16.1 Presentation to the City Council Regarding the Grant Master List.
City Manager provided the City Council with an overview of the grant activities for the City of El Monte.
Councilmember Dr. Ruedas – Thanked the City Manager for the presentation and advised the City to continue to continue to seek these grants. Spoke about the MetLife Foundation Community Grant. Spoke about the food insecurity in the City.
Councilmember Crippen-Thomas – Thanked the City Manager for the presentation. Very pleased reading over that. Thanked the grant writer.
Mayor Pro Tem Cortez – Thanked the City Manager for the presentation and excited to see that someone is going to be focusing on these grant opportunities for all of the departments.
Councilmember Galvan – Thanked the City Manager also. It helps to have this breakdown.
Councilmember Herrera -Thanked the City Manager for the presentation. It is very important to tell the story that as an entity, as an organization we are being smart about leveraging tax dollars. You are talking about pulling funds from the State City Council Meeting Minutes of June 11, 2025
11 and the Federal level we are making sure we are getting those dollars back. This felt explained as to why some of the projects take time.
Councilmember Longoria – Thanked the City Manager for the work. Grants can be very tedious, not easy to work with and apply for. Thank you for bringing this to our community. This is great for our community to see.
16.2 Update Regarding the El Monte Homelessness Services.
Housing Manager Sedano – Provided a presentation regarding Measure A’s implementation and how the City is doing about the homeless issue and how it is assisting.
Mayor Ancona – The City is going to receive $575,000. How much does the City generate. Measure H generates more than $1.2 billion dollars annually. There are 88 cities in L.A. County.
Housing Manager Sedano – The City is getting a smaller return compared to the revenue the City generates. The City of El Monte is getting more than most of the cities in the San Gabriel Valley. With Measure H the City did not receive any local returns.
Mayor Ancona – It is truly unfortunate that we generate so much money and we have such a huge problem.
Housing Manager Sedano – Mentioned that it is going to get worse because the non-profits are getting closed. Volunteers of America’s outreach center is being closed because it is not going to get funding.
Mayor Ancona – Following the case led by Judge Carter. Seeing the misappropriation of funds and no accountability.
Housing Manager Sedano – Mentioned that under La Casa the City will be able to apply.
Mayor Ancona – With regard to rental assistance, hotel vouchers I get folks reaching out to me to find a place to live, what is the process to send someone your way?
Housing Manager Sedano – There are two (2) ways to get into the system, one you have to be part of the coordinating entry through LAHSA allows families to be connected to services that the County serves. The other way is to come to our counter and they can connect through us to connect them through the coordinating entry.
Mayor Ancona – Asked City Manager Martinez how this information could be communicated to the community.
City Manager Martinez – The information is on the website.
17. WRITTEN COMMUNICATIONS: None
18. COUNCIL COMMUNICATIONS/REPORTS:
18A. Mayor Ancona
18A.1 Request for Presentation on Measure A Funding and City of El Monte Homelessness Services.
18A.2 Discussion on Rescheduling City Council Meetings.
City Council Meeting Minutes of June 11, 2025
12 Mayor Ancona – Had question regarding the rescheduling of the April meetings. What is the process and criteria to reschedule meetings.
City Manager Martinez – If the City Council is not available and there is no quorum then the meetings will be rescheduled.
Councilmember Galvan – Was going to attend the conference but had an emergency at work and was unable to attend.
City Manager Martinez – Rescheduling of meetings is based on the number of folks that are not available and there is no quorum.
Councilmember Crippen-Thomas – Mentioned Wednesdays work better for her.
Mayor Ancona – Was just wondering why the April meeting were rescheduled not about rescheduling the meetings.
18A.3 Discussion on Purchasing Policy Update and Amendment.
18A.4 Discussion and Consideration on Developing a Franchise Policy Limit and Regulations.
Mayor Ancona – Given the McDonald’s vote, the Chairman for the Planning Commission proposed a franchise limit policy. I would like to see if there might be a consideration for it. Would like to have the Development Ad Hoc Committee work with staff to see what this would look like. When these franchises are allowed to come in these facilities will be here for a long time.
City Manager Martinez – In the process of working with staff and consultants to bring you an Economic Development Plan. We do not want to send a message to the market that we are going to limit certain businesses.
Mayor Ancona – We are not trying to limit drive-thrus, we are trying to limit franchises.
Councilmember Herrera – Opposed to such restriction on the free market.
Do not want to discourage a franchise from meeting its full potential in a market by capping the number of a certain brand. This is a complex issue, open to the discussion but don’t see the benefit in trying to limit the ability of a company.
Mayor Pro Tem Cortez – The City is a diverse community and there are so many vacant properties. Commercial properties are going to attract businesses that are going to go out for loans to upgrade these properties.
With restrictions these businesses will go elsewhere. Such a policy will send the wrong message.
Councilmember Crippen-Thomas – Would like to see an economic development plan. The City is on an upward momentum and the City should be grateful for the businesses coming in. We don’t want to put a barrier on anyone who is trying to come in. Having an economic development plan helps us see what is going forward.
City Manager Martinez – Once the economic development plan is ready it will be brought before you.
Mayor Ancona – The goal is not to limit drive-thrus not to limit places with outdoor spaces that is not what I am proposing. The consideration is bringing in diverse retailers in general.
Councilmember Dr. Ruedas – I too agree that we should stick to the recommendation that we see here. I would like to see this economic City Council Meeting Minutes of June 11, 2025
13 development plan. I see this great momentum and I do believe waiting and seeing this economic development plan will be helpful.
Councilmember Longoria – I would also like to see if you can bring forward that plan. We keep bringing in the drive-thru because that is what McDonald’s came to ask for. The owner of the property specifically said it was either going to be a McDonald’s or a 7-Eleven.
City Manager Martinez – Be Nutritious is also a franchise so it is important for you to see the holistic approach to the available zones in your City to give us guidance.
Councilmember Galvan – Would love to see the plan. I would see your point if we had various franchises but that is not what we are seeing right now. In order for us to have momentum, generate revenue, to be able to maintain and sustain our City that is something we cannot do right now.
Mayor Ancona – Attended on Friday night a couple of things in the City of Baldwin Park. One of them was a meeting of Mayors in the San Gabriel Valley with the Mexican Consulate, currently the City of Baldwin Park has a mobile Mexican Consulate to help Mexican nationals. Also had the opportunity to attend the vigil for the fallen officer. We are approaching the three years of the passing of our two officers Michael Paredes and Joseph Santana. Very pleased to hear and see that our Police Department was there supporting them in their time of need. I would like to express my sincere condolences to the Baldwin Park Police Department and the whole community.
