DATE: April 14, 2026
TO: Honorable Mayor and City Councilmembers
FROM: Mara Romano, Purchasing Agent
SUBJECT: Approval of Resolution to Award Bid No. 023-26 – Washington Avenue Safety Improvements
RECOMMENDATION:

That the City Council adopts the next Resolutions, in order, to:

Approve Plans and Specifications for Washington Avenue Safety Improvements, Bid No. 023-26; and

1. Award the bid to the lowest responsive, responsible bidder, Palm Engineering Construction Company, Inc. (PECCI), in the not-to-exceed amount of $2,543,303.35.

2. BACKGROUND:

The Washington Avenue Safety Improvements project is partially funded by California Department of Transportation Highway Safety Improvement (HSIP) grant funds. The project encompasses the installation of raised concrete medians, high visibility crosswalks, and a pedestrian hybrid beacon on Washington Avenue between Avocado Avenue and Mollison Avenue.

City staff determined that the project would follow a two-step bid process: Step 1 - the qualification phase and Step 2 - the bidding phase. Only Contractors deemed qualified by the City during Step 1 would be allowed to submit a bid under Step 2.

On October 24, 2025, the City of El Cajon issued Request for Qualifications (RFQual) No. 021-26 for Washington Avenue Safety Improvements-Contractors. Fifteen proposals were received by the November 25, 2025 deadline and were independently reviewed by a three-person evaluation committee based on the Department of Industrial Relations Pre-Qualification of Contractors Model Questionnaire (Questionnaire). The questionnaire assists awarding bodies to fulfill their statutory obligations and meet all provisions of the law. The committee reviewed questionnaire responses to calculate a final score using the two factors listed below.

Factor #1: Whether the incident was a good-faith mistake and, if so, the error was promptly and voluntarily corrected when brought to the attention of the Contractor or Subcontractor.

Factor #2: Whether the Contractor or Subcontractor has a prior history or several incidents reported.
1be Valley of Opportunity

<'o ~ ~o,
"Porate~

A score on a scale of 1 to 5 is assigned to each factor. A contractor is pre-qualified if the total score is 35 points or less. A contractor is disqualified if the total score is greater than 35 points. On December 16, 2025, 14 contractors were notified they had been pre-qualified for the bidding phase.

On March 16, 2026, the City received five (5) responses to Bid No. 023-26 – Washington Avenue Safety Improvements and evaluated the three lowest bid submissions. The summary of bids is attached, and complete proposals are on file in the Purchasing Division.

Staff recommends the City Council adopts Resolutions, in order, to: (1) Approve the plans and specifications for the project; and (2) Award the bid to the lowest responsive, responsible bidder, PECCI, in the not-to-exceed amount of $2,543,303.35.

CALIFORNIA ENVIRONMENTAL QUALITY ACT:

This project is exempt from CEQA as a Class 1 project under section 15301(c) of the CEQA Guidelines because it includes minor alterations of existing public streets, involving negligible or no expansion of use.

FISCAL IMPACT:

The fiscal impact is $2,543,303.35. Sufficient funds are included in Washington Avenue Safety Improvements (233795PWCP) budget.

SUBJECT: Approval of Resolution Authorizing Contract Amendment for RFP No. 028-24 – Oakdale Alameda Construction Management Services RECOMMENDATION:

That the City Council adopts the next Resolution, in order, to increase compensation for the Public Works Contract with Unico Engineering, Inc. (UEI) for Oakdale Alameda Construction Management Services in the not-to-exceed amount of $150,475.52 through June 30, 2026.

BACKGROUND:

The Oakdale Alameda Gateway Beautification project also includes construction management services for the Jamacha Road Safety Improvements project. Both projects include the installation of new sidewalks, curb ramps, driveways, curbs, and gutters, landscaping, drainage facilities, street paving, yellow rapid flashing beacon pedestrian crossing installations, new streetlights, and traffic signal modifications.

