students, school personnel, families, and the El Centro Police Department. The proposed Memorandum of Understanding establishes the responsibilities, expectations, and financial obligations of both parties regarding the continuation of School Resource Officer services.
DISCUSSION:
Under the proposed agreement, the School Resource Officer will provide safety and security services at El Centro Elementary School District campuses and facilities.
Responsibilities include maintaining a visible police presence on school campuses, responding to criminal incidents and calls for service, assisting with threat assessment and intervention efforts, participating in crime prevention and safety education programs, coordinating with school administrators regarding campus safety concerns, and serving as a positive role model and resource for students and families.
The agreement provides that routine school discipline remains the responsibility of school administrators and that the School Resource Officer's role is focused on public safety, criminal investigations, crime prevention, intervention, and student engagement. The agreement further establishes safeguards regarding student privacy, information sharing, and compliance with applicable federal and state laws.
The term of the agreement will commence on October 1, 2026 and continue through June 30, 2031. The School Resource Officer will be assigned to District campuses during regularly scheduled school hours and may provide additional services outside normal working hours as requested by the District, with reimbursement for overtime costs.
To support the long-term success of the program, the agreement authorizes the acquisition and deployment of a dedicated School Resource Officer vehicle. The vehicle will remain the property of the City and will be maintained and operated by the Police Department. The District will reimburse the City through an annual vehicle use fee over the life of the agreement.
CONCLUSION:
APPROVE THE MEMORANDUM OF UNDERSTANDING RENEWAL BETWEEN THE
CITY OF EL CENTRO AND THE EL CENTRO ELEMENTARY SCHOOL DISTRICT FOR THE PROVISION OF SCHOOL RESOURCE OFFICER SERVICES FROM OCTOBER 1, 2026 THROUGH JUNE 30, 2031, AND AUTHORIZE THE CITY MANAGER TO EXECUTE THE AGREEMENT.

Rehabilitation Project LPPSB1L-5169(064).
FISCAL IMPACT:
No impact to the General Fund. The project remains funded through a combination of SB1 Local Partnership Program (LPP) State grant funds and local Measure D funds. The SB1LPP grant allocation of $231,000 is fixed and will not increase. The construction contract, together with a recommended 10 percent contingency, brings the total project cost to $575,342.35, an increase of $113,342.35 over the engineer's estimate used at the plans and specifications approval stage (July 7, 2026 Council Meeting). The full increase is proposed to be funded through local Measure D funds.

DUE DILIGENCE CHECK FOR CONTRACTORS/CONSULTANTS: DID THE

Yes, Engineering has worked satisfactory with this contractor in various projects.
BACKGROUND:
On July 7, 2026, the City Council approved the Plans and Specifications for the Gillett Road Rehabilitation Project LPPSB1L-5169(064) and authorized staff to release the project for public bidding. The project consists of cold milling and asphalt overlay of Gillett Road between Earls Street and Cooley Road, and is funded 50 percent through SB1 Local
Partnership Program (LPP) State grant funds and 50 percent through local Measure D funds, per the Program Supplemental Agreement approved under Resolution No. 26-45 on May 5, 2026.
DISCUSSION:
The project was advertised for public bidding following Council's approval of the plans and specifications. Four (4) bids were received and publicly opened on August 13, 2026, at 2:00 p.m., as summarized below:
Bidder Total Bid
Rove Engineering, Inc. (Lowest Responsive Bid) $523,038.50 Joe's Paving Company Inc. $624,043.00
LC Paving & Sealing Inc. $658,425.00
Onyx Paving Company Inc. $684,000.00
Engineering staff reviewed all bids received. Rove Engineering, Inc. submitted the lowest total bid of $523,038.50 and was found to be responsive, with no bid irregularities identified. Staff recommends award of the construction contract to Rove Engineering, Inc. as the lowest responsive bidder.
The low bid exceeds the engineer's estimate of $462,000 by approximately 13 percent.
Staff recommends the Council authorize a construction contingency of 10 percent ($52,303.85) of the contract amount to cover unforeseen field conditions during construction, bringing the total project cost to $575,342.35. Because the SB1LPP grant amount is fixed at $231,000, staff recommends the balance of $344,342.35 to be funded through local Measure D funds.
CONCLUSION:
Adopt Resolution No. 26-____, A Resolution of the City Council of the City of El Centro Awarding the Bid and Authorizing the Execution of a Contract for the Gillett Rd.

BACKGROUND:
The current Unrepresented Confidential Employee Resolution No. 26-73, contains a discrepancy due to a drafting error and does not match Council's actual approved Car Allowance amount. This provision was added to this group's resolution over 10 years ago.
DISCUSSION:
The car allowance provision, Section C, was approved as $50 per payroll. That section instead should read as follows:
Section c: Car Allowance: Each employee shall receive a car allowance of fifty dollars ($50) per month.
This is a correction, not a new benefit.

