NEW BUSINESS

8. Presentation by Adriana Nava, Community Services Director, discussion and related action regarding naming of Dog Park to be located at 670 Park Avenue. Public Comments were received by Cheryl Viegas-Walker and Steve Walker. Council Member Cardenas-Singh asked the City Attorney about the policy. Ms. Martyn said that the policy needs revision because it is not very clear. Council Member Oliva stated that staff presented some points in the presentation and 106 survey entries were received.

He stated that based on the survey entries, Bark Park was the chosen name for the dog park.

Council Member Oliva made a motion to name the park, Bark Park and within the park, have a plaque that explains the history behind the creation of the park and that it be specifically dedicated to and recognizing and honoring the Heald Family and the contribution in helping to create the park.

Mayor Pro-Tem Garcia asked how many people reference Bark Park? Ms. Nava estimated around twenty to thirty times. MPT Garcia asked how many times it referenced to give recognition to the Heald Family? It was around sixteen times. MPT Garcia made a competing/substitute motion to name the park the Heald Bark Park.

First motion died on the floor because it did not have a second motion. Ms. Martyn asked the Council to begin a new motion, since the last two motions did not receive a second motion.

Council Member Cardenas-Singh asked which name had the most entries? Which was #1, #2, and #3.

Ms. Nava counted the entries and the most entries received were for #1, Bark Park, #2 Heald Family Dog Park and the other entries were for other names proposed for the park.

Ms. Viegas-Walker spoke again and asked the City Council to follow their policy and name the dog park, Heald Family Dog Park.

Ms. Martyn explained the policy to the Council and on the policy, it states that the City Council is not required to accept the recommendation of the of the Library and Community Services Board. Council can decide to accept the survey #1 suggestion.

Motion by Oliva, second by Marroquin, to name the park, Bark Park, and direct staff to find the space within the park, to memorialize and recognize the contributions of the Heald Family and their donation and the work behind the creation of the dog park.
