4. This was the date and time set for a public hearing to consider the recommendation of the Planning Commission regarding the approving an Addendum to the Final Environmental Impact Report for the Willow Bend Tentative Subdivision Map. Presentation by Angel Hernandez, Community Development Director.

Mayor Oliva declared the public hearings opened and asked if anyone wished to speak in favor or opposition to come forward. Mr. Marty Coyne, applicant and owner of the property, presented the item to Council and asked if there were any questions. Seeing no other speakers, Mayor Oliva closed the public hearing and brought it back to Council. Council Member Ellett and other council members raised various questions about the project, which were addressed by Mr. Hernandez and Mr. Campos, the Public Works Director/City Engineer. A key concern was the inability to make a left turn onto Highway 86Mr.

Campos explained that traffic studies are currently being conducted to ensure that traffic will not be a problem in the future. A partnership between the City and the developer will be formed to ensure that traffic is properly dispersed and does not become an issue. It was discussed that the property for the planned subdivision is in the process of being annexed into El Centro. Mayor Oliva inquired whether the city would adopt a lighting and landscaping district to cover the installation of future traffic lights.

Mr. Campos clarified that while a lighting and landscaping district is proposed for the development, it will not cover the cost of installing traffic lights. Currently, the traffic study indicates that a four-way stop will be implemented.

Discussion Regarding 2025-2026 Community Development Block Grants (CDBG) Proposals Received
CITY MANAGER'S RECOMMENDATION:

Discussion and necessary action related to proposals received for Community Development Block Grant (CDBG) Program Year 2025-2026
FISCAL IMPACT:

The City's estimated allocation for the Community Development Block Grant Program Program Year 2025/26 is $526,655. The City also anticipates receiving approximately $25,000 in Program Income funds generated by previous state-awarded grants.

BACKGROUND:

The CDBG Citizen Participation Plan requires staff to prepare and publish a Request for Proposals (RFP) wherein the community and City departments are invited to submit projects and programs for funding consideration. Staff conducted the RFP process from December 9, 2024, through January 7, 2025, in order to prepare the 2025-2026 Annual Action Plan. Two publicly noticed meetings were conducted; one at the El Centro Adult Center on November 25, 2024, with no residents in attendance, and a second meeting at the El Centro Council Chambers on December 16, 2024, with no residents in attendance.

Additionally, the Request for Proposal packet was mailed to an established list of non-profit organizations located in El Centro and the information was posted on the City's website.

DISCUSSION:

As previously mentioned, organizations were invited to submit proposals that could potentially be funded through the CDBG program. A total of eleven (11) proposals were received as follows:
• Six (6) for Public Services (including Fair Housing); • Three (3) for Housing Activities
• One (1) for Program Administration; and
• One (1) for Code Enforcement

Page 154 of 206 ends

Included with this agenda item is a summary of all proposals received.

Any proposal being considered for funding must meet one of the three National Objectives set by the Department of Housing and Urban Development (HUD) as follows:

1. Benefit at least 51% of low and moderate-income persons

2. Aid in the prevention or elimination of slum or blight

3. Meet other community development needs having a particular urgency As part of this agenda presentation, staff will be asking the Council to determine which projects and/or programs are to be funded and for how much. Staff will be providing information on the eligible proposals, proposal-funding requests, past performance of the applicant, and staff evaluation of the proposal and applicant. As the council considers how to allocate funding, two (2) CDBG program limitations need to be considered. The first is a 20% cap on funding for Program Administration and the second is a 15% cap on funding for public services. These are both federally mandated funding caps. The amounts allocated toward these activities will be based on an estimate of annual funding to be received for the 2025-2026 Fiscal Year. If the amount received is less than the projected funding, allocations for Public Services and Program Administration will be reduced to ensure compliance with the respective funding caps for these activities.

Staff recommends the approval of activities and funding levels as shown in the attached summary. As it relates to one of the activities, “Public Facilities/Infrastructure,” Council has three (3) options from which to select one (1) option and the amount available for this activity is $277,576 . Below are are the options:
- Improvements to Frazier Field
- Purchase of bus shelters
-Improvements at McGee Park/Community Center
The draft Annual Action Plan will be brought back to City Council for final approval on April 15, 2025. The public comment period for the Annual Action Plan will be from April 15, 2025, to May 15, 2025. After the 30-day comment period ends, City staff will submit the Final Annual Action Plan to HUD by no later than May 16, 2025.

CONCLUSION:

Provide direction to Staff regarding Community Development Block Grant activities for Program Year 25/26.

Contractor has a current Contractor A License and has successfully completed work for the City of El Centro in the past. Contractor to obtain a City Business License prior to starting construction activities.

BACKGROUND:

The City of El Centro Wastewater treatment facility treats and discharges the city's sewer collection system into the IID's drainage system, which ultimately makes it way to the Salton Sea. UV Disinfection is the last step in the treatment process prior to discharge. Currently, the existing UV lamps are reaching the end of their useful life and the current system is now obsolete and will soon no longer be serviceable. Failure to replace the UV lamps may bring the wastewater treatment plant out of compliance, resulting in State violations.

The City's Public Works staff took to Council on December 07, 2021, the approval of a vendor agreement with Trojan Technologies Group for the Purchase of Equipment necessary to replace the UV disinfection units and necessary equipment. The City of El Centro Council approved the purchase under Resolution No. 21-95.

