RECOMMENDATION
Receive a presentation from Citygate Associates, LLC on the findings and recommendations following a Staffing Study of the Elk Grove Animal Shelter and receive direction from the City Council as appropriate.
Wi
th the aid of a visual presentation (filed), Jan Glick with Citygate Associates, and Sarah Humlie, Animal Services Manager , provided an overview of the staff report and recommended actions.
Ani
mal Services Manager Humlie provided a status update of operational changes at the animal shelter since the report was conducted. When the interviews for the report were taken there were six vacancies at the shelter, and currently two vacancies remain (but Elk Grove City Council
Regular Meeting, August 9, 2023
were expected to be filled by September 2023) with the recruitments commencing soon for the three proposed new positions recommended under the report . Elk Grove had a Community Ca t Program and spay neuter service for Trap- Neuter-Release (TNR) participants that was offered twice a week as part of that program ( along with free trap rental, a barn cat adoption program, free food for colony caretakers supplied by participant donations, and policies to return ear tipped cats to locations where found). In response to community requests for more capacity, she highlighted the improved online check-in process, noting that TNR service operated 85-90% of annual capacity seeing over 500 surgeries per year by the City shelter. In contrast she noted that several regional agencies defer to local high volume spay and neuter clinic s, and efforts continued in process to provide for part-time veterinary support to cover staff absences. The City was looking to coordinate services at the high volume spay and neuter clinics for services dedicated to Elk Grove clients (and seeking to secure grant opportunities to support such partnership), and she noted the shelter was always welcome to community fundraising efforts. Ms. Humlie noted she would be attending an upcoming regional meeting later in the month to discuss community cats, and starting in September quarterly meetings would be convened by shelter staff and TNR stakeholders to discuss coordination of efforts into the future.
PUBLIC COMMENT:
Estrella Drake , K
athy Mendoza , Kimberly Mendoza ( visual presentation filed), Maria Calderon, Paula Schliekelman-McCarthy, Janice Mackey, Elizabeth Fong, Stacie, Gayle Platsis, Julie Virga, and Diane Schramm-Agnello requested the City provide additional , immediate resources for contract veterinary care to provide full-time or part-time spay and neuter services to address feral cat colonies in Elk Grove. Speakers believed the report held some discrepancies and likely underreported needs in the community, the shelte r was underfunded and understaffed, emergency 24- hour care was needed, increased inclusion with the volunteers was needed in discussions of services at the Animal Shelter, and increased awareness and advertising was needed of shelter services, adoptions, and fundraising events.
Ms
. Virga highlighted risk issues faced if shelters turn animals away.
Hilary Bagley Franzoia believed there would be changes to state law regarding sheltering to support programs promoting community sheltering and to emphasize use of animal shelters only for sick and injured animals.
Randy Becker believed continued oversight adjustment was needed every year to continue evaluation of services provided at the animal shelter.
Animal Services Manager Humlie stated that two vet erinarians were currently under contract, but services were in high demand, and selection of services provided was based on the veterinarians’ schedules. The City had made adjustments in contract requirements to be more competitive to attract additional contract veterinarians to assist in covering planned staff absences. The City did have an outside emergency contact for 24- hour services and for Good Samaritan drop- offs, but the firm reserved the right to refuse service if their facilities were full. Staff were in process to amend current contracts and Elk Grove City Council
Regular Meeting, August 9, 2023
pursue additional contract services, and Ms. Humlie noted discussions would commence to contract with high volume spay and neuter clinics to service Elk Grove needs.
The City Council received and filed the report, appreciating the efforts of shelter staff and community volunteers, and provided direction to continue with the staff hiring plan outlined in the report, to seek opportunities fo r community outreach to advertise shelter services, and to enhance contract veterinary services to provide for additional spay and neuter services and augment provision of services to address current needs.
