BACKGROUND:
Beginning on or about August 18, 2023, the City received reports from a number of sources that Tropical Cyclone Hilary was approaching the El Centro area. At the time of such reports, Hilary was a Category 5 hurricane anticipated to bring torrential rain and high winds. As the Director of Emergency Services, and consistent with the City’s Emergency Operations Plan, the City Manager organized staff. Together they took a variety of steps to protect City residents and City property, including providing sandbags at no cost, opening the Community Center for shelter, gathering supplies of food and water and providing information on storm protection and status. They also coordinated with CalOES and other local agencies.
DISCUSSION:
Based upon the information received, on Saturday, August 19, 2023, the City Manager proclaimed a local emergency as allowed by Govt. Code Section 8630 and City Code
8.2. That proclamation must be ratified within seven (7) days of its declaration.
Attached is the City Manager’s proclamation of a local emergency.
Also attached is Resolution No. 23- , which ratifies that initial proclamation. The proclamation needs to remain in place while damage from Tropical Cyclone Hilary is identified and addressed.