Adopt Resolution No. 26- , RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
EL CENTRO, CALIFORNIA, APPROVING A CITY CONTRIBUTION TOWARD THE EL
CENTRO ELEMENTARY SCHOOL DISTRICT ADULT CROSSING GUARD PROGRAM CITY MANAGER'S RECOMMENDATION:
Approve RESOLUTION 26- , RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
EL CENTRO, CALIFORNIA, APPROVING A CITY CONTRIBUTION TOWARD THE EL
CENTRO ELEMENTARY SCHOOL DISTRICT ADULT CROSSING GUARD PROGRAM FISCAL IMPACT:
The City’s contribution toward the Adult Crossing Guard Program will not exceed $63,274.09 for Fiscal Year 2026-27 and will be funded by the City's General Fund.
STRATEGIC PLANNING PROGRAM 2022-2027 RELATION:
Community Health, Safety & Welfare
DUE DILIGENCE CHECK FOR CONTRACTORS/CONSULTANTS: DID THE
DEPARTMENT VERIFY CURRENT EL CENTRO BUSINESS LICENSE,
CONTRACTOR'S LICENSE, REFERENCE CHECKS, INSURANCE, ETC.:
BACKGROUND:
The City of El Centro and the El Centro Elementary School District have historically partnered in supporting crossing guard services within the community. The prior costsharing arrangement for crossing guard services expired on June 30, 2020 and was not renewed at that time.
ECESD has requested that the City continue providing financial support toward the cost of the Adult Crossing Guard Program for Fiscal Year 2026-27.
Separately, the City and ECESD currently have an agreement for one School Resource Officer (SRO), with ECESD reimbursing the City for the officer’s fully burdened cost. This arrangement is separate from the proposed crossing guard funding contribution.
DISCUSSION:
For Fiscal Year 2026-27, the City is being asked to contribute $63,274.09 toward ECESD’s Adult Crossing Guard Program.
Unlike prior arrangements, the City will not administer, supervise, staff, or otherwise oversee the crossing guard program. ECESD will be responsible for the administration and
operation of the program, including personnel and related program responsibilities.
The City’s role will be limited to providing financial support in an amount not to exceed $63,274.09. ECESD will submit an invoice or other appropriate billing documentation to the City, and payment will be processed following City Council authorization.
Because the City is only contributing funding toward the program and is not providing or administering crossing guard services, no separate MOU or service agreement is proposed as part of this action.
CONCLUSION:
Staff recommends that the City Council approve RESOLUTION 26- , RESOLUTION OF
THE CITY COUNCIL OF THE CITY OF EL CENTRO, CALIFORNIA, APPROVING A CITY
CONTRIBUTION TOWARD THE EL CENTRO ELEMENTARY SCHOOL DISTRICT
ADULT CROSSING GUARD PROGRAM

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EL

EL CENTRO, CALIFORNIA, APPROVING A TWELVE-MONTH EXTENSION OF THE
LOTUS RANCH TENTATIVE SUBDIVISION MAP FOR THE PROPERTY
ENCOMPASSING 213 ACRES OF LAND GENERALLY LOCATED SOUTH OF INTERSTATE 8, EAST OF THE LOTUS CANAL, AND WEST OF LA BRUCHERIE AVENUE

BACKGROUND:
The Lotus Ranch Tentative Subdivision Map (TSM No. 16-01) was approved by the City Council on September 6, 2016. The map authorizes development of a 213-acre property as a single-family residential subdivision consisting of 574 residential lots, a 10.8-acre park, a school site, and a 16.5-acre retention basin (refer to Exhibit A — Lotus Ranch TSM, and Exhibit B — Project Location Map). The project is being developed in phases.
Final maps for Unit B1 and Unit B2 have been approved and recorded. Staff are currently reviewing the Unit B3 Final Map, which would create 22 additional single-family lots, for compliance with the Subdivision Map Act and substantial conformance with the approved tentative map, and anticipates that the map will be recorded in the coming months.
The tentative map was originally set to expire on September 6, 2018. Its term has since been extended as follows: Unit B1 Final Map recording on November 17, 2017, 48 months to November 17, 2021; SB 1561 extension, 18 months to May 17, 2023; Unit B2 recording on August 5, 2021, 48 months to August 5, 2025; and 1st 12-month extension, 12 months to August 5, 2026. The map's current expiration date is August 5, 2026.
Government Code Section 66452.6(e) and City Code Section 24-30 authorize the City
Council, at its discretion, to extend the tentative map in 12-month increments upon application by the subdivider, not to exceed 60 months in the aggregate. The applicant submitted a written request for a 12-month extension on June 6, 2026, prior to the expiration date (refer to Exhibit C — Applicant Letter). Under Section 66452.6(e), the filing of that request automatically extended the map for 60 days or until the City Council approves, conditionally approves, or denies the request, whichever occurs first. This would be the second 12-month extension granted for the Lotus Ranch Tentative Subdivision Map; if approved, the applicant would retain the ability to request up to three additional 12- month extensions.
Following a duly noticed public hearing held on July 14, 2026, the Planning Commission adopted Resolution No. 26-05 by a vote of 5-0, recommending that the City Council approve the requested time extension.
The public hearing on this item was noticed for the City Council meeting of September 1, 2026, and was continued from that meeting to the meeting of September 15, 2026. Staff will present the project at that time.
DISCUSSION:
PROJECT LOCATION - The project site consists of 213 acres located in the southwest portion of the City, generally located south of Interstate 8, east of the Lotus Canal, and west of La Brucherie Avenue (Refer to Exhibit C — Project Location Map). Since it was approved in 2016, 22 homes have been constructed on Manzanita Drive and another 22 homes are finishing construction on Chaparral Drive. Major public improvements that have been constructed include Wake Avenue west of La Brucherie Avenue, the relocation of a sanitary sewer lift station, and a sanitary sewer main on Wake Avenue.
LAND USE REVIEW - The Lotus Ranch Subdivision Map was reviewed for conformance with the General Plan and the existing zoning ordinance. There have been no substantial changes to the General Plan affecting this area since the project was approved in 2016, and the map remains consistent with the goals and policies of the General Plan. Also, the project was assessed for compliance with the existing residential development standards and was found to also be consistent. The project site is zoned R1-Single Family and designated for Low Density Residential per the General Plan Land Use Map. No changes or modifications are being requested or considered for the project.

