IN RELATION TO THE

CITY OF ELK GROVE
JULY 26, 2023 REGULAR

MEETING

WE NEED A SECOND

(10 spots), 9/5 (5 spots), 9/12 (5 spots),
and 9/19 (5 spots)
The numbers are increasing

Almost twice as many TNRs, twice as many
animals were fostered, and twice as many cats
were taken in this June compared to June of
last year.

“We’rerelyingon the expertiseof our staff, we’re
relyingon the expertiseof a consultantthat we hired
earlythis year…”
Well, what is the staff saying?
◦“We are at a point where every single kennel is
occupied…”
According to staff, the shelter is on track to have
double the number of kittens brought in compared to
last year.
“They need that outflow to continue and increase, as
being “over capacity” has become their new normal.”
What about our expertise?
Many of us began feeding
colonies, trapping, fostering, etc
before the shelter even opened
So our question remains…
What does the City of Elk
Grove plan to do?

APPROXIMATELY 20,000 COMMUNITY CATS!
• There is not enough spay and neuter surgeries
– Appointments are filling up in minutes
– TNR was closed twice, inadequate staff (20 potential surgeries were lost) • The shelter has a list of animals waiting for surgery at the shelter and in foster homes
• Unfair to add more spay + neuter appointments for community cats when there’s so much that vet staff already have to do
– We need a second shelter veterinarian
• For reference, the animal shelter has 55 cat kennels plus foster homes QUALITY OF LIFE…

FOR COMMUNITY
CATS

• Friendly cats often get TNR’d and sent back out
because there is simply no space at the shelter
• When community cats need assistance, the animal
shelter is busy with hundreds of kittens
“The welfare of these cats may
be significantly diminished.

Their life expectancy is
radically reduced due to death
from trauma, disease,
starvation, and weather
extremes. These same factors
may also contribute to an
overall poor quality of life.”

PREVENTION IS KEY
• Spay + Neuter needs to be a priority
• Unacceptable to not provide adequate
staff to allow for vacation time without
needing to close the TNR program
• Approximately 80% of kittens in shelters
originate from a community cat
• Council member Spease, have you come
up with any solutions that do not involve
hiring a second veterinarian?
• Will you all support community members’
fundraiser effort and authorize the city
manager to accept the donation?

THINK BIG
• Non-profit spay and
neuter clinic
• What can we do to make
this a Council Priority
Project?

Hi,
I am attaching a statement that I plan to present to City Council in my 3 minutes of allowed time.

Thank you,
Maryann Simpson

My name is Maryann Simpson and I have lived I Elk Grove all my life. My dad’s family has been here since the Gold Rush. I am currently living in the Del Webb community of Glenbrooke off Bruceville Road.

I would like to bring up the issue of illegal fireworks and have the city address the problems and come up with a valid solution to the issue.

You can’t just push it off on the police and fire departments, it has become a major issue that isn’t getting resolved and is becoming worse.

Where I live, like many areas within the city, it has become like a war zone on July 4 th. They
shoot off illegal fireworks such as M80s and M100s, which sound like gun fire and small explosions. For someone like me who has suffered from PTSD it’s horrible and it makes you want to take justice into your own hands – it’s that bad.

There have been numerous complaints on Next Door regarding what it’s doing to pets and those with PTSD, along with the fear of houses burning down. I personally had a friend whose dog died from a heart attack because of it. There was also a lady whose dog jumped though a closed window because of it.

The police department claims to be on it enforcing with drones and helicopters, but they are rarely seen. They have yet to produce any numbers regarding the enforcement. When you do call the police department they won’t even take a report unless you have an exact address – which makes it almost impossible to do anonymously, and can create retaliation, since you have to be standing in front of the offender’s address. Because of this many don’t get reported and it continues to get worse.

The neighborhood across Bruceville from me has a large amount of Asian people who get these illegal products shipped to them from China. They put these products on ladders, and many shoot up into the air showering hot pieces on neighboring houses. Many fear their house will catch fire.

In my area we cannot see the large legal firework displays, such as Elk Grove Park. That park is overcrowded and too far away. There are other large displays but those are private member only places, that won’t allow you in, which is unfair to neighbors.

Some solutions that have been mentioned by others are:
1) impose larger fines: 2) have more officers dedicated to enforcement; 3) have designated spaces to set off fireworks – such as parks 4) have fireworks by permit only AND 5) ban ALL fireworks
I am asking the City to address this issue and actively do something about it. It might be beneficial to ask the public to weigh in on the matter and offer suggestion.

What do you feel are the issues most greatly affecting youth in your area? from the bizarre apex of the coronavirus and distance learning was a challenge in itself.

And among disturbing online threats, a two-hour lockdown, and fights almost every other day, it made my freshman self question: Is this what the high school experience is meant to lack thereof, is the greatest issue. It lies at the core of every struggle the youth of Elk be? I was scared; I did not think I had a voice. Because effective communication, or the Grove faces today—be it physical conflicts, substance abuse, or mental health issues. governance, departments, and projects. During a two-week seminar, I delved into the inner workings of the city of Elk Grove and learned from city professionals. Their inspiring stories and lessons continue to influence my civic work at the Finance Department. With my Amidst the jarring post-pandemic recovery of humanity, falling back onto school grounds enriched experience from the seminar and meaningful work at the Finance Department, I am inspired to further contribute my skills and passion towards our beloved community.