The City's Public Works Staff took to Council on November 05, 2024 plans and specifications for approval and authorization to solicit bids. Notice inviting bids was advertised on November 15, 2024.

Pre-Bid Meeting was held on December 3rd, 2024.

DISCUSSION:

The project's bid opening was held on January 9th 2025, the City received 5 bids.

Gomez Park Project Update
CITY MANAGER'S RECOMMENDATION:

No action required. This is an information item only.

FISCAL IMPACT:

As presented, the Gomez Park Project will not impact the general fund. A Proposition 68 Grant was sought and granted in the amount of $5.7 million.

STRATEGIC PLANNING PROGRAM 2022-2027 RELATION:

Recreation & Lifelong Learning
DUE DILIGENCE CHECK FOR CONTRACTORS/CONSULTANTS: DID THE

DEPARTMENT VERIFY CURRENT EL CENTRO BUSINESS LICENSE,
CONTRACTOR'S LICENSE, REFERENCE CHECKES, INSURANCE, ETC.:

The due diligence process was completed in 2023. The Contractor's license was verified and in good standing. Previous Contractor experience includes the McGee Park Restrooms and First Responders Park Project.

BACKGROUND:

On March 12, 2021, the Community Services Department submitted a $5.7 million grant application for Gomez Park under the State Parks grant program, which had a total of $395.3 million in available funding.

On May 20, 2021, the City received an email from the State requesting additional information and clarification. Following this, State representatives conducted a site visit at Gomez Park on July 1, 2021, meeting with City staff to assess the project.

After a highly competitive selection process, City staff received official notification during a teleconference with State Parks on December 7, 2021, that the grant had been awarded.

This marks the largest park grant the City has ever received.

The Grant Agreement, securing $5.7 million for Gomez Park, was fully executed by the State and City Manager on February 19, 2022.

DISCUSSION:

A total of $5.7 million in Proposition 68 grant funds has been allocated for the reconstruction of Gomez Park. The project includes a range of new facilities that will significantly enhance the park’s amenities and accessibility. Planned improvements include:
• Two multi-sport courts with lighting

Page 168 of 206 ends

• Various all-inclusive playground areas
• An adult exercise area
• A small pavilion
• A restroom and snack bar facility
• Shaded ramadas with picnic tables
• A walking path with exercise stations for seniors
• A large athletic field with lighting
• Two parking lots with alley improvements
In late 2023, Three Peaks Corporation was awarded the construction contract, with Hermann Design Group leading the project’s design efforts.

On February 5, 2025, City staff and the design team convened to review the 90% design plans. The City's review team, including Engineering and Public Works, focused on ensuring the park continues to function as a retention basin—a key design challenge requiring an in-depth understanding of the neighborhood’s watershed and the park’s pump system.

The project team anticipates submitting final plans to the Building Division for review by Bureau Veritas in March 2025. As a design-build project, the construction phase will proceed without a separate bidding process. Construction is expected to begin in April 2025 and will span approximately 12 months.

CONCLUSION:

This is an information item only and no additional action is warranted at this time.

Eddie White Complex/Frazier Field Park Improvements Update CITY MANAGER'S RECOMMENDATION:

Not applicable.

FISCAL IMPACT:

A total of $385,000 in Measure P funds was allocated for Frazier Field Park Improvements.

Additionally, $342,012 in grant funds were received from the Imperial County Air Pollution Control District.

Improvements are being made by qualified contractors.

BACKGROUND:

The Eddie White Complex/Frazier Field Park is located at the southeast corner of Sixth Street and Villa Avenue. The park features four baseball diamonds and a parking lot along its eastern boundary.

Surrounding the park are McKinley Elementary School to the west, Kennedy Middle School to the south, an alleyway to the north, and Sixth Street to the east. Ownership of the baseball diamonds is divided, with the front diamonds along Sixth Street owned by the City of El Centro and the rear diamonds owned by the El Centro Elementary School District. Through an Interagency Agreement adopted by the City Council and the School District in 2023, the City is authorized to utilize the District’s portion of the park.

The facility primarily serves as the home field for El Centro Little League and is occasionally used by BEST Step Forward. The City does not collect fees for the use of the facility.

DISCUSSION:

As part of the Fiscal Year 2025-26 budget, staff requested funding for improvements to Frazier Field, and the City Council subsequently approved $385,000 for these upgrades. A conceptual site plan is attached for reference. These improvements, funded through Measure P, include:
• Snack bar renovations, featuring metal doors, stainless steel tables, and a sink • Batting cages

Page 199 of 206 ends

• A 6-foot-wide sidewalk
• Scoreboards for Fields 1 and 2
• Picnic tables and benches
• A lighted park sign
Construction is already underway. The batting cages are currently under construction, and the snack bar renovations have been completed. To minimize disruption and keep the park operational, the walkways, scoreboards, and other amenities will be installed at the end of the Little League season in late fall.

In addition to these improvements, a separate project is in progress to pave a dirt parking lot with a 24-foot roadway and a 6-foot pedestrian pathway. The proposed design is attached for reference. While $342,012 has been allocated for this project, costs may increase once it goes out to bid.
