BACKGROUND:

On January 17, 2023, the City Council and the Authority Board approved the issuance by the El Centro Financing Authority of its Lease Revenue Bonds, 2023 Series A (Police Station Project), in the aggregate principal amount not to exceed $49,500,000 (the “Bonds”), and certain related matters. The purpose of the Bonds is to finance the new police station project. Those resolutions also approved a form of preliminary official statement and the execution and delivery of a final official statement that will be distributed to investors and potential investors in the Bonds.

DISCUSSION:

On January 17, 2023, the City Council reviewed and adopted Resolution No. 23-03 adopting a preliminary official statement for the proposed police station bond issue.

Since that time, there have been changes in the financial status and operations of ECRMC (a separate entity but enterprise operation of the City) and the City audit has been completed. There also have been fluctuations in the bond market for a variety of reasons, including the recent bank failures and threats of recession. For that reason, the POS required updating, factually as well as in regarding to disclosures.

CONCLUSION:

FA 23-01 adopting a preliminary official statement for the proposed police station bond issue.

CONCLUSION:

Action Item (ID # 5940) Meeting of April 24, 2023
In order to move forward with the bond issue, the amendment resolution requires adoption.