Please state the reasons you would like to be a member of this commission:

I would love to be a member of this commission to actively resolve youth concerns in our community. As a first-generation Sikh-American, I recognize the diverse perspectives in our city and the limited influence youth have in political decisions that impact our everyday lives.

I aspire to raise awareness on the overlooked root cause of the issues in my local area.

Drawing from my personal experiences as a teenager who has faced and overcome challenges, I am dedicated to amplifying the youth voice and making a positive difference.

work outside of regular meeting times. With school, sports, or any extracurricular activities, do you have time you can commit to the Youth Commission? If yes, please explain:

A pivotal youth-related improvement I recommend is fostering better communication.

Oftentimes, we can feel unseen and unheard at a formative stage of our lives. Greater self-development high school initiatives and youth representation in key decision-making bodies like this commission can build a community in which the youth feel empowered.

Since my freshman year, I have served as a member of Franklin High School's Computer Science pathway's leadership team, helping manage/set up recruitment activities. In addition, through my school's National Honors Society (NHS) chapter, I have volunteered at Youth Commission managed activities such as the 2023 Family Fun Day.

Currently, I'm a Technical Sergeant (TSgt) in the official auxiliary of the U.S. Air Force, Civil Air Patrol.

Throughout my time in this program, I have taught a variety of classes, including those on Safety and Leadership.

What do you feel are the issues most greatly affecting youth in your area?

_____________________________________________________________________

In addition, throughout my time competing and placing (1st & 2nd) in cybersecurity competitions such as CyberPatriot, Norcal Mayor's cup, Lockheed Martin's CyberQuest, and the National Cyber League, I have accumulated valuable skills in the realm of cybersecurity that I have passed down to my local middle school's CyberPatriot team, and helped them place 2nd nationally in the middle school division. My team and I have also launched different cyber camps, that aim to teach students about cybersecurity. As well as partaking in academic-related extracurriculars, I am also a member of my school's varsity tennis team. Participating in these activities have not only developed my leadership skills, but have also improved my time-management skills, which will reflect on my performance as a member of the Youth Commission.

As a teen who understands the issues faced by today's youth, I would like to serve as a member of this Commission. I aspire to represent other children my age, drawing upon my own firsthand experiences and unique insights to advocate for changes that I believe will have a positive impact on our lives. Some issues that I am passionate about solving, such as the prevelant usage of e-ciggarettes in high school bathrooms, which severely undermine the safe learning enviornment EGUSD strives for, have yet to be adequately approached from the point of view of a high school student, such as myself. By applying to serve as a member of the youth commission, I hope that I will be granted a platform to tackle these issues in the future.

Almost every time a sibling, friend, or acquaintance has used a school bathroom, they complain about one thing: the rampant usage of e-cigarettes.

Not only do the toxic fumes from e-cigarettes harm the individual who inhales them, but they also poison those who breathe in the second-hand smoke. EGUSD schools' failure to punish those who poison themselves and those around them is counterproductive to the district's goal of providing a safe learning environment.

I recommend enforcing existing policies about the usage of e-cigarettes in school bathrooms more strictly. Introducing consistent disciplinary actions for those caught vaping, such as suspension, or assigning mandatory classes exploring the risks of vaping, can deter this harmful behavior. 7/17/23

What do you feel are the issues most greatly affecting youth in your area?

_____________________________________________________________________

_____________________________________________________________________

A significant issue affecting youth in the city of Elk Grove is a lack of involvement and connection to the community. While plenty of young people in our city actively engage within our city and its events, there's a number of children and teenagers who've struggled to become active members within 2023 to 2024 school year. I also participated in the Elk Grove Civic Summer program, giving me a unique insight into the way our city functions, and I'm currently in a summer internship with the Cosumnes CSD (for instance, the homecoming parade and rally). I'm serving as senior class president for the upcoming General Manager's office.

As I prepare for my last year as a high school student in Elk Grove, I look back on my experience as a young person in the city. There's events I wish I attended, programs I wish I joined, and it's incredibly important to me that all of our city's youth are aware of these opportunities. I believe the Youth Commission is the best avenue for promoting these opportunities and ensuring that the city's youth recieve the best experiences possible.

I'd also love to advocate for programs to provide for those with fewer resources: I believe the Youth Commission could play a powerful role in uplifting young people who lack access to critical services. their community: it's essential to change this. Furthermore, stress is a huge issue among many young people: I've seen many people around me struggling to balance life and work. While stress can't ever be completely alleviated, there's powerful stress management tools that the Youth Commission could help promote.

Please identify any specialized accommodations you will need for equal participation (e.g. hearing or sight impaired):

I'd primarily recommend the implementation of new educational programs for youth in a wide variety of fields: for instance, the Elk Grove Civic Summer program gave me a powerful sense of purpose, and I believe the I'd also like increased outreach for city events; perhaps the city could partner with EGUSD schools to spread awareness. creation of similar programs could help spread that feeling among even more of Elk Grove's youth population.

I do not have other obligations during the regular meeting times of Youth Commission. Furthermore, I am willing to place Youth Commission work above all else: it would be a top priority for me. 07/19/2023
