BACKGROUND:

The City of El Centro 2021-2029 Housing Element was adopted by the City Council on February 1, 2022, and certified by the California Department of Housing and Community Development on April 11, 2022. The Housing Element establishes the City’s strategy for meeting community housing needs for the period 2021-2029 and is one of nine integral and interrelated elements of the City of El Centro General Plan.

State law requires that every jurisdiction prepare an annual progress report on the status and progress in implementing the jurisdiction's Housing Element. The Housing Element Annual Progress Report is prepared by City staff using forms provided by the California Department Housing and Community Development. It must be presented in a public meeting before the City Council prior to being sent to the State. While charter cities are exempted from preparing the Annual Progress Report, all cities must submit one to qualify for housing related funding programs.

DISCUSSION:

This year’s Annual Progress Report accounts for the second full calendar year of the 6th Cycle Regional Housing Needs Assessment (RHNA) period beginning on January 1, 2023 and ending on December 31, 2023. Below are the highlights from the Report for this period:
