D. STAFF PRESENTATIONS:

9. Request to Purchase Replacement Fire Engine and Rescue Ambulance:

Waive the competitive bidding process and authorize the purchase of one Pierce Engine Agreement No. 7676 and one Braun Rescue Ambulance Agreement No. 7677 for the El Segundo Fire Department in an amount not to exceed $1,534,141 (Engine prepayment price, $1,175,056.12 + Rescue, $359,084.82) pursuant to El Segundo Municipal Code § 1-7-9(A) (when the City Council finds the City's best interests are served by a direct award without the competitive selection process). Authorize the City Manager, in consultation with the City Attorney, to execute any associated agreements or documentation to effectuate the purchase.
(Fiscal Impact: The cost of one Pierce Fire Engine is $1,352,498.82. By establishing an agreement now, the City can avoid quarterly price increases. Pierce Manufacturing Inc. offers two (2) payment options to the City: a 100% prepayment or a full payment at the time of delivery. 100% prepayment option will provide a cost savings of $177,442.70, which equates to approximately a 13% savings. If the City invested the cash funds in a 4-year Treasury Bond and earned 4.3%, the City would earn approximately $250,000 in interest. Staff recommends holding the cash funds to earn interest while the Fire Engine is being built and making the full payment at the time of delivery. Furthermore, the Finance Committee agreed with staff's recommendation. The cost of one Rescue Ambulance is $359,084.82. By establishing a PO now, the City can secure the current market price and avoid the 3-5% increase scheduled for January 2027. The El Segundo Municipal Code typically requires a formal, competitive bidding process for purchases above $50,000. The Code, however, allows the City Council to waive competitive bidding requirements "when the City's best interests are served by a direct award of a contract." The Fire Department requests the City Council make this finding to avoid the 3-5% increase mentioned above.

The total fiscal impact of purchasing a new engine and rescue ambulance with prepayment pricing is $1,711,583.64 (Fire Engine, $1,352,498.82 + Rescue, $359,084.82). If approved, adequate funding has been set aside from the Fire Engine, which has been accumulating over the last nine years and Rescue Ambulance, which has been accumulating over the last six years in the Equipment Replacement Fund.

There is no additional fiscal impact on the General Fund. The remaining budget shortfall will be covered by the Old Developer Impact Fees, which has a balance of $71,835.54.

The budget action is as follows:

Amount Budgeted in FY 2026-27: $1,272,254 (#601-500-3202-2-88105 Equipment Replacement Fund - Automotive) $24,300 (#601-500-3205-2-88117 Equipment

Additional Appropriations: $223,694 (#601-500-3203-2-88105- Equipment Replacement Fund - Automotive) $71,835 (#001-510-3202-2-88105- Old Developer Impact Fee - Fire))
