CITY COUNCIL AGENDA REPORT
CITY COUNCIL SPECIAL MEETING OF MAY 20, 2024
May 19, 2024
The Honorable Mayor and City Council
City of El Monte
11333 Valley Boulevard
El Monte, CA 91731
Dear Mayor and City Council:

CONSIDERATION AND REVIEW THE GENERAL FUND FISCAL YEAR 2024-2025

OPERATING BUDGET PRESENTATIO N TO THE CITY COUNCIL FOR

CONSIDERATION AND ADOPTION AT A SUBSEQUENT MEETING
IT IS RECOMMENDED THAT THE CITY COUNCIL:

1. Consider, discuss and provide direction to staff regarding the General Fund Fiscal Year Budget to be adopted at a subsequent City Council meeting.

BACKGROUND/JUSTIFICATION OF RECOMMENDED ACTION
The annual operating budget is t he City’s spending plan that appropriates resources to meet the effective and efficient
delivery of City services consistent with goals and
objectives of the City Council. The City Council has developed six (6) strategic goals:

1. Promote organizational efficiency and effectiveness.

2. Promote public health and community safety.

3. Enhance the City’s quality of life.

4. Develop a sustainable economy t hat builds on the City’s assets.

5. Protect and grow the City’s financial resources.

6. Promote the City as the regional leader in the San Gabriel Valley.

This budget incorporates programs and funding to assist in addressing these goals. In addition, we sought to follow the principles of Zero Base Budgeting (ZBB). As such, each City Department was asked to be more deli berate in planning its operational needs for the upcoming fiscal year. The use of ZBB in creases accountability and transparency by

providing planning and justif ication for future expenditures for each Department. The budget also includes the use of reserves to allow for the funding of deferred capital and infrastructure needs.

General Fund
Attachment 1 of this report shows a summa ry illustratio n of the proposed General Fund
revenues and expenditures budget for Fiscal Year 2024-2025.

Revenues
The antic
ipated General Fund revenues for FY 2024-2025 are projected to be $91,849,015 and is approximately 1.3 percent or $1.2 million less than the total projected General Fund revenues for FY 2023-2024. Th is budget does not include additional funding from the America Recover Plan Act (ARPA).

Expenditures
The projected expendit
ures for FY 2024-2025 are $91,973,411. This reflects a 7.2 percent decrease, or $7.1 million less from FY 2023-2024 amended budget of $99,079,049. Of the proposed budget approximately 65 percent of the total ex penditures are associated with wages and benefits while 32 percent is associated with operating and maintenance costs. The proposed budget supports 297 full- time positions, which represents a reduction of 2 full-time positions. Total fire service costs are projected to increase $587 thousand mostly due to the Los Angeles County Fire Department ratifying a 3.25 percent Cost-of-Living-Adjustment (COLA) increase for their union members.

Based on the proposed General Fund reve nues and expenditures for FY 2024-25, the City anticipates a deficit for the General Fund of $124 t housand which will be supported by reserve funds. As the cost of labor and operating costs continue to rise at a rate greater than future projected revenues, the City will need to continue to analyze service levels to determine how to reduce and maintain future costs within the limits of future revenues.

Attachment 2 of the report reflects a more detail analysis of each Department’s total expenditures along with related labor costs.

CONCLUSION
Staff recommends that City Council receiv
e and consider the information presented in
this report and provide direct ion to staff to finalize t he proposed budget. Staff plans to present the final draft of the FY 2024-202 5 budget for adoption at a later subsequent meeting with the goal of approving the budget by June 30, 2024.
