PUBLIC HEARINGS

9. This was the date and time set for a public hearing for the approval of Issuance of Lease Revenue Bonds, 2023 Series A (Police Station Project). Presentation by Karla Chaparro, Interim Director of Finance and Cedric Ceseña, Interim City Manager. Eric Scriven, NHA Advisors, Inc., presented information regarding the Lease Revenue Bonds (Police Station Project) 2023 Series A in the aggregate principal amount not to exceed $49,500,000. Mr. Scriven explained about the agreements attached to the Lease Revenue Bonds how long it would take to closed on the transactions.

Mayor Cardenas-Singh declared the public hearing opened and asked if anyone wished to speak in favor or opposition to come forward. Seeing no one wishing to speak, the public hearing was closed.

Council Member Oliva asked Ms. Chaparro what can we afford as a payment for the bonds for the Police Station Project. Ms. Chaparro said the City is bringing in $7,500,000 dollars in revenue from Measure P yearly. After all the debt service the city is already paying, we still have $3,200,000 dollars left for other uses. The City has to be conservative in how it uses the remaining $3.2 million dollars.

Council Member Garcia mentioned that when the City approached the voters on Measure P, the City made it clear that we wanted to use the money for capital improvement projects. The City has been diligently to do so. He stated that the City is moving in the right direction with the opening of our library and now with the bond for much replacement police department.
