The El Centro City Council met in adjourned regular session in the Council Chambers, El Centro City Hall, 1275 Main Street, El Centro, California on Thursday, December 7, 2023, at 6:00 p.m. for the purpose of reorganization.
OPEN SESSION
The El Centro City Council met in a special session on Thursday, December 7, 2023 at 6:00 p.m. in Council Chambers, El Centro City Hall, 1275 Main Street, El Centro, California. No closed session was held.
PRESENT: Council: Carter, Oliva, Cardenas-Singh, Marroquin, Garcia City Clerk Wyles, City Manager Cesena, City Attorney Martyn Evans
PLEDGE OF ALLEGIANCE
Pledge of Allegiance to the flag of the United States of America was led by Loren Johnston.
INVOCATION
Invocation was given by Father Mark Edney.
RECOGNITION OF OUTGOING MAYOR CARDENAS-SINGH
1. Presentation of Mayor’s Plaque by Mayor Pro-Tem Sylvia Marroquin to outgoing Mayor CardenasSingh recognizing her service as Mayor for 2022-2023.
2. Presentation of Album of Events by City Manager, Cedric Ceseña, to outgoing Mayor Cardenas-Singh for her year of service as Mayor.
3. Presentations to outgoing Mayor Cardenas-Singh were made at this time from the following:
- Imperial Valley Regional Chamber of Commerce, Sher Cowie, President. - Imperial County Transportation Commission, presented by Cedric Ceseña, City Manager. - Office of Assembly member Eduardo Garcia and Office of Congressman Raul Ruiz, MD, presented by Guillermo Hernandez.
- Office of Senator Steve Padilla, presented by District Representative Lorena Minor. - El Centro Regional Medical Center, presented by CEO Pablo Velez. - MANA of Imperial, Ida Obeso-Martinez, also City of Imperial Councilmember. - Soroptimist International of El Centro, Ivonne Sotomayor.
4. Comments were made from Council Members to outgoing Mayor Cardenas-Singh.

REORGANIZATION OF THE CITY COUNCIL
At this time the meeting was turned over to the City Clerk, who presided over the selection of Mayor for the ensuing year.
City Clerk Wyles called for nominations of Mayor at this time.
5. Moved by Cardenas-Singh, second by Garcia, to nominate Sylvia Marroquin for Mayor, and with no other nominations being made, nominations were closed.
AYES: Carter, Oliva, Cardenas-Singh, Marroquin, Garcia
NOES: None
ABSENT: None
ABSTAINED: None
City Clerk Wyles turned the meeting over to the newly selected Mayor Marroquin for the nomination of Mayor Pro-Tem.
6. Moved by Oliva, second by Marroquin, for nomination of Edgard Garcia for Mayor Pro-Tem and with no other nominations being made, nominations were closed.

ABSENT: None
ABSTAINED: None
7. Closing remarks were made at this time by incoming Mayor Sylvia Marroquin.
