To City Clerk and City Council Members,
I am writing to you regarding the above pending project and my concern for further flooding of adjacent properties.
I live on Bond Road and the NW corner of my
property meets the SE corner of the proposed development.
Where the location of
the runoff water "retention basin" is being proposed.
Over the last 30 years, during the years that these 31 acres were simply
irrigated,
the proposed retention basin area was ALWAYS wet and muddy, even after multiple, sequential days of 100*.
It simply never dried out when there was just
irrigation on that acreage.
This past winter, my back pastures were completely flooded and under 4-6 inches of water the entire winter,
just from the rain.
Now the proposed project will add
houses, driveways, streets, etc, such that an area that was 100% pervious will become impervious and the additional runoff from 31 acres will flood more than my back pastures.
There is a drainage
ditch, behind my property, that runs from the proposed property to Laguna Creek, but it is overgrown
with weeds, brush and trees and is essentially
nonfunctional and useless.
It has not been "cleaned
out" since Elk Grove became a
City.
It is my belief that the most effective decision for the City of Elk Grove to pursue, to have the greatest long-term benefit
for both individual property owners and the
City, is to address this potentially disastrous
flooding now, or it will continually be
an issue for all future development in this rural area of Elk Grove.
I would also like to mention that the proposed retention basin, which is only two feet deep, will never hold the water runoff from 31 acres, which consists primarily of
clay soil, which does not drain.
Who is going to maintain this retention area?
It will fill up with debris, limbs,
branches, water weeds, etc., within a few years.
At the very minimum, I would like
"maintenance" of this retention basin added as conditions of approval, so that
neighboring residents have a resource to turn to in the event that the basin is not maintained, the result of which would be further flooding of our properties.
In addition, the Rural Area Land Use Policy RA-1-1 states that the City shall ensure that new residential lots are no less than two gross acres in size and the proposed project does not meet those standards.
This project results in #14, 1.4 net acre lots,
destroying
the rural atmosphere the General Plan promised to current and future residents in "rural" Elk Grove.
Please consider these factors before approving the development as proposed.

Dear Rod, and Elk Grove City Council,
We are writing to all of you as a concerned neighbor and property owner.
Our concern is over the proposal to rezone / redevelop 31 acres located on 10150 Pleasant Grove Elementary School Road, next to Pleasant Grove Elementary School.
There are many things that concern my family about this project.
The plan does not look or feel RURAL , and does not look like any other parcel in this neighborhood.
The plan is inconsistent with adjacent land use and incompatible with surrounding area because it's too High Density for a rural/non-subdivided area.
Are there minimum (gross 2
/ net 1.4) zoned parcels adjacent?
The impact on air pollution, noise, and traffic safety will be huge.
The impact on our tiny roads, more cars, more speed, more people driving off into ditches to try to pass other cars is a real thing.
Current traffic and speed is a daily concern, as Mackey Road currently has 2 speed humps.
Traffic on Mackey Road and on PG Elem School Road is congested, and comes to a stand still as parents drop off/pick up kids
on PG Elem School Road,
between approx 7:30-8:05am , 11am-12noon (kindergarten), and 2pm-2:50pm.
High
Speed and cars running stop signs at intersection of Mackey Road & PG Elem School Road happens daily (in front of the cemetery).
We
have doubts how emergency
vehicles can get to their destination during these hours.
The impact on the current wild life, numerous birds, turkeys, doves, cooper hawk, red tail hawk, pheasant, ducks, geese, turkey vultures,
foxes, raccoons, oppossum,
coyotes , snakes etc.
The impact on water is a concern, as we are in such dire straits regarding the overtaxed aquifer that we are poised to require well metering and funding a brand new Government agency to oversee our small water resources.
Impact from 14 septic systems in a small area is a concern.
We are not against development, but this project is extremely High Density (too many houses on a small lot) and this is not RURAL. Most neighbors have livestock, orchards, and pastures.
Thank you for your time and attention to this matter, it is truly appreciated.
Sincerely,
Earl Family

I am the property owner of 8985 Mackey Rd, and have frontage on Pleasant Grove School Road. Iam opposing this project due to:
1. This narrow country road is now over crowded due to the school and residents use.
2. Iam on three acres and do not want the 14 houses on 31 acres, the project is including figuring the acreage by adding the road and easements to make up the difference.
3. This is a rule area with horses, cattle, sheep and goats.
4. When the school opens and closes it will be almost inpossible to get in and out of this development, God forbid there is a emergency because when school open or closes the cars are backed up down the road way past where there enterence will be put.