On February 13, 2024, the City Council awarded RFP #028-24, Oakdale Alameda Construction Management Services, to UEI in an amount not to exceed $550,448.95. On July 11, 2024, the City Manager approved the addition of materials testing services to the scope of work in the not-to-exceed amount of $30,000. On November 19, 2024, the City Council authorized increasing the contract in the not-to-exceed amount of $113,916.38 through December 31, 2025. On February 11, 2025, the City Council authorized adding the Jamacha Road Safety Improvements Construction Management Services to the scope of work in the not-to-exceed amount of $311,746.25. On November 18, 2025, the City Council authorized increasing the contract in the not-to-exceed amount of $240,760.84 through March 16, 2026.

Due to construction contractor delays, staff is requesting an increase in compensation to UEI in the amount of $150,475.52, through June 30, 2026, for construction management, inspection, and engineering services which will be entirely funded with TransNet Funds (EL18).

CALIFORNIA ENVIRONMENTAL QUALITY ACT:

The proposed contract amendment is exempt from the California Environmental Quality Act ("CEQA") in accordance with State CEQA Guidelines section 15378(b)(5) because they are administrative activities of government that will not result in direct or indirect physical changes in the environment.

Agenda Item 6.

DATE: April 14, 2026
TO: Honorable Mayor and City Councilmembers
FROM: Mara Romano, Purchasing Agent
SUBJECT: Approval of Resolution to Award of RFQ No. 12600334 – Less-Lethal & Tactical Specialized Law Enforcement Munitions
RECOMMENDATION:

That the City Council adopts the next Resolution, in order, to:

Find the second low bidder non-responsive for the reason set forth in this agenda report; 1.

Award purchase orders to the lowest responsive, responsible bidders: Arms Unlimited, Inc. in the amount of $4,011.72 for Items 5 and 8-9; and Proforce Marketing Inc. dba Proforce Law Enforcement in the amount of $7,155.22 for Items 1-3; and

2. Reject and authorize re-bidding of Items 4 and 6-7 in accordance with Public Contract Code 20164.

3. BACKGROUND:

The El Cajon Police Department uses chemical agent munitions and light-and-sound diversionary devices to create smoke or sensory disruption in the form of vapor, powder, pyrotechnics, bright flashes, and loud noises. These tools are intended to cause temporary physiological or psychological disorientation, giving officers a less lethal tactical advantage during high-risk incidents that increase safety and effectiveness.

In order to purchase necessary supplies, the City issued a Request for Quotes (RFQ) on March 3, 2026; four responses were received and evaluated on March 25, 2026. The RFQ included the procurement of chemical agent munitions and light-and sound diversionary devices with mandatory accessories.

In accordance with the quote specifications’ General Conditions:

Terms and Conditions:

The bidder shall not change the wording in the attached specifications or conditions. No words or comments shall be added to the general conditions or detailed specifications. Any explanation or alternative offered shall be set forth in a letter attached to the front cover of the specifications. Alternatives which do not substantially comply with the City's specifications cannot be considered. Conditional bids cannot be accepted.

1be Valley of Opportunity

<'o ~ ~o,
"Porate~

Award or Rejection:

The City reserves the right to make the award to the overall low bidder or split the award among the bidders. For the purpose of evaluating bids for multiple awards, the sum of $175 is considered to be the administrative cost to the City for issuing and administering each contract awarded. As a result, this split award will result in the lowest aggregate price to the City.

On April 2, 2026, a Notice of Intent to Award (NOI) was issued to bidders who submitted a quote. The NOI included a partial award to the apparent second low bidder, LC Action Police Supply, Ltd. (LCAPS) for Items 4, 6-7. Upon receipt, LCAPS advised City staff that their quote was “all-or-none.” When a vendor sets forth such conditions within their proposal, it is deemed a conditional bid. Therefore, LCAPS is considered non-responsive to the specifications.

The quote responses were reviewed and LCAPS was the sole responder to Items 4 and 6-7. City staff determined because this involves the acquisition of military equipment pursuant to ECMC sections 3.20.010(D) and 3.20.020(B), it must be publicly re-solicited in accordance with Public Contract Code section 20164.

