1. Presentation of Mayor's Plaque by Interim Mayor Pro-Tem Cardenas-Singh to outgoing Mayor Marroquin and recognizing her service as Mayor for 2023-2024.
2. Presentation of Album of Events by City Manager Cedric Ceseña, to outgoing Mayor Marroquin, for her year of service as Mayor.

6:05-6:15 PM - ADMINISTER OATH OF OFFICE:
Council Member Sylvia Marroquin steps down from the dais and Council Member-Elect Camarena and Council Member-Elect Ellett meet in front of the dais.
8. Administer Oath of Office and presentation of Certificates of Election by City Clerk Norma Wyles.
6:15-6:20 PM - RECESS:
Council members Marroquin, Camarena and Ellett sign their oaths and take their seats on the dais.
6:20-6:45 PM - REORGANIZATION OF THE CITY COUNCIL:
9. City Clerk opens nominations for Mayor.
10. Newly elected Mayor assumes the Chair and opens nominations for Mayor Pro-Tem.
11. Closing comments by new selected Mayor.

BACKGROUND:
DISCUSSION:
A Consolidated General Municipal Election was conducted in the City of El Centro on November 5, 2024, for the purpose of electing three (3) members of the City Council. The Imperial County Registrar of Voters has certified the results of the City of El Centro General Municipal Election held on November 5, 2024, and the results of the canvass of the votes cast determined that Sylvia Marroquin, Claudia M. Camarena and John Marty Ellett were elected to the El Centro City Council.
CONCLUSION:

EL CENTRO, CALIFORNIA, RECITING THE FACT OF THE GENERAL MUNICIPAL ELECTION HELD ON NOVEMBER 5, 2024, DECLARING THE RESULT AND SUCH OTHER MATTERS PROVIDED BY LAW.

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL CENTRO
CALIFORNIA, RECITING THE FACT OF THE GENERAL MUNICIPAL
ELECTION HELD ON NOVEMBER 5, 2024, DECLARING THE RESULT
AND SUCH OTHER MATTERS AS PROVIDED BYLAW
WHEREAS, a general municipal election was held and conducted in the City of El Centro, California, on Tuesday, November 5, 2024, as required by law; and WHEREAS, that notice of the election was given in the time, form and manner as provided by law; that candidates were nominated to fill the vacancy or vacancies as provided by law; that voting precincts were properly established; that election officers were appointed and that in all respects the election was held and conducted and the votes were cast, received and canvassed and the returns made and declared in the time, form and manner as required by the provisions of the Charter and State law; and WHEREAS, that the County Elections Department canvassed the returns of the election and has certified the results to this City Council, which results are received, attached and made a part hereof as Exhibit "A."
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF EL CENTRO,
CALIFORNIA DOES HEREBY RESOLVE, DECLARE, DETERMINE AND ORDER AS FOLLOWS:
I. That the whole number of ballots cast in the precincts including provisional ballots was 12,952; that the whole number of votes by mail voter ballots cast in the city was 14,101 making a total of 27,053, ballots cast in the City.
2. That the names of the persons voted for at the election for Member of the City Council are as follows: John (Marty) Ellett, Sylvia Marroquin, Luis Minor, Jason Jackson, Edgard Garcia, Antowain Rackley, Bill Caldwell, and Claudia M. Camarena.
3. That the number of votes given at each precinct and the number of votes given in the City to each of the persons above named for the respective offices for which the persons were candidates as listed in Exhibit "A" attached and made a part hereof.
4. The City Council does declare and determine that: Sylvia Marroquin was elected as Member of the City Council for the full term of four years; Claudia M. Camarena was elected as Member of the City Council for the full term of four years and John Marty Ellett was elected as Member of the City Council for the full term of four years.
5. The City Clerk shall enter on the records of the City Council of the City of El Centro a statement of the results of the election, showing: (I) The whole number of ballots cast in the City; (2) The names of the persons voted for; (3) For what office each person was voted for; (4) The number of votes given at each precinct to each person; (5) The total number of votes given to each person.
6. That the City Clerk shall immediately make and deliver to each of the persons so elected a Certificate of Election signed by the City Clerk and authenticated; that the City Clerk shall also administer to each person elected the Oath of Office prescribed in the Constitution of the State of California and shall have them subscribe to it and file it in

Each and all of the persons so elected shall then be inducted into the respective office to which they have been elected.
7. That the City Clerk shall certify to the passage and adoption of this resolution and enter it into the book of original resolutions.
PASSED AND ADOPTED at a special meeting of the City Council of the City of El Centro, California held on the 12th day of December 2024.
