BACKGROUND:
The City Council often discusses pending legislation as recommended by Cal Cities or other public agencies and is asked to support or oppose legislation as well. The City is in the process of evaluating the selection of a lobbyist. The Mayor now has recommended that there be a Legislative Matters Standing Committee formed pursuant to Section XIV of the City’s Norms and Procedures. The purpose of the committee would be to review pending and adopted state and federal legislation, coordinate with Cal Cities and other entities, and recommend legislative positions and action to the City Council. The committee also could review any lobbying RFP or responses to it.
DISCUSSION:
The Legislative Matters standing committee would be composed of Council member Garcia as the Chair and Mayor Martha Cardenas-Singh as the other member.
CONCLUSION:
Discuss and act on the creation of the Legislative Matters Standing Committee.

Letter of Support - Imperial Irrigation District and Coachella Valley Association of Governments Grant Application
CITY MANAGER’S RECOMMENDATION:
Requesting direction to ratify Letter of Support to IID DISCUSSION:
Imperial Irrigation District (IID) is requesting a letter of support for a grant application they will be submitting to the United States Forest Service, Urban and Community Forestry Division, to fund a 5-year, 16,500 trees, planting project in the Imperial and Coachella Valleys.
IID and Coachella Valley Association of Governments (CVAG) have partnered together to propose a project across the desert Southern California counties of Imperial, Central Riverside, and Eastern Riverside. The IDD with CVAG intend to apply for the USDA Forest Service Urban & Community Forestry Inflation Reduction Act Grant Program in early June 2023.
This program will focus on disadvantaged communities and underrepresented demographic groups with environmental, social, and economically identified needs.
Every year, a total of 3,300 trees will be planted. The trees will be planted in two separate planting seasons: October - December and February - April.
CONCLUSION:
Due to the dateline of submission of this grant application, the letter was provided to IID on May 31st with the Mayor’s approval. Staff is requesting to ratify this request for approval of letter of support to IID.

Tree for All – USF Applica1on – Project Snapshot
The Imperial Irriga1on District and Coachella Valley Associa1on of Governments have partnered together to propose a 5-year, 16,500 tree plan0ng project, across the desert Southern California coun1es of Imperial, Central Riverside, and Eastern Riverside. In 2021, the Imperial Irriga1on District created “IID Tree For All”, a public-benefit program with a vision to make Urban Forestry accessible to all. In the program’s first year, 1,200 trees were planted within IID service areas of the Imperial and Coachella Valleys. With community-wide support, the program gained an immense amount of trac1on and interest from IID customers, partnering jurisdic1ons, and legislators? Using this momentum of interest, the IID aims to escalate Tree for All’s original efforts with an increased program region, new partners, and an ambi1ous tree-plan1ng goal.
The IID, in collabora1on with CVAG, intends to apply for the USDA Forest Service Urban & Community Forestry Infla1on Reduc1on Act Grant Program in early June 2023.
The proposed five-year, 16,500 tree plan1ng project will focus on disadvantaged communi1es (DACs) and underrepresented demographic groups with environmental, social, and economically iden1fied needs. On an annual basis, a total of 3,300 trees will be planted. The Imperial and Coachella Valley will each receive 1,650 trees per year for a total of 8,250 trees over the 5-year grant period. On an annual basis, per Valley, 10% of trees (165) will be planted within tribal lands, 35% (578) in public spaces, and 55% (907) at residen1al homes.
The trees will be planted amongst two separate plan1ng seasons: October – December and February – April.
Project Goal – 16,500 trees over 5-year period

Letter of Support AB 1657 - The Affordable Housing Bond Act of 2024
CITY MANAGER’S RECOMMENDATION:
Discussion and direction from City Council to ratify letter regarding the request from League of California Cities for a Letter of Support for AB 1657 DISCUSSION:
Since December 2022, Cal Cities has called on the Legislature and the Governor to include a $3 billion annual investment in the 2023-24 state budget to help cities prevent and reduce homelessness and spur the development of affordable housing.
The Governor's 2023-24 May Revision does not include any new, ongoing funding for cities to increase the supply of affordable housing and reduce homelessness. In fact,, the May Revision3 billion annual investment in the 2023-24 state budget to help cities prevent and reduce homelessness and spur the development of affordable housing.
The Governor’s 2023-24 May Revision does not include any new, ongoing funding for cities to increase the supply of affordable housing and reduce homelessness. In fact, the May Revision takes the opposite approach and proposes $712.5 million in cuts and delays of essential funding that would help jumpstart housing production.
CONCLUSION:
Due to the dateline of submission request from LCC, letter was submitted on June 1st with the Mayor’s approval. Staff is requesting to ratify this request for approval of letter of support.

ACTION ALERT
SUPPORT AB 1657 (Wicks)
The Affordable Housing Bond Act of 2024.
What does AB 1657 specifically do?
Authorizes $10 billion in general obligation bonds to fund affordable and supportive housing programs, including the Multifamily Housing Program, the CalHOME program, the My Home down payment assistance program, and the Joe Serna, Jr. Farmworker Housing Program.
Background: Since December 2022, Cal Cities has called on the Legislature and the Governor to include a $3 billion annual investment in the 2023-24 state budget to help cities prevent and reduce homelessness and spur the development of affordable housing.
Talking points:
• Housing affordability and homelessness are among the most critical issues facing Californians. City officials intimately understand these crises as they play out in their communities daily.
• Now is the time to invest in affordable housing. With the slowing economy, stubbornly high inflation, and the heightened threat of an economic recession, we know that our residents, now more than ever, are at risk of housing instability and even homelessness.
ACTION
AB 1657 (Wicks) would place a $10 billion bond measure on the March 2024 ballot to spur the production of affordable and supportive housing.

BACKGROUND:
On May 5, during routine sewer main inspection, a void was discovered in a sewer inspection hole wall. On the other side of said hole an approximate 9' x 9' void was discovered under the intersection. On May 11, 2023, traffic control was set to protect the area from collapsing and producing additional damage.
City Code Section 2-185.14 provides that the City Manager is authorized to task direct emergency repairs and notify the Council of that action.
Local Emergency Proclamation was approved by City Council on May 16, 2023.
Per Cal. Gov't Code Section 22050, staff will return with an update on the emergency every Council meeting for review until the repairs are complete.
DISCUSSION:
Work has been completed. The inspection hole wall was eroded at its base thus consuming the underground soil surrounding the wall. The wall was repaired and the inspection hole sealed. Staff elected to think outside the box and the void was filled from the top via 2" diameter access holes in order to not open up the street and reduce impact to the traveling public. 18 cubic yards of material (about the size of a small SUV) was used to fill the void. Traffic was opened to full circulation May 25, 2023.
Staff will return on June 20, 2023 to Council with a resolution to end the proclamation. 19 Packet Pg. 327
