DUE DILIGENCE CHECK FOR CONTRACTORS/CONSULTANTS: DID THE

NA
BACKGROUND:
During inspections that have occurred as part of the Sewer master plan project, the consultant advised that the 3rd and Ross sewer lift station was in a bad state of repair. The wet well was heavily weathered and deteriorated, which could had led to the collapse of the wet well and interruption of sewer service to the area located south of Ross Avenue, east of SR-86, west of the Railroad, and north of I-8. The work required a temporary bypass of the sewer from the lift station to allow repairs to the wet well. The repair included resurfacing the interior of the wet well and replacing the concrete top of the wet well. At the July 15, 2025, Council Meeting, resolution 25-50 was adopted and staff worked with the construction company to coordinate the project.
DISCUSSION:
The emergency repairs on the Ross Avenue & 3rd Street Lift Station have been completed. During repairs, an additional pipe that travels under the railroad required replacement. This was successfully accomplished. The lift station is fully functional and operating normally. The contractor is working in finalizing costs for this portion of work.
CONCLUSION:
Approve Resolution No. 26- RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL CENTRO TERMINATING RESOLUTION NO. 25-50 PROCLAIMING A LOCAL EMERGENCY FOR REPAIRS OF THE SEWER LIFT STATION AT 3RD STREET AND

Adopt Resolution No. 26- , RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
EL CENTRO APPROVING A PROFESSIONAL SERVICES AGREEMENT WITH THE HOLT GROUP, INC. FOR ON-CALL CIVIL ENGINEERING- GENERAL SERVICES.
CITY MANAGER'S RECOMMENDATION:
Adopt Resolution No. 26- , RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
EL CENTRO APPROVING A PROFESSIONAL SERVICES AGREEMENT WITH THE HOLT GROUP, INC. FOR ON-CALL CIVIL ENGINEERING- GENERAL SERVICES.
FISCAL IMPACT:
Contract is not to exceed one million dollars ($1,000,000.00) through out the term of the agreement. This will be through the approval of various task orders through out the life of the contract.
Award of the contract will not obligate the City to purchase any specific level of effort from any firm as task orders will be issued by the City Manager or Public Works Director to assign work on an as-needed, project-by-project basis. Funding for each project will be budgeted in the Citywide Capital Improvement Program (CIP) budget which is adopted through the annual budget process. If a non-budgeted project arises, staff will return to Council to request funding as needed. Funding sources may include the general fund, enterprise funds as well as other sources such as Measure D, Gas Tax, SB1 and other grants.
STRATEGIC PLANNING PROGRAM 2022-2027 RELATION:
Financial & Governance Stability & Sustainability
DUE DILIGENCE CHECK FOR CONTRACTORS/CONSULTANTS: DID THE
DEPARTMENT VERIFY CURRENT EL CENTRO BUSINESS LICENSE,
CONTRACTOR'S LICENSE, REFERENCE CHECKS, INSURANCE, ETC.:
The consultant went through a request for proposals and an evaluation process. Any missing documentation, such as a business license, will be obtained before issuance of Notice to Proceed ("NTP").
BACKGROUND:
In late 2020, the City Council awarded a series of contracts to on-call consultants. These contracts in essence, pre-approve consultants for design work, construction management work, special studies, etc. This expedites the award of work and eliminates the need to do RFP's, interviews, etc., for contract which may be small in value, which may discourage firms from submitting due to the cost of preparing for a RFP and interview process.
Generally, these contracts are not utilized for certain grant funds, as grant funds have added language that may not be included in the on-call contracts and that does not apply for all projects. As such, grant funded projects generally go through contracts outside of
the on-call approved contract list.
On-call contracts have been used in the past to do design work funded by park impact fees, general fund, water enterprise, wastewater enterprise, Measure D and SB1 funds.
Individual Task Orders are issued for projects that fit within the scope of the on-call contract.
Projects in the past have included the Imperial Avenue Extension design, studies and portions of the Southern Pump Station project, various construction management contracts for Measure D projects and some water and wastewater projects to name a few. Task Orders are funded from approved budget funds.
DISCUSSION:
The current list of On-Call contracts began to expire at the beginning of August 2025. To replace the contracts, Public Works' staff divided the on-call disciplines into two groups.
One Request for Proposals (RFP) was prepared for Civil Engineering- General and Civil Engineering- Water and Wastewater Treatment, while another was prepared for the OnCall Architectural Design and Construction Management and Inspection Services.
On August 19, 2025, the City Council, during its regular meeting, approved the Request for Proposals(RFP) for four on-call disciplines. Each RFP was advertised and released as follows:
1. Request for Proposals (RFP) for On-Call Civil Engineering - General and On-Call Civil Engineering- Water and Wastewater Treatment was published in the Imperial Valley Press on August 22, 2025, with an initial deadline of September 19, 2025, and then revised via addendum to October 3, 2025.
