Notice is hereby given that the Mayor of the City of El Centro has called a Special Meeting of the El Centro City Council to consider the item(s) on this agenda.
The public may attend in person. Any member of the public attending in person and wishing to make a comment is asked to complete a speaker slip and follow the instructions below regarding “Notice to the Public”. Any member of the public is invited to submit public comments in advance of the meeting to be answered at the meeting. Specifics are not known at this time. Initial estimates range from $ 20,000 to $220,000 depending in conditions to be encountered. Funding for this repair would be from General Fund or Measure D.

BACKGROUND:
On January 22, 2024 the City of El Centro experienced a rain event that led to 1.2 to 1.5 inches of rain in our area. This impacted and flooded areas of the city resulting in leaks at city facilities as well as a storm drain system break near the Imperial Avenue and Barbara Worth intersection. The break caused asphalt roadway damage. Temporary repairs have been made, however permanent repairs are pending as of writing of this report.
DISCUSSION:
In a time of disaster, the City's Municipal Code Section 8-2 empowers the City Manager as Director of Emergency Services, the ability to issue a proclamation of emergency. A Declaration was issued on January 22, 2024 to proclaim the existence or threatened existence of a local emergency. Under the law, such declaration only lasts for seven days, unless it is ratified by City Council.
Per Cal. Gov't Code Section 8630, the governing body shall review the need for continuing the local emergency at least once every 30 days.

PROCLAMATION BY THE DIRECTOR OF EMERGENCY SERVICES OF
A LOCAL EMERGENCY AS A RESULT OF THE JANUARY 22, 2024
RAIN STORM IN THE CITY OF EL CENTRO
WHEREAS, Government Code Sections 8630 et seq, and the El Centro Municipal Code Section 8.2, empower the City Manager, as the Director of Emergency Services (“City Manager”), to proclaim the existence or threatened existence of a local emergency when the City is affected or likely to be affected by a public calamity and the City Council is not in session; and WHEREAS, the City Manager finds that conditions of peril to the safety of persons and property have arisen within the City in the form of pot holes and possible sink holes located along Imperial Avenue and caused by a severe rain storm commencing on the morning of Monday, January 22, 2024 and continuing throughout the day; and WHEREAS, the City Manager further finds that such conditions constitute a local emergency, which local emergency will create conditions beyond the control of the services, personnel, equipment, roads, sewers and facilities, of the City; and NOW, THEREFORE, IT IS HEREBY PROCLAIMED as follows:
1. That a state of local emergency now exists throughout the City; and
2. That this local emergency proclaimed by the City Manager shall be confirmed with seven (7) days at a meeting of the City Council; and
3. That thereafter this proclamation shall be continued as required by law until such time as the emergency is resolved.
IT IS FURTHER PROCLAIMED AND ORDERED that during the existence of said local emergency the powers, functions, and duties of the emergency organizations of this City shall be those prescribed by state law, and resolutions of this City, and by the City of El Centro Emergency Plan.
