Program Year 2024-2025
CITY MANAGER’S RECOMMENDATION:

Discussion and necessary action related to proposals received for CDBG Program Year 2024-2025.

FISCAL IMPACT:

The City's estimated allocation for the Community Development Block Grant Program year 2024-2025 is $563,406. The City also anticipates receiving approximately $20,000 in Program funds generated by previous State awarded grants.

BACKGROUND:

The CDBG Citizen Participation Plan requires staff to prepare and publish a Request for Proposals (RFP) wherein the community and City departments are invited to submit projects and programs for funding consideration. Staff conducted the RFP process from November 30, 2023 through January 12, 2024 in order to prepare the 2024-2025 Annual Action Plan. Two publicly noticed meetings were conducted; one at the El Centro Adult Center on November 28, 2023, with nine (9) residents in attendance, and a second meeting at the El Centro Council Chambers on December 6, 2023, with no residents in attendance.

Additionally, the Request for Proposal packet was mailed to an established list of NonProfit organizations located in El Centro and the information was posted on the City's website.

DISCUSSION:

As previously mentioned, organizations were invited to submit proposals that could potentially be funded through the CDBG program. A total of eleven (11) proposals were received as follows:
10 Packet Pg. 402
Action Item (ID # 6282) Meeting of March 5, 2024
• Five (5) for Public Services (including Fair Housing) • Two (2) for Public Facilities/ Infrastructure;
• Three (3) for Housing Activities;
• One (1) for Code Enforcement; and
• One (1) for Program Administration.

Included with this agenda item is a summary of all proposals received.

Any proposal being considered for funding must meet one of the three National Objectives set by the Department of Housing and Urban Development (HUD) as follows:
(1) Benefit at least 51% of low and moderate-income persons (2) Aid in the prevention or elimination of slum or blight (3) Meet other community development needs having a particular urgency As part of this agenda presentation, staff will be asking the Council to determine which projects and/or programs are to be funded and for how much. Staff will be providing information on the eligible proposals, proposal-funding requests, past performance of the applicant, and staff evaluation of the proposal and applicant. As council considers how to allocate funding, two (2) CDBG program limitations need to be considered. The first is the 20% cap in funding for Program Administration and the second is the 15% cap on funding for Public Services. These are both federally mandated funding caps.

The amounts allocated toward these activities will be based on an estimate of annual funding to be received for the 2024-2025 Fiscal Year. If the amount received is less than the projected funding allocations for Public Services and Program Administration will be reduced to ensure compliance with the respective funding caps for these activities.

CONCLUSION:

Staff recommends the approval of activities and funding levels as shown on the attached summary.

The draft Annual Action Plan will be brought back to City Council for final approval on April 16, 2024. The public comment period for the Annual Action Plan will be from April 1, 2024 to April 30, 2024. After the 30-day comment period ends, City Staff will submit the Final Annual Action Plan to HUD by no later than May 17, 2024.

Prepared By: Cynthia De Zilwa
SCHEDULED Department Head: Cedric Cesena
ACTION ITEM (ID # 6288) DOC ID: 6288
Letter of Support requested by SCAG for Regional Early
Action Planning (REAP)
CITY MANAGER’S RECOMMENDATION:

Approve Letter of Support requested by Southern California Association of Governments (SCAG)
BACKGROUND:

The REAP 2.0 Program was established as part of the 2021 California Comeback Plan under AB 140. REAP 2.0 builds on success of Regional Early Action Planning Grant Program of 2019 (REAP 1.0) and expands the program focus by integrating housing and climate goals, and allows for broader planning and implementation investments supporting infill development to facilitate housing supply, choice, and affordability.

Major investments in program development and prioritization of projects have resulted in SCAG’s development of a comprehensive REAP 2.0 program that combines coordinated and transformative actions aligning transportation and housing development by investing in innovative finance, land use, and transportation strategies.

DISCUSSION:

In January 10, 2024 Governor Gavin Newsome announced a proposed budget that would cut $1.2 billion in funding for housing programs, including $300 million for the Regional Early Action Plan (REAP 2.0) program. SCAG is issuing a hold on suballocation programs, while working to assess the impacts of the proposed cut and partnering with key stakeholders to use the state’s budget approval process to advocate for the protection of critical housing programs funded by REAP.

The REAP program is the only program specifically designed to implement the region’s Sustainable Communities Strategy (SCS). Cutting REAP funding threatens our ability as cities/ counties/ tribal governments/ transit agencies to address the housing crisis while meeting the state’s important climate goals. This would be a huge hit to the Southern California region, as REAP is funding over 100 transformational, local housing and infrastructure projects all over the region.

CONCLUSION:

Staff is requesting direction on the request for a Letter of Support by SCAG.