2. Request for Proposals (RFP) for On-Call Architectural Design, and Construction Management and Inspection Services was published in the Imperial Valley Press on August 26, 2025, with an initial deadline of September 26, 2025, and then revised to October 10th, 2025.
These are the disciplines where we expect to have the need for these contracts. Each applicant was required to specify the discipline for which they were submitting a proposal.
Under this Council approval request, we are focusing on consultants who submitted for the On-Call Civil Engineering-General Services portion of the RFP. For this discipline, the City received six proposals. The proposals were evaluated by a panel of three city staff members. Based on the scores, six firms were selected and will be recommended for contract award, which includes the following in no particular order:
- Dynamic Consulting Engineers
- CR Associates
- Nicklaus Engineering, Inc.
- Psomas
- TYPSA, Inc.
- The Holt Group, Inc.
A separate Council agenda report, agreement and resolution is being prepared for each firm. Each agreement would be limited to $250,000 per fiscal year for each fiscal year the
agreement is active. However, as each agreement will be for on-call, as-needed services, there is no guarantee on any level of services from any firm. Each contract has an initial Two (2) year life with the option to provide for three (3) individual one (1) year extensions for a possible total five (5) year contract.
In this report, staff seeks approval of an on-call contract for Civil Engineering- General Services with The Holt Group.
CONCLUSION:
Adopt Resolution No. 26- , RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
EL CENTRO APPROVING A PROFESSIONAL SERVICES AGREEMENT WITH THE HOLT GROUP, INC. FOR ON-CALL CIVIL ENGINEERING- GENERAL SERVICES.

2. APPROACH TO SATISFYING SCOPE OF WORK AND SCOPE OF SERVICES The Holt Group is a full service Engineering and Planning firm completing a full spectrum of Civil Engineering and Planning Services including Water and Wastewater Treatment Plant Designs; Domestic Water, Sanitary Sewer and Storm Water Pump Station Designs; Street Designs; Surveying; Domestic Water, Sanitary Sewer and Stormwater Pipeline Designs, Park Designs and other general Civil Engineering Project Designs. The Holt Group does not complete Geotechnical Work, Electrical Engineering and Labor Compliance Monitoring and will use sub‐ consultants to complete these services, as required. The Holt Group Engineering services also include completing plan checks, environmental studies, structural calculations and survey work.
The Engineering requirements for most infrastructure projects include a study phase, design phase, bidding phase and construction phase. Section 5 of this Proposal describes the engineering scope of work for all project phases including the Study, Design, Bidding and Construction phases.
A separate proposal is being submitted to the City of El Centro for Construction Management and Inspection Services. It was stated in the Request for Proposals that the City of El Centro will complete project bidding phase services with a limited amount of assistance from the Design Engineer. This proposal will therefore primarily address the study and design scope of work for projects; however, as previously stated, section 5 of this proposal includes a description and scope of work for the bidding and construction management phases of a project.
Most Infrastructure projects require a study be completed, as a first step, prior to initiating the project design phase. Regardless of whether the study is referred to as a Preliminary Design Report, Initial Assessment Report, Preliminary Engineering Report or simply a Study the reports need to clearly define the project scope of work, accurately identify the costs associated with the project and include a project schedule which accurately identifies the length of time for the design, bidding, construction and startup phases of a project. The schedule may also include a funding procurement phase.
Project Design is initiated after the study/report phase is complete and the scope of work, budget and schedule are clearly defined. During the preparation of the project design it is important to review the study/report phase scope of work, budget and schedule. Should an increase in the project scope of work occur during the project design which significantly increases project costs or lengthens the project schedule then these items need to be immediately brought to the attention of the City of El Centro.
The Holt Group standard Surveying, Reports/Studies and Design services are listed in Items 5.1,
5.2 and 5.3 of this proposal. Please refer to these overall services and scopes of work which will be applied to the specific projects the City of El Centro awards to the Holt Group, Inc.
The Holt Group proposes to perform engineering design services resulting in contract documents (plans, specifications and cost estimates) for various projects on an “on call” basis.

Adopt Resolution No. 26- , RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
EL CENTRO APPROVING A PROFESSIONAL SERVICES AGREEMENT WITH DYNAMIC CONSULTING ENGINEERS FOR ON-CALL CIVIL ENGINEERINGGENERAL SERVICES.
CITY MANAGER'S RECOMMENDATION:
Adopt Resolution No. 26- , RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
EL CENTRO APPROVING A PROFESSIONAL SERVICES AGREEMENT WITH
DYNAMIC CONSULTING ENGINEERS FOR ON-CALL CIVIL ENGINEERING- GENERAL SERVICES.

