PUBLIC COMMENT:
Liz Irons appreciated Republic Services providing bulky pick -up services to homes and highlighted the partnership Republic Services has fostered with community trash clean- up events. Ms. Irons advocated for raising awareness of the bulk pick -up program to residents to potentially reduce illegal dumping, believed the anti -trash efforts were yielding positive results to beautify the City , but noted that trash continued to often be found accumulated in areas of residences backing against trails and along railroad tracks.
Caelan Damoth stated his progress in attaining requirements for citizenship badges through Scouting, and expressed thanks to the City Council for their service
Estella Drake (submitted comments filed), Stacie P., Kat Mendoza (submitted comments filed), Kimberly Mendoza, and Janice Mackey requested the City provide additional resources for veterinary care to provide spay and neuter services to address feral cat colonies in Elk Grove. Speakers noted the lack of space at the shelter or scheduling delays after trapping a cat, raised concerns of feeding community cats as feral colonies continue to grow, and recommended taking a ride along with a trapper to see the scope of the issue. Appreciation was expressed for the changes made to offer an online sign- up process for spay and neuter services, but appointments for feral cat spay neuter were booked multiple months out, creating a backlog of cats and dogs needing affordable surgeries. Speakers were eager to see the staffing study once finalized, and to review the animal shelter budget and policies of animal control to address feral animal colonies.
With the aid of a visual presentation (filed), Mark Graham believed the City Council needed to be more responsive to issues raised during public comment at meetings, and that the City Council had authority to respond to questions and comments made on items not on the agenda under the Brown Act.
Rollend Fields, Customer Service Supervisor at the Animal Shelter, noted the staffing report was in progress, staff continued working in partnership with trappers to adjust check-in procedures , and would be coordinating quarterly teleconference meetings to continue working on process improvements with trappers to improve service delivery.
GENERAL ADMINISTRATION INFORMATION
City Manager Jason Behrmann addressed the Animal Shelter noting t he staffing study was expected to be finalized and available in August, the budget projected addition of three new staff at the Animal Shelter as a priority recommendation, additional positions identified in the study were projected to add to the shelter over the next few years, but another veterinarian was not a high priority at this time (the reasoning for the recommendations would be presented with the staffing study). S taff were evaluating augmenting spay neuter services through contractual veterinary services.
City Manager Behrmann reviewed the Administrative Report for June 14, 2023 (filed).