Staff confirms compliance with ECMC section 3.20.130(A)(2), “Provided that all procedures and conditions to acquire military equipment as set forth in the approved military equipment use policy have been conducted and met, all contracts for the acquisition of military equipment may be awarded by the city council in accordance with applicable law” and recommends the City Council adopts a resolution to (1) Find the second low bidder non-responsive for the reason cited above (2) award to the lowest responsive, responsible bidders: Arms Unlimited, Inc. in the amount of $4,011.72 (Items 5, 8-9); and Proforce Marketing Inc. dba Proforce Law Enforcement in the amount of $7,155.22 (Items 1-3) (amounts include sales tax); and (3) reject and authorize re-bidding of Items 4 and 6-7 in accordance with Public Contract Code 20164.

CALIFORNIA ENVIRONMENTAL QUALITY ACT:

This action is exempt from the California Environmental Quality Act (“CEQA”) in accordance with State CEQA Guidelines section 15378(b)(2). It will not result in any direct or indirect physical change in the environment because it solely provides authorization for the purchase of equipment.

FISCAL IMPACT:

The fiscal impact of the award is $11,166.94. Sufficient funds are included in the Fiscal Year 2025-26 Annual Police Department – Ancillary & Auxiliary Budget (101340).

1) US Bank consists of the liquid cash assets in the operating bank accounts. 2) CAMP contains both the CAMP cash account, liquid, and the investement accounts, recorded at cost.

Details of the investments held are found in the following pages of this report. 3) LAIF is a State of California managed pool. El Cajon's assets are pooled with other state government entities to provide a higher yield. Interest is distributed quarterly. This account is also liquid cash. 4) PARS 115 Trust is a semi-liquid account used to generate money to fund pension contributions. 5) POB Fund contains the revenue, interest, and principal account for the Pension Obligation Bonds.

Cash is transferred in twice a year for bond payments.
6) Sucessor Agency Holdings consists of the bond accounts for both the 2000 and the 2018 Sucessor Agency Bonds. The 2000 bonds require a reserve to be held in addition to the principal and interest accounts of both bonds. Funding to pay for the bonds is requested semi-annually on the Recognized Obligation Payment Schedule submitted to the County. (1) Net Earnings refers to interest earnings, accrued interest, gain/loss less any fees associated with these accounts.

ORDINANCE NO. ____

AN ORDINANCE AMENDING VARIOUS SECTIONS
OF CHAPTER 3.20 OF TITLE 3 OF THE EL CAJON MUNICIPAL

CODE ADDRESSING BIDDING AND WRITTEN CONTRACTS
WHEREAS, section 400 of the El Cajon City Charter provides that the City is exempt from California laws regulating public contracting and purchasing, unless otherwise provided by the Charter or by City ordinance; and
WHEREAS, Chapter 3.20 of the El Cajon Municipal Code provides the regulations for bidding and purchasing of equipment, services, supplies, or other personal property, and for expenditures for public works projects for the City; and WHEREAS, it is the intent of the El Cajon City Council ("City Council") to provide greater flexibility in the acquisition of equipment, services, supplies, or other personal property because it is in the best interests of the City; and WHEREAS, it is the intent of the City Council to provide greater flexibility for the City to perform public works projects by force account or by contracts in excess of $5,000 and up to $250,000 without following formal bid procedures because it is in the best interests of the City to perform work efficiently; and
WHEREAS, California Public Contract Code (the "Code") section 1100.7 recognizes that a charter city may exempt itself from the application of the Code through its charter or adoption of an ordinance that is different than, and therefore in conflict with, the Code; and WHEREAS, the provisions set forth in this ordinance will conflict with provisions in the Code and shall prevail over the procedures in the Code.

NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF EL CAJON DOES ORDAIN AS FOLLOWS:

SECTION 1: Findings. That the foregoing recitals are true and correct and are findings of fact of the City Council with regard to this amendment of Chapter 3.20 of the El Cajon Municipal Code.

