CALL TO ORDER / ROLL CALL
Council Member Suen called the special City Council meeting of November 8, 2023, to order at 5:00 p.m.
Present: Council Members Brewer, Robles, and Suen.
Absent: Mayor Singh-Allen and Vice Mayor Spease.

There were no public requests to speak.
The City Clerk announced the following closed session items prior to the City Council adjourning to closed session at 5:01 p.m.:

ity Council reconvened at 6 :05 p.m. with Mayor Singh- Allen and Vice Mayor Spease absent. Council Member Suen reported by 3 - 0 - 2 vote (Ayes: Brewer, Robles, and Suen, Noes: None; Absent: Singh- Allen, Spease), the City Council authorized the City Attorney’s Office to defend the litigation of Ghesal Kabir, et al. v City of Elk Grove, et al., Sacramento Superior Court Case No. 23CV010715 and the litigation of Justin Hicks v. Braden Kelly, et al. , United States District Court, Eastern District of California Case No. 2:23-cv-02391-KJM-AC.
