A Joint Special Meeting of the El Cajon City Council/Housing Authority/ Successor Agency to the El Cajon Redevelopment Agency, held Tuesday, September 2, 2025, was called to order by Mayor/Chair Bill Wells at 3:01 p.m., in the Council Chambers, 200 Civic Center Way, El Cajon, California.

ADMINISTRATIVE REPORTS:
1. Cajon Cruise Application (Submitted by Downtown Cafe) RECOMMENDATION:
That the City Council considers and provides feedback on the proposed Cajon Cruise application from Downtown Cafe.
DISCUSSION
Director of Parks and Recreation, Adam Tronerud, provided a summary of the Item.
Gabriel Marrujo, representing the car show, asked the City Council to waive the permit fees associated with the special event application.
Discussion ensued amongst City Council and Staff concerning the following:
• Car show's special event dates;
• Fee structure;
• Recovering the City's costs;
• Car Show's regular schedule;
• Loss of income to local businesses and new advertising expenses; and • Selling precedent for waiving fees.
MOTION BY WELLS, SECOND BY KENDRICK, the City Council approved the request for an encroachment permit to close Main Street (between Magnolia Avenue and Avocado/Ballantyne) and Sulzfeld Way (between Main Street and Rea Avenue), for eight (8) car shows on Wednesday evenings, from September 10 through October 22, with the fees for the application for the permit to be paid for by the City from General Fund reserves.
MOTION CARRIED BY UNANIMOUS VOTE
OF THOSE PRESENT (METSCHEL - Absent).