SECTION 2: Amendment. Sections 3.20.010; 3.20.020; 3.20.060; 3.20.120; and

3.20.130 of Chapter 3.20 of Title 3 of the El Cajon Municipal Code are hereby amended to read as set forth in Exhibit “A.”
SECTION 3. Effective Date. This ordinance shall be effective thirty (30) days after its adoption.

SECTION 4. Publication. The City Clerk shall certify the adoption of this ordinance and within fifteen (15) days after its adoption, the City Clerk of the City of El Cajon shall cause this ordinance to be published pursuant to the provisions of Government Code section 36933.

SECTION 5. Severability. The City Council of the City of El Cajon intends this ordinance to supplement not duplication or contradict, applicable state and federal law and this ordinance shall be construed in light of that intent. If any section, subsection, subdivision, paragraph, sentence, clause or phrase, or portion of this ordinance is, for any reason, held to be unconstitutional or invalid or ineffective by any court of competent jurisdiction, such decision shall not affect the validity or effectiveness of the remaining portions of this ordinance or any part thereof. The City Council hereby declares that it would have adopted this ordinance and each section, subsection, subdivision, paragraph, sentence, clause or phrase of this ordinance irrespective of the fact that one or more sections, subsections, subdivisions, paragraphs, sentences, clauses or phrases be declared unconstitutional or invalid or ineffective. To this end, the provisions of this ordinance are declared to be severable.

EXHIBIT "A"
§ 3.20.010 Bidding and written contracts—When required.

The city council hereby provides that the city is exempt from the application of section 20162 the California Public Contract Code, and said section shall not apply to requirements and procedures for bids, sealed bids, quotes, proposals, or competitive solicitation, in the purchasing of equipment, services, supplies, or other property, or for expenditures involving a public project, except as otherwise provided in this chapter.

A. Sealed bids shall be obtained for all purchases of equipment, supplies or other personal property in excess of two hundred thousand dollars; for services in excess of one hundred thousand dollars; and for the purchase of any military equipment, and for all expenditures involving a public project in excess of the limits established in subsections (A)(1) through (3) below.

1. Public projects of fifty thousand dollars or less may be performed by the employees of a public agency by force account, by negotiated contract, or by purchase order.

2. Public projects of more than fifty thousand dollars and up to two hundred fifty thousand dollars may be let by contract or purchase order after receiving not less than three written quotes.

3. Public projects of more than two hundred fifty thousand dollars must, except as otherwise provided in this chapter, be let to contract by formal bidding procedure.

B. Sales and purchases of equipment, services, supplies or other personal property shall be by written contract with the lowest (in the case of purchases), or highest (in the case of sales), responsible bidder pursuant to the procedure prescribed by this chapter, unless waived pursuant to subsection (C) of this section.

C. Except as otherwise provided in subsection (D), the bidding procedures of this chapter may be waived, and an open market acquisition, sale, or purchase pursuant to section 3.20.110 of this chapter may be authorized by:

1. The city manager, or his or her designee, for all acquisitions, purchases, and sales of equipment not exceeding two hundred thousand dollars and services not exceeding one hundred thousand dollars, when:
a. The commodity or service can be obtained from only one source; b. The commodity or service is required to match or be compatible with other furnishings, material, services, or equipment presently on hand, and is to be purchased from the supplier of such on-hand items;
c. The city manager or city council has ordered a standardized type or make of commodity; or
d. The city manager, or his or her designee, determines that due to special circumstances, it is in the city's interest to waive the bidding requirement;

2. The city manager, or his or her designee, for all expenditures not involving a public project, when an emergency requires that the commodity or services must be obtained from the nearest available source;

3. The city manager, or his or her designee, when services, supplies, or equipment may be acquired from or in cooperation with another governmental agency that is acquiring or has acquired services, supplies or equipment in a process that accomplishes the purposes of this chapter;

4. The city manager, or his or her designee, when services, supplies, or equipment may be acquired under a competitively-bid California state contract;

5. The city council, for all expenditures not involving a public project when any of the circumstances stated in subsections (C)(1) through (C)(4) of this section exist, or when the city council determines that due to special circumstances it is in the city's interest to waive the bidding requirement; or

6. The city council, for all expenditures involving a public project over the limits established in subsections (A)(1) through (A)(3) of this section, or if authorized by the Public Contract Code, the Government Code, or by the courts of this state.