• Governor Newsom proposed a $291 billion budget with $1.2 billion in cuts for housing programs, including $300 million for the REAP program. We respectfully ask that you oppose the proposed cut to the REAP program.
• The REAP program is the only program specifically and exclusively designed to implement the region’s Sustainable Communities Strategy (SCS).
• California is in the midst of a housing crisis. Simultaneously, the Governor and Legislature have set ambitious goals to reduce Greenhouse Gas (GHG) emissions, of which vehicle emissions are the largest contributors!
• Cutting REAP funding threatens our ability as cities/ counties/ tribal governments/ transit agencies to address the housing crisis while meeting the state’s important climate goals.
• SCAG has an MOU with HCD for $237 million in REAP funds that we entered last summer.
• Since then, SCAG has awarded $192 million to cities, counties, tribal governments across the six-county Southern California region for projects to accelerate housing production and implement the GHG reducing strategies contained within Connect SoCal, the Regional Transportation Plan/ Sustainable Communities Strategy (RTP/ SCS) for the Southern California region.
• These projects are crucial for supporting our efforts to achieve our RHNA goal of 1.34 million units and GHG reduction targets.

• In my jurisdiction, the REAP program is providing:
________________________________________________________________________ ________________________________________________________________________ • Reducing or delaying funding will compromise the program’s integrity and have severe, negative impacts on cities and counties across Southern California and the entire state. • The proposed budget has not been approved by the Legislature. SCAG respectfully asks the Legislature to protect this important program from the chopping block.

RE: Protect Dedicated Regional Early Acon Planning Grants (REAP2.0) Program Funding
Dear President Pro Tempore Atkins, Speaker Rivas, and Budget Chairs Skinner and Gabriel:

On behalf of the City of El Centro, I urge the Legislature to protect investments made to the Regional Early Acon Planning Grants (REAP 2.0) program as you deliberate on the FY 2024-25 State Budget. While we recognize the incredible budget challenge the Legislature faces, REAP 2.0 must be protected to meet our ambious climate, housing, and mobility goals.

REAP 2.0 is a $600 million program to accelerate progress toward California’s climate and housing through strengthened partnerships between regional, local, county, and tribal governments. REAP 2.0 is the only program specifically and exclusively designed to implement the region’s Sustainable Communies Strategies (SCS), as SB 375 (2008) requires. For this reason, regions were empowered to develop programs that accelerate infill housing, support efforts for Affirmavely Furthering Fair Housing (AFFH), and reduce vehicle miles traveled (VMT).

Packet Pg. 425 Attachment: Letter - REAP final (6288 : Letter of Support - Regional Early Action Planning (REAP)) The Governor proposed a $300 million reversion of REAP 2.0 funds in his January budget.

This proposal would be devastang to the City of El Centro and numerous other SCAGregion cies, counes, transportaon agencies, and tribal governments.

In July 2023, the California Department of Housing and Community Development (HCD) approved SCAG’s full REAP 2.0 applicaon, formally comming $246 million to SCAG.

Since that me, SCAG has sub-allocated $192 million primarily through compeve programs to 118 transformave, local projects in the SCAG region that implement the Regional Housing Needs Allocaon (RHNA) plan and the greenhouse gas (GHG) reducing strategies contained within Connect SoCal, the Regional Transportaon Plan/ Sustainable Communies Strategy (RTP/SCS) for the SCAG region.

In the City of El Centro, REAP would provide $100,000 to fund a focus housing market study to understand local housing impediments and barriers for developing affordable and market rate housing. Other projects could include $25,000 for providing in person training for local contractors, engineers, and other development professionals on how to comply with energy efficiency residenal building code or stormwater requirements.

The goal of the training is to more quickly review, approve, and finalize housing projects by reducing the number of plan reviews and delays resulng from re-inspecons due to a lack of familiarity with energy efficiency and stormwater requirements.

The projects propopsed in El Centro are representave of the many innovave projects awarded through the REAP 2.0 program, including a project by LA Metro to support as many as 10,000 new housing units on surplus LA Metro transit lands, more than 1,150 affordable housing units in the Coachella Valley, a low-to-zero-interest loan program to expedite accessory dwelling units in Orange County, infrastructure improvements to support nearly 5,000 newly-zoned housing units in Rialto, and a long-term loan program to promote hundreds of infill homes in Ventura County, among others.

These projects play a crical role in increasing housing supply in the near term while also pilong innovave soluons that can be scaled across the region. REAP 2.0 was designed to remove the systemic barriers for developers to build units where needed and planned.

Reducing or delaying funding will compromise the program’s integrity and severely impact the City of El Centro and other cies and counes across Southern California. We ask that you reject the Governor’s proposal to halve REAP 2.0 and protect this crucial program.

Thank you for considering the City of El Centro’s perspecve on the REAP 2.0. Please get in touch with Cedric Ceseña, City Manager at the City of El Centro, with any quesons about this leter.

Sincerely,

BACKGROUND:

Chelsea Investments with the support of the City of El Centro Successor Agency and the City of El Centro, is developing the Jacaranda Gardens Apartment on Waterman Avenue. This project includes public facilities such as pedestrian, and roadway improvements.

As part of the process to power the apartments, Imperial Irrigation District requires an easement to be established for the new service equipment within the property line of the City of El Centro Successor Agency where the apartments are being developed. The easement provides IID access for power conduits between the building meter and the street.

DISCUSSION:

Staff has reviewed the grant of easement and Exhibits attached to this scope and agrees with the request from IID. This is typical procedure to power buildings.

CONCLUSION:

Approve a grant of easement in favor of Imperial Irrigation District and direct the City Manager to execute the grant of easement and necessary supporting documents.
