RESOLUTION NO. 25-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL CENTRO OPPOSING CALIFORNIA PROPOSITION 50, THE USE OF LEGISLATIVE CONGRESSIONAL
REDISTRICTING MAP AMENDMENT
WHEREAS, California voters approved Proposition 11 (2008) and Proposition 20 (2010) to establish the California Citizens Redistricting Commission, a 14-member independent, nonpartisan body tasked with drawing district lines for the State Legislature, Board of Equalization, and U.S. Congressional districts, to remove political influence and restore public trust in the redistricting process; and
WHEREAS, redistricting occurs once every ten years following the United States Census, with the most recent process completed in 2021 using 2020 Census data, ensuring districts are based on accurate and current population figures; and WHEREAS, Proposition 50 seeks to suspend the authority of the Citizens Redistricting Commission and transfer the power to draw Congressional maps to Politicians in the California State Legislature, thereby overturning voter-approved reforms; and WHEREAS, mid-decade redistricting has no historical precedent in California, and adopting it now sets a dangerous precedent that could allow future Legislatures to manipulate district lines for partisan or incumbent advantage; and WHEREAS, Proposition 50 will trigger a statewide special election on November 4, 2025, with estimated costs exceeding $250 million statewide and tens of millions of dollars in additional costs at the county level, even as local governments face fiscal pressures and competing demands for essential services; and
WHEREAS, the rushed legislative process used to advance Proposition 50 bypassed the ordinary 30-day public review period for constitutional amendments, undermining transparency and public input; and
WHEREAS, as of August 2025, it remains unclear who authored the proposed Congressional maps, raising concerns about the lack of accountability, the loss of constitutional protections designed to keep communities whole, and the potential reintroduction of gerrymandering practices that California voters have twice rejected; and WHEREAS, California has been recognized nationally for expanding voting rights and pioneering independent redistricting, and Proposition 50 would reverse this progress by returning control of Congressional boundaries to the very politicians the voters intended to remove from the process.
10/2025/Reso/OpposingProposition50
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF EL CENTRO, CALIFORNIA, DOES HEREBY RESOLVE AS FOLLOWS:
1. That the City Council of the City of El Centro strongly opposes California Proposition 50, the Use of Legislative Congressional Redistricting Map Amendment, and reaffirms support for the nonpartisan Citizens Redistricting Commission as the appropriate authority to draw Congressional district boundaries in California.