D. The waiver of bidding procedures set out in subsections (C)(1) through (C)(4) are not applicable to the purchase of military equipment as that term is defined in this chapter.

E. Notwithstanding subsections (A) through (D), military items classified as "consumable ammunition or munitions" under the military equipment use policy, which were previously authorized by the city council, the city council gives the Department prior approval to purchase such items without returning to the city council in the following circumstance:

When stocks of consumable ammunition or munitions previously authorized by the city council have reached significantly low levels or are exhausted, the Department may resupply the consumable items in that calendar year without prior city council approval in order to maintain safe levels of essential and necessary availability of said ammunition or munitions. § 3.20.020 Notices soliciting bids—Required—Publication—Posting.

A. When a public project in excess of two hundred fifty thousand dollars is involved, notice inviting bids shall be published in accordance with section 20164 of the California Public Contract Code.

B. When public expenditures in any dollar amount relate to the acquisition of military equipment for department purposes, as those terms are defined in this chapter, the notice inviting bids shall be published in accordance with section 20164 of the California Public Contracts Code.

C. Other than contracts for public projects, and unless the bidding process is waived pursuant to section 3.20.010(C) of this chapter, notice inviting bids shall be made in accordance with applicable law and in the form and manner specified in this chapter. If the bidding process is waived pursuant to section 3.20.010(C)(1) of this chapter, or by the city council based on those circumstances listed in section 3.20.010(C)(5), the purchasing agent shall notify all qualified prospective bidders registered with the city no fewer than ten calendar days prior to the date set for submission of quotes or proposals.
§ 3.20.060 Bidder's security.

The city council may, on refusal or failure of the successful bidder to execute the contract, award it to the next lowest responsible bidder. If the city council awards the contract to the next lowest bidder, the amount of the lowest bidder's security shall be applied by the city to the difference between the low bid and the second lowest bid, and the surplus, if any, shall be returned to the lowest bidder. § 3.20.120 Authority of the city manager to sign nonpublic contracts of two hundred thousand dollars or less for equipment and one hundred thousand dollars or less for services.

A. Except as provided in section 3.20.010(D), the city council authorizes the city manager, or his or her designee, to sign non-public contracts pursuant to section 40602 of the Government Code, when said contracts do not exceed the sum of two hundred thousand dollars for equipment and one hundred thousand for services for the initial term of the contract.

The city manager, or his or her designee, is also authorized to sign any amendments to non- public contracts to extend, or renew, additional terms that do not exceed a period of one year each, and do not exceed the sum of two hundred thousand dollars for equipment and one hundred thousand for services.

B. C. The city manager, or his or her designee, may sign contracts for all expenditures not involving a public project, when an emergency requires that the commodity or services be obtained from the nearest available source.
§ 3.20.130 Authority to award bid.

A.

1. All contracts for public projects for more than the dollar amount established by subsection (A)(3) of section 3.20.010 must be awarded by the city council in accordance with applicable law.

To establish a policy to be followed by Councilmembers and Commissioners when traveling on official City Business.

BACKGROUND
Occasionally, it is necessary for Councilmembers and/or Commissioners to attend meetings away from the City or to travel outside the City to conduct City business. The following types of activities generally qualify as approved governmental activities where expenses incurred in the performance of such activities are reimbursable:
◊ Communicating with representatives of regional, state and national government on City-adopted policy positions
◊ Attending educational seminars designed to improve Councilmembers' skills and information levels, or as required by law
◊ Participating in regional, state and national organizations whose activities affect the City's interests
◊ Recognizing service to the City (e.g., attending retirement functions for longtime City employees)
◊ Attending City events
◊ Implementing a City-approved strategy for attracting or retaining businesses to the City, which will typically involve at least one staff member.

