Harvest Water MOU .msg
Good evening Mayor and City Council,
At the City Council meeting this Wednesday, staff from Sacramento County Regional Sanitation District (Regional San) will deliver a presentation on the Harvest Water Program (Item 9.1). Public Works staff has reviewed a draft version of the presentation and provided feedback to Regional San.

Their presentation will provide an overview of the project, anticipated timeline, and public outreach efforts they are planning. It will also discuss how recycled water can benefit the City of Elk Grove and surrounding areas. The latest schedule provided by the District anticipates the project will advertise for bids at the end of this year. They expect construction to commence in early 2024 and last through early 2026. The District has submitted 95% plans and specifications to the City, which Public Works staff are currently reviewing. This is a very large project, and it will have significant impacts on traffic along Franklin Blvd and its cross streets, including extensive lane closures and lane shifts. It will also impact City infrastructure such as pavement, medians, sidewalks, and trees.

As part of Item 9.1 staff from Public Works will recommend that City Council adopt a resolution authorizing the City Manager to execute an MOU with Regional San for the project. The MOU establishes requirements for the project that are intended to minimize the project’s impacts on residents, protect City property, and reimburse the City for its effort to review and inspect the project. A more detailed summary of the MOU was previously provided in the attached email/memo and is also provided in the staff report for this Wednesday’s Item 9.1. The District’s Board of Directors approved the MOU at their meeting on July 12.

There’s no specific action being requested from you prior to the meeting other than to be aware that this item is an opportunity for City Council to ask questions and voice comments and concerns to Regional San regarding the project and its impacts on our community. In the meantime, please do not hesitate to reach out to me with any questions.

Thank you,
Jeff

The current schedule anticipates they will advertise for bids in November 2023 and construction will take place from February 2024 through March 2026. The website will include a 24-hour hotline to receive public comments. • After backfilling trenches in the City roadway, The District will resurface the pavement across the entire width of the roadway in both travelled directions. The District will restripe the roadway as directed by the City. Restriping will include the Class IV bikeways (cycle track) consistent with existing bikeway facilities to the north along Franklin Blvd. and the City’s Bicycle, Pedestrian, and Trails Master Plan. • The District shall pay the City $50,000 in fees for services provided by the City through the award of Project’s construction contract by the District. These services include but are not limited to administrative review, meeting attendance, drafting and executing the MOU, plan review, consultant plan review services and consultant coordination services. The District shall pay an additional $100,000 as an initial deposit for an encroachment permit drawdown account to cover costs incurred during construction of the Project.

When the drawdown account decreases to $10,000 replenishment shall be required within 14 calendar days of the request for replenishment.

The Assistant City Attorney has reviewed and approved the MOU. The District will be presenting the MOU to the Board of Directors on July 12 for approval. After the District’s Board of Directors approves the MOU, it will be presented to City Council. Two members of the Board of Directors, Darren Suen and Sergio Robles, are also City Councilmembers.