Dear Mayor and Council Members,
Below is our letter addressing drainage issues affecting properties adjacent to or in the drainage run-off of the above cited planned development.
April 25, 2023
Elk Grove, CA
Mayor, City Council Members
Pleasant Grove Estates (PLNG22-040)
Please
consider this a request that the City Council add an additional “Condition of Approval” to the Pleasant Grove Estates project prior to your approval.
Suggested language would include, “Before the start of any grading activities, the Applicant
In
partnership with the City of Elk Grove shall insure that the existing drainage ditch from the Southeast corner of the Project to the Northeast corner of the existing Shires Project be equal to or better than any onsite drainage ditches.”
The existing ditch that will receive the runoff from this project is 2 foot wide, one foot deep, and clogged with vegetation and silt.
Compare
this to the over 1600 feet of 8
foot slanting to 20 foot wide by three foot deep drainage on the property site that feeds into the existing drainage.
In my opinion, the drainage study completed by the applicant is based on several incorrect assumptions and greatly understates the amount of runoff that will come from the project.
Their Impervious percentage which predicts the
amount of runoff was far to
conservative. Each house in a gated community can be assumed to be a minimum of 4,500 sq foot (with houses in the Shires exceeding 9,000). Driveways should be considered as should tennis courts and swimming pools, and roadways.
The use of Bioretention technology
is to be congratulated, but once again results in
an underrepresentation of the potential runoff due to basing the amount of retention on an incorrect soil assumption.
The project assumed a class C soil when in fact the
soil is a class A (see letter from Carolyn Soares, 4/6/23 to Planning Commission outlining recent soil evaluation).
Due to the same incorrect soil assumption, the retention basin will be far less effective than projected (the impermeable clay and hardpan soil will push drainage out far sooner than projected).
Again, in my opinion, the runoff from this project into drainage as it now exists will flood properties South and to the West of this project.
Current Elk Grove General
Plan Policy concerning this is described in SEPA8-3 which states “Ensure that adequate drainage facilities are in place and operational concurrent with each new increment of development”.
I understand that Rural is not Southeast, but General
Plan policy should apply throughout the City.
With the exception of the use of the two acre gross division of the property, and the
impact on downstream neighbors from runoff, I am not opposed to this development.
Please help us by mitigating future impact.
Thank you for considering this request.

Dear Councilmembers,
The project subdividing acreage on Pleasant Grove School Road can only be considered inappropriate land use as it is inconsistent with adjacent properties, and, in fact, with most land use in the rural Sheldon area.
While technically "rural," since it is two acres, the gross two acre designation makes the homes decidedly non- rural and conflicting with neighbors who have had historically had farm animals. Next the light pollution from houses and streets will make pastures useless, as animals will not thrive in artificial light situations and will avoid such pastures. Noise pollution from cars, lawn equipment
et cetera, will exacerbate that conflict. No doubt
suburbanites who buy 1+ acre lots won't like the smells and sounds of farm animals. Isn't there a right-to- farm law?
Also, we have recently seen the advent of a brand new water agency, which indicates some of the Sheldon area rural wells are not "official" and are not a protected water source. The aquifer is decimated by Anatolia in Rancho Cordova already. Our water quality is threatened. We are admonished to conserve water, due to limited water resources, yet the plan is for 14 new homes in our already low water area? That sounds like a plan for an area with plentiful water supplies.
I request that the councilmembers all go to the site and observe the area, as the inconsistency of such high density development will become abundantly clear once you walk around a bit.
This area should be minimum net two acres in tune with the surrounding homes. There needs to be opportunity for horses or other 4H lifestyle, if not small farms, in order to fit with the remainder of rural Sheldon. Gross two acres equalling 1.4 actual acres is completely inappropriate, and in no way can that be construed as "horse property." Thank you for considering my input.
Sincerely,
Cari Seymour

Dear City Council Members 4/25/27
I wanted to reach out and offer my support for the proposed development at Pleasant Grove School Rd. I have lived in the area for a long time and have enjoyed raising my kids in the area. I have had many friends and family that want to come to this area, but there are rarely deals that match their criteria that come up and they are so excited to potentially be able to buy and build to their needs. They have animals and so something with space, but still close to our home would be fantastic.
We appreciate the time you all take to work on behalf of our city.

