emergency work.
MOTION CARRIED BY UNANIMOUS VOTE