PUBLIC NOTICING - Notice of this City Council public hearing was mailed to property owners within 300 feet of the project site and published in the Imperial Valley Press on August 21, 2026. As of the date of preparation of this staff report, staff has received one comment, from a resident of the Lotus Ranch Subdivision, regarding the timing of future public improvements in the area, including the park and other landscaping improvements.
No comments or questions were received at the Planning Commission public hearing. City Staff are currently working with the Lotus Ranch developer to move forward with the installation of landscaping along Wake Avenue to improve the aesthetics of the subdivision entrance by the end of 2026.
ENVIRONMENTAL REVIEW -The Lotus Ranch EIR was certified by the El Centro City
Council on September 6, 2016. There have been no changes to the previously approved project or surrounding conditions that would warrant additional environmental analysis under the California Environmental Quality Act; accordingly, no subsequent or supplemental environmental review is required under CEQA Guidelines Section 15162.
FINDINGS -In determining whether to approve the tentative subdivision map extension, the City Council shall consider the findings set forth in Section 24-281 of the El Centro City Code for approval of the tentative subdivision map. Findings in favor of the project are referenced in Exhibit D — Resolution. Below are the findings of staff's recommended language in support of the project:
1. That the proposed map is consistent with the City of El Centro General Plan.
Lotus Ranch Tentative Subdivision Map was reviewed for consistency with the adopted General Plan at the time it was first approved in 2016. No changes have occurred to the General Plan that were found to make it inconsistent.
2. That the design or improvements of the proposed subdivision are consistent with the City of El Centro General Plan.
Conditions of approval have been incorporated to ensure the Lotus Ranch Tentative Subdivision Map No. 16-01 was designed in accordance with the goals and policies of the General Plan as follows:
"LUE Policy 1.2: Protect and enhance existing residential neighborhoods by supporting safe, well-maintained housing, adequate parks and recreation facilities, and complete sidewalks and pedestrian/bike paths that connect to parks and recreation and neighborhood serving uses." The project includes the provision of sidewalks, pedestrian paths between cul-de-sacs, and bike facilities in compliance with the City's Mobility Element. Furthermore, the inclusion of a park site and school site will allow for walking and biking to these daily destinations within the project site. "LUE Policy 3.2: Direct and control growth within the City boundary and SOI in coordination with the provision of public facilities and services through the application of the City’s Urban Development Program (UDP)." The project site is located within the City's current boundaries and has been studied for the provision of public facilities and services when it was first approved by the City in 2016.
3. That the site is physically suitable for the proposed density of development.
The Lotus Ranch Subdivision is situated adjacent to the City Limits within 213 acres of land just south of Interstate 8. The site is suitable to accommodate the proposed residential development and has been reviewed to ensure consistency with the City’s General Plan and Zoning Ordinance density requirements.
4. That the design of the subdivision or the proposed improvements are not likely to cause substantial environmental damage or substantially and avoidably injure fish or wildlife or their habitat.
An Environmental Impact Report was prepared in compliance with the California Environmental Quality Act. The report found that all significant environmental impacts could be mitigated through mitigation measures. Thus, the project or improvements associated with the project will not cause substantial environmental damage or injure fish or wildlife or their habitat.
5. That the design of the subdivision or type of improvement are not likely to cause serious public health problems.
The Lotus Ranch Subdivision includes sidewalks and a public park to encourage an active lifestyle and will not cause serious public health problems.
6. That the design of the subdivision or type of improvements will not conflict with easements, acquired by the public at large for access through or use of property within the proposed subdivision.
The Lotus Ranch Subdivision will not conflict with easements acquired by the public at large. In fact, land was dedicated by the developer for a regional sanitary sewer lift station.