In the performance of such governmental activities various modes of transportation are available and the costs involved vary considerably. ln an effort to control costs and to compensate individuals for their reasonable expenses, the City Council has adopted the following policy on travel and meetings.

This policy shall not apply to routine expenses, such as mileage, parking fees or meals, incurred while attending meetings within the County of San Diego in association with membership on Boards or Committees appointed by the City Council. Except as provided for Councilmembers, as described herein, all such routine expenses will be reimbursed through the administrative process and will not require City Council approval.

For Councilmember routine expenses within San Diego County the City Council has determined that the frequent use of adequate and. reliable vehicles owned or rented by the SUBJECT:

official are "actual and necessary" to the conduct of City business, and that it is appropriate for Councilmembers to own or rent their own, private automobile, in the performance of such duties. The City Council, therefore, has determined that, in lieu of City-owned vehicles · purchased for the use of the officials, and pursuant to Government Code section 1223, a monthly vehicle allowance should be paid to each Member of the City Council in the amounts established by this policy.

POLICY
It is the intent of the City to reimburse individual Councilmembers and Commissioners for reasonable expenses incurred when traveling on City business, including conferences and meetings from which the City will derive benefit.

Reservations for travel shall be made through the City, as far in advanced as possible, in order to take full advantage of any travel discounts and/or early registration rates. Travel arrangements should be made through the Purchasing Division via the City Manager's office.

For convenience and centralization, applicable travel forms and all travel information may be obtained by Councilmembers and Commissioners through the City Manager's office.

Individuals applying for reimbursement of transportation, lodging, meals and incidental expenses shall use the following guidelines:

I. Transportation
A. The maximum to be paid for travel to areas outside the County of San Diego shall not exceed an amount equal to "coach fare" airline transportation.

B. Carrier services, including taxicabs and vehicle rental - Actual cost.

C. II. Lodging
Convention or housing bureau reservations are permissible; however, if convention and housing bureaus are not used, and if more than one place of lodging is available, the prevailing rate for the area for single occupancy lodging shall be the allowed reimbursable amount.

Exceptions shall be made for situations where it is necessary, for the business purpose of the trip, to eat at specific places or to attend business luncheons or banquets where rates are above the local average. A statement of justification should be attached for situations in which said prevailing meal rate is exceeded.

IV. Councilmember Vehicle Allowances
Councilmembers are expected to conduct City business within San Diego County through the attendance of meetings of Boards and Commissions, as appointed by the City Council, as well as meetings with City staff, constituents, attendance at events, etc., within San Diego County, during various hours of the day or night, and it is determined by the City Council that their effectiveness, in representing the City, is dependent on the frequent availability of adequate and reliable vehicles. Therefore the City Council has determined that in lieu of vehicles purchased and maintained by the City, and supplied to the Councilmembers, private vehicles owned or rented by the Councilmembers, which are maintained, repaired, fueled, lubricated, and insured by the Councilmembers, are "actual and necessary" to the conduct of the City's business, and that a monthly vehicle allowance should be paid to each of the Councilmembers in the amounts established by resolution of the City Council. Agenda Item 10.

DATE: April 14, 2026
TO: Honorable Mayor and City Councilmembers
FROM: Clay Schoen, Director of Finance
SUBJECT: Fiscal Year 2025-26 Engine 208 Budget Amendments RECOMMENDATION:

That the City Council:

Increases Fiscal Year 2025-26 Fire Department – Suppression (101410) appropriations by $510,000 from General Fund Reserves; and

1. Authorizes the addition of six positions (6 FTE) to the El Cajon Fire Department as detailed in this report.

2. BACKGROUND:

Over the past several years, the El Cajon City Council contemplated a variety of service delivery options to increase the capacity for services provided by Fire Station 8. This topic was discussed at numerous City Council meetings and workshops. The City Council opted to staff a full fire engine out of Station 8 (Engine 208), which requires adding nine new positions to the Fire Department. A plan was adopted to add the first three positions (a Fire Captain, Engineer, and Firefighter/Paramedic) to the Fiscal Year 2025-26 Annual Budget while other funding was sought for the remaining six positions.