Generally, these contracts are not utilized for certain grant funds, as grant funds have
added language that may not be included in the on-call contracts and that does not apply for all projects. As such, grant funded projects generally go through contracts outside of the on-call approved contract list.
Each agreement would be limited to $250,000 per fiscal year for each fiscal year the agreement is active. However, as each agreement will be for on-call, as-needed services, there is no guarantee on any level of services from any firm. Each contract has an initial Two (2) year life with the option to provide for three (3) individual one (1) year extensions for a possible total five (5) year contract.
In this report, staff seeks approval of an on-call contract for Civil Engineering- General Services with Dynamic Consulting Engineers.
CONCLUSION:
Adopt Resolution No. 26- , RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
EL CENTRO APPROVING A PROFESSIONAL SERVICES AGREEMENT WITH
DYNAMIC CONSULTING ENGINEERS FOR ON-CALL CIVIL ENGINEERING- GENERAL SERVICES.

PROJECT APPROACH
Dynamic Consulting Engineers, Inc. (DCE) understands that every project is different, unique and they all have many challenges. DCE’s approach to complete projects successfully is simple and yet efficient. DCE follows the following standards/guidelines for all projects whether design of new wet utility lines, new street improvements, survey, plan checking or improvements to existing infrastructure projects:
• PROJECT UNDERSTANDING: it is important for a project to be successful that the project manager and lead designer understand in detail the client needs. The project manager/lead designer needs to fully understand the requirements of the project including the project background, driving forces, project budgets, schedules, project timelines and any special conditions.
• RIGHT OF WAY IDENTIFICATION: DCE has two registered professional land surveyors on staff. DCE starts every project by obtaining and reviewing existing recorded survey documents and properly identifying existing right of aways and existing easements. The identification of existing right of way will determine our project boundaries and our project limits. If not enough recorded survey documents are available, DCE can prepare records of survey, corner cards and any survey maps needed for any project. It is very
CITY OF EL CENTRO PROPOSAL FOR ON CALL SERVICES FOR “CIVIL ENGINEERING - GENERAL” 6 important to start every project by properly identifying the project boundary limits and existing right of ways.
• FIELD SURVEY AND DOCUMENTING EXISTING CONDITIONS: Once the project manager/lead designer has a clear understanding of the project and the existing right of ways have been identified, the existing conditions must be accurately documented and depicted on the plans. For any successful design project the existing conditions must be properly documented since most improvement projects will likely connect or tie-in to existing improvements. DCE documents existing conditions using several means of field survey equipment including survey by aerial drone, survey by total station, scanner, survey by GPS and survey by survey/engineering level.
• FIELD SURVEY PROCESS
DCE starts every project with right of way identification. DCE sets vertical and horizontal control tied to existing survey monuments and benchmarks. DCE starts every project with an aerial drone survey. DCE has two (2) Federal Aviation Administration (FAA) certified drone pilots. If the project site is in a FAA Restricted or no-fly area, our certified pilots can process a permit with the FAA to allow the project to be flown. DCE has processed FAA applications for projects adjacent to airports and military bases. DCE will also use total station or GPS survey to document existing field conditions. DCE will document X, Y and Z coordinates for existing infrastructure including existing edge of pavement, curb and gutter, sidewalks, driveways, cross gutters, other concrete structures, existing trees, fences, power poles, existing structures, utilities, street lights, signal lights and any other visual infrastructure.
For Wet Utility Projects, especially sewer collection design projects, DCE will pothole and document X, Y and Z coordinates at all points of connections. DCE will use survey/engineering level to properly document the invert elevations at all points of connections and utility crossings. It is imperative that all points of connections are properly and accurately identify since sewer pipelines are critical and have minimal slopes.
For Street Improvement Projects, DCE will use a combination of GPS and Survey/Engineering Level. DCE will use GPS to document horizonal alignments and locations and will use Survey/Engineering Level to precisely document invert elevations and flow lines at tie-in points including cross gutters, curb and gutters and drainage infrastructure.
• IDENTIFICATION OF EXISTING UTILITIES: DCE will identify existing utilities above ground and underground. DCE will coordinate with Underground Service Alert (USA) and utility companies location of their existing utilities. DCE also uses Subsurface Alert, Inc. to locate existing utilities during design. Identifying existing utilities is very important in the development of improvement plans and to help prevent projects from having potential issues in the field when it goes to construction. Utilities not properly identified can lead to construction conflicts, change orders and project delays. DCE also has been
CITY OF EL CENTRO PROPOSAL FOR ON CALL SERVICES FOR “CIVIL ENGINEERING - GENERAL” 7 using and will continue to use a contractor during the design phase of a project to pothole and document horizontal location and vertical elevations of utilities. DCE will continue to propose the use of potholing to locate existing utilities during the design stage. DCE works with local contractors during potholing, the contractor exposes the existing utilities and DCE surveyors document X, Y and Z coordinates with GPS survey equipment. In summary, DCE uses multiple options to identify existing utilities during design. DCE communicates directly with utility companies, coordinates with Underground Service Alert (USA), contracts with Subsurface Alert, Inc and uses a local contractor to pothole and expose existing utilities.