Elk Grove
Dear Mayor and City Council,
Ever since we purchased our home in 1990 we knew it was possible the lot next door could eventually be split into 2 acre parcels. I wondered if the new owners would have livestock, and what kind, or an orchard, or none of the above? But since our area is designated Rural Elk Grove by the city’s General Plan, I never imagined new owners would not have the opportunity to have ag uses if they desired.
Reduced to the proposed 1.4 net acre lot, our neighbors in the three houses at will not have the ability to have agricultural uses at their homes located within what the General Plan promises to protect as Rural Elk Grove.
I look at the development off Sheldon on Dasani and Penta, which has gross 2 acre lots and additional drainage requirements. Many do not have the opportunity for ag. Our friends in Silver Springs have more opportunity, land wise, to have livestock than many in this new development in Rural Elk Grove.
We have other 2 acres parcels in Rural Elk Grove. Also some one acre parcels approved years ago by the county. But with the planned gross 2 acres vs net 2 acre lots, the 25’ frontage drainage requirements, and no on street parking, the proposed development you’re considering tonight will look just like the development on Dasani and Penta, which is not at all like other existing 2 acre parcels in Rural Elk Grove.
I disagree with the Planning Commission in that we do not have traffic concerns on PGSR.
What you see in the pictures is a daily occurrence, 2 to 3 times a day, 9 months out of the year.
Add to that the morning and evening commuters taking a shortcut going to and from Wilton.
Also, see the beautiful heritage oak? This is the one they are proposing to remove as they state it is the ONLY location possible to put a road. There are alternative 81’ , 99’, and 86’ openings that do not have
power poles or tree drip line concerns as stated at the Planning Commission meeting.
The proposed development plans to collect and filter the water per NPDES regulations into a detention basin at the southwest corner of the lot. The water then proceeds west along an existing drainage ditch, then north to Ranchview Court, then west again to the Laguna Creek drainage canal.
In all our years living here, I’ve never seen water flowing north on Ranchview.
At the Planning Commission meeting I learned why – the water has been flooding our neighbor’s properties on Bond Road.
Looking at elevation data on the city’s website, I can see why the drainage has not worked as designed.
The entire length of the ditch is at 68’. There is no downhill slope to the drainage ditch.
The developers based their 387 page drainage plan on data from an online source, which stated the soil is Type C soil. The City required us and our neighbors to have a professional soil analysis done.
The soil, as physically tested and documented is 47% clay, which would be Type D soil per the USDA NRCS classification. (My previous letter was based on a different soil group classification definition.)
I do not understand how a developer can base a drainage plan for 31 acres based on data from a website, while neither we nor our neighbors could put in a driveway without physically testing the soil? I do not believe the soil on the 31 acres will drain as planned.
I’m not opposed to the parcel being developed, but I’m asking you to save Rural Elk Grove by giving future rural residents the opportunity for ag, and to please vote no on this development as planned.
Thank you,
Carolyn Soares