The City applied for, and received, funding for six additional positions through a FEMA SAFER Grant. With the support of this funding, the City moved forward with the recruitment of these additional positions. On March 23, 2026, six SAFER grant funded Firefighter/Paramedics joined the El Cajon Fire Department. Subsequent to their onboarding, promotional recruitments began to fill the Fire Captain and Engineer positions from the recently expanded field of Firefighter/Paramedics.

While the City originally planned to add these six positions in the Fiscal year 2026-27 Annual Budget, these recruitments were prioritized and completed ahead of schedule. Therefore, staff recommends taking the necessary budget action to fund these positions as a Fiscal Year 2025-26 Annual Budget amendment.

Staff recommends the addition of two each: Fire Captain, Engineer, and Firefighter/Paramedic, as well as the appropriation of $510,000 of General Fund Carryover Reserve to the Fire Department - Suppression (101410) budget for this purpose.

City Council
Agenda Report
Agenda Item 12.

DATE: April 14, 2026
TO: Honorable Mayor and City Councilmembers
FROM: Jeremiah Larson, Chief of Police
SUBJECT: Reckless Speed Warning Pilot Program Overview
RECOMMENDATION:

That the City Council receives the report on a potential Reckless Speed Warning pilot program and provides feedback and direction.

BACKGROUND:

Speeding remains a primary contributor to severe crashes and fatalities. The City has seen a rise in citizen complaints and social media posts regarding reckless driving on major corridors and residential streets. Traditional staffed enforcement faces critical challenges, including limited staffing, competing public-safety demands, and data that shows these efforts do not have long-term impacts.

The Neighborhood Traffic Calming Town Hall (scheduled on April 21, 2026 at the Ronald Reagan Community Center) will allow staff to provide greater details on the effectiveness of speed enforcement, along with other engineering solutions. Staff also hopes other ideas may emerge from the town hall.

In the meantime, staff is exploring how to leverage technology-based solutions to combat speeding. One technology that can be considered is the use of automatic warning systems.

While these systems are used in other states to issue citations to those speeding, within the current state’s legal environment, cities may not use these systems to generate citations.

However, this technology does pose an opportunity to pilot a program in the City as a proactive safety intervention.

PROGRAM IMPACT & KEY FEATURES
Staff proposes implementing a pilot program using an automated warning system in four areas of the City. The pilot is designed to maximize public safety while minimizing administrative friction by leveraging existing infrastructure. The system, rather than issuing a citation, will issue a warning as follows:

Warning Threshold: Focused on high-risk behavior (20+ MPH over the limit).

Targeted Enforcement: Operations focused on high-complaint hours (6 AM – 8 PM).

Pooled Resources: during the year, the vendor allows for a total of 500 total warnings, giving the City flexibility to meet its needs.

Data-Driven Insights: Provides granular access to peak violation times and corridor trends to inform future roadway engineering.

Infrastructure Efficiency: Utilizes existing poles and power sources to reduce deployment time and costs.

Community Engagement: Customizable templates allow for messaging that encourages compliance rather than just penalization.

MOVING FORWARD
The proposed pilot program will allow the City to evaluate the effectiveness of automated warnings in reducing recidivism among reckless drivers. Success will be measured by a reduction in average speeds and a decrease in citizen-reported incidents in the targeted corridors.

CALIFORNIA ENVIRONMENTAL QUALITY ACT:

This action does not constitute a "Project" under the California Environmental Quality Act (“CEQA”) pursuant to State CEQA Guidelines section 15378(b)(5) because it is an administrative activity of government that does not result in any change in the environment.

FISCAL IMPACT:

The proposed pilot program includes a cost structure to ensure accountability within all four City Council districts.