• PREPARATION OF BASE MAP: Once the right of way has been identified, the field survey is complete and all utilities have been properly identified, DCE will proceed to prepare the topographic base map. This map will show all existing infrastructure and topographic contours. This base map will be the key element used during the design process. A good topographic base map will facilitate the design of any wet utility or street improvements project. The base map will be prepared using AutoCAD and Civil 3D.
• PRELIMINARY DESIGN: Once the base map is prepared DCE will proceed with the preliminary design. DCE will prepare all required reports during the preliminary design phase. Reports will include, Geotechnical Investigation, Hydrology Report and WQMP if needed. These reports will assist with the design process. DCE will meet with City staff and coordinate the development of the preliminary design report. Preliminary design will include design alternatives, preliminary cost estimates and the recommended alternative.
• PERMITTING AND ENCROACHMENT PERMIT APPLICATIONS: During the preliminary design stage it will be determined which permit applications and encroachment permits will be required. DCE will assist the city with permitting process as required by the project. DCE can process permit and encroachment applications with Caltrans, County of Imperial, Imperial Irrigation District Water and Energy Departments, State Regional Water Control Board, Army Corps of Engineers and Utility Companies. • DESIGN PHASE (60%, 100% AND FINAL SUBMITTAL): Once the preliminary design has been completed and the City selected an alternative, DCE will proceed with the preparation of the final plans, specifications and cost estimates. DCE will work closely with City staff to get the plans, specification and cost estimates to the finish line. DCE will make sure all City Standards and Specifications are incorporated in the project documents.
• BIDDING PROCESS: DCE will assist the city with the bidding process. DCE will assist with the preparation of Bid Package, Addendums, Answers to Contractor’s Questions and Review of Contractor’s Bids.
CITY OF EL CENTRO PROPOSAL FOR ON CALL SERVICES FOR “CIVIL ENGINEERING - GENERAL” 8 LESSONS LEARNED FROM PREVIOUS EXPERIENCE
DCE has been providing Engineering and Land Surveying Services in Imperial Valley for over 17 years. DCE project manager Carlos Beltran, P.E. and Surveyors David Beltran, P.L.S have been working in Imperial County for over 25 years and 23 years respectively. DCE staff has a great deal of experience working on public works projects.
DCE provides Civil Engineering, Land Surveying and Construction Management Services. DCE has seen both sides of many projects, DCE has been involved in the design side of many projects as well as the construction management and inspections side of many projects. This experience has given DCE and great deal of knowledge in design and construction. The following list itemizes some of the issues/lessons learned on previous projects DCE was a part of in the inspections phase and how DCE addressed them. • LaBrucherie Ave CM and Inspections, El Centro. DCE was the construction manager and project inspector on this project. The design engineer was not available to address any issues uncovered during construction. The project plans did not identify the existing storm drain accurately and had conflicts with the design finish grade.
DCE had to redesign LaBrucharie Ave during construction. Project had extensive delays and contractor Granite Construction had to be issued a change order for delays and change of scope. DCE learned from this project that showing existing utilities accurately is imperative to the successful design and construction of any project.
• Existing Asphalt Pavement Grind and Overlay Project. DCE was the project inspector. Once contractor started grinding asphalt it was determined the asphalt was only 2 inch thick placed on native material. The project had to install a new AC and Class II Base Section. A change order had to be issued to the contractor. DCE learned from this project that taking asphalt core samples is imperative and a must for projects that include asphalt repairs and/or grind and overlay projects. • Plans Prepared Using Google Earth Maps. DCE was the project inspector on a project designed by another engineering firm using google earth maps. Project was completed and quantities placed by contractor did not match the bid quantities. DCE had to performed combination of aerial drone and GPS survey to determine exact quantities. A quantities change order had to issued. DCE learned from this project that an accurate field survey during design phase is the most accurate way to prepare improvement plans and determine project boundaries and quantities for any design project.
• Plans Prepared Using Wrong Benchmarks. DCE was the project inspector on a project that listed multiple benchmarks on the plans. The design engineer noted the wrong elevation on one of the benchmarks. Once project started construction, the new improvements did not match existing improvements. DCE surveyors had to assist the public agency and re-design the entire project. DCE was the Construction Manager and Inspector on that project and ended up doing the design during construction. Project was delayed during construction.
