City Council Meeting Minutes of March 26, 2025

14 18C. Councilwoman Crippen-Thomas

18D. Councilwoman Galvan

18E. Councilman Herrera

Councilmember spoke about the Executive Profile item. This item had been discussed before in closed session. Would like to stress that anyone could have the opportunity to bring information and would not like to cut someone short. Asked his colleagues to be a little more open about the discussion of an item.

Councilmember Galvan doesn’t like things sprung on, likes to do her research.

City Attorney Olivarez explained that there is no policy but recommended that in the future if there is information that someone would like to share with the rest of the body to provide it to the City Manager one (1) week in advance of the meeting to distribute to the entire body.

Maybe the City should adopt some policies as control mechanisms. It is the role of the Chair to identify someone who wants to speak.

Maybe there should be a policy in how long someone can speak.

Mayor Ancona recommended that items can be brought back so that the Council can take a look at the information.

City Manager recommended that the material can be sent to the City Manager and she will distribute to the entire Council.

Councilmember Herrera recommended that there are options to address matters like these.

Mayor Ancona mentioned that the Council in the past had considered to limit the Council on how long they can speak.

Councilmember Dr. Ruedas learned that the Mayor likes additional information.

Mayor Pro Tem Cortez would like to know if there is a policy regarding bringing information to help the decision making. Open to limiting comments.

City Attorney Olivarez can email policies from other cities for the Council to take a look at and provide the City Attorney’s Office feedback to see if the Council is interested in considering and adopt.

Councilmember Galvan agrees with taking a look at these policies.

Councilmember Dr. Ruedas would also take a look at those policies.

Councilmember Longoria would also like to take a look at those policies.