Soil test taken adjacent to the property suggests the soil is Type D soil.
Following from https://engineering.purdue.edu
Hydrologic Soil Groups
Soils are classified by the Natural Resource Conservation Service into four Hydrologic Soil Groups based on the soil's runoff potential. The four Hydrologic Soils Groups are A, B, C and D. Where A's generally have the smallest runoff potential and Ds the greatest.
Details of this classification can be found in ‘Urban Hydrology for Small Watersheds’ published by the Engineering Division of the Natural Resource Conservation Service, United States Department of Agriculture, Technical Release–55.
Group A is sand, loamy sand or sandy loam types of soils. It has low runoff potential and high infiltration rates even when thoroughly wetted. They consist chiefly of deep, well to excessively drained sands or gravels and have a high rate of water transmission.
Group B is silt loam or loam. It has a moderate infiltration rate when thoroughly wetted and consists chiefly or moderately deep to deep, moderately well to well drained soils with moderately fine to moderately coarse textures.
Group C soils are sandy clay loam. They have low infiltration rates when thoroughly wetted and consist chiefly of soils with a layer that impedes downward movement of water and soils with moderately fine to fine structure.
Group D soils are clay loam, silty clay loam, sandy clay, silty clay or clay. This HSG has the highest runoff potential. They have very low infiltration rates when thoroughly wetted and consist chiefly of clay soils with a high swelling potential, soils with a permanent high water table, soils with a claypan or clay layer at or near the surface and shallow soils over nearly impervious material.

I’m writing tonight with my concerns about the purposed subdivision planned on Pleasant Grove School Road, next to the elementary school.
I would attend the meeting in person but I have a prior engagement.
I live with my husband on Mackey Road.
We moved to this neighborhood nine years ago.
We
moved here to get out of a subdivision and live in a place that had more land per household and to get away from traffic.
Mackey road is used by the parents of children that go to Pleasant Grove Elementary School.
The parents race down the road, they don’t seem to want to share our small road and
if the current proposal moves forward the traffic and speeding cars will increase.
In addition,
Pleasant Grove School Road is a nightmare to navigate three times a day when the first and second kindergarten classes are dismissed and then the dismissal of the older children. If I attempt to go down Pleasant Grove School Road and didn’t realize the time, I have to make a U-turn and go back to Bader and drive 2 miles out of my way to get home because the parents are lined up on the street from the school half way to Bader Rd, sitting in their cars, waiting for 20 to 30 minutes for their child to be dismissed.
The same goes on the other side of the school, its backed up from Mackey Rode or beyond to the school.
Saying that these 14 houses would increase the traffic is putting it mildly.
The city has already granted 2 acres parcels to at least 2 other areas on Pleasant Grove School Road.
One went from a single home on 10 acres to 4 smaller parcels.
This is supposed to be a “rural Elk
Grove” as stated by the signs along the crossroads on Bradshaw.
There are plans or at least a request to turn 40 acres on Bader into 2 acre parcels and on the Mackey Rd north an approved request to rezone a 5 acre into 2 smaller parcels.
I would request that the 31 acre parcel cut to put 14 houses be changed to 7 houses that would give each house
4.4 acres, that would be in keeping with most of the parcels that surround the site.
We love our rural community but keep it rural not a high traffic city subdivision.
Thank you,
Carla Mullen

opposition to
The PLNG 22-040
10150 Pleasant Grove Elementary School Road proposed project that would enable the building of 14 homes on 31 acres.
The traffic around the Pleasant Grove Elementary School is already highly impacted. The building of these homes will only increase the traffic and present even greater dangers on this already overly impacted road creating
more dangers for those that use the road and to the parents and children that use this road and the nearby roads to get to the school.

After speaking with the neighbors and finding out that are drainage issues that the City apparently didn’t consider West of the project with no drainage map. The surrounding properties have had drainage issues to the South and West and now the City wants to add 13 to 15 2 acres parcels and haven’t even considered a parcel map. The original properties already have drainage issues, and the new properties are higher than the original ones which will cause more drainage issues.
I am against the project because they didn’t consider the drainage issues. Please consider the neighbors’ concerns.

My name is Tushar Pattani. I am an IT professional and responsible Elk Grove resident. I am looking forward to seeing the development of the Pleasant Grove Estates and hopefully a multi-generational family home.
My
92 old widowed
mother lives with me and my family. She and my father used to grow vegetables in our backyard when I was younger. I appreciated their hard work to grow fresh vegetables and providing enjoyable “farm to fork” meals at home. She would love to see her grandchildren growing vegetables in a place where she could enjoy the remainder of her life.
I believe this extra land will allow us to teach our children how to appreciate growing their own food and experience meals made with fresh fruits and vegetables at home. This will instill those generational values and work ethics in my children.
