[EXTERNAL EMAIL]
I am writing to voice my very strong opposition to the CALVINE POINT ARCO AMMP PROJECT (PLNG23–17). I am a long time resident and home owner in the immediate neighborhood of the proposed project.
The proposed project is not wanted or needed, and caries several potential hazards to the neighborhood. It is not needed as several gas stations with convenience stores already exist in less than a quarter mile from the proposed location, and several more gas stations with convenience stores already exist within a one to two mile radius. A car wash is not needed as a car wash with a canopy cover already exists in less than a quarter mile from the proposed location, and several more car washes with canopy covers already exist within a two mile radius and several drive through type gas station car washes already exist within a two mile radius. Liquor sales are not needed as multiple liquor sales locations already exist in less than a quarter mile radius, with many more within a one to two mile radius.
The proposed project poses several unwanted neighborhood hazards. The proposed
selling of alcohol is extremely alarming as the project location is within a few hundred yards of a public high school and a neighborhood park. The location of the proposed project is adjacent to a house of worship and this type of development is not compatible. In addition, the area already has an over concentration of alcohol licenses and a higher than average crime are in the census tract. Liquor sales of any type should not be permitted!
Traffic congestion is already a significant problem at the proposed location, and a gas station, convince store, and car wash would only exasperate the matter. In addition, a project of this type is likely to attract the unhoused population, transient traffic, and additional crime to our home neighborhood. This project will have a negative impact on the quality of life in our neighborhood and reduce the value of our homes.
I urge the City of Elk Grove to not approve this project as it is not needed or appropriate at the proposed location.
Thank you for your attention to this matter.

Subject: Affordable Housing / Arco station
Date: Monday, February 26, 2024 11:07:13 AM
[EXTERNAL EMAIL]
Jason,
I am unable to make it to the City Council meeting on Wednesday and wanted to voice my concerns.
1) I understand that we are getting a 3rd Affordable housing complex in our backyards. We didn't get to voice concerns like others that didn't want it in their area.
So not only do we get another housing we will also get to pay the fine that Elk Grove was fined and will be paid on our backs. I am aware that there is a need for affordable housing but concentrated in one area close to the Sacramento line is a little sketchy. (Feels like the not in my neighborhood attitude)
2) Then they want to put up an Arco station at Calvine (Kohls parking lot) near Elk Grove- Florin an already extremely
busy area with
alot of accidents is asking for problems, Not to
mention that the area is over concentrated
with Alcoholic
Beverage Licenses already. (a
minimum of 10 on that corner)
This is asking for disaster.
Thank you for hearing my concerns

Subject: Moving Affordable housing to Elk Grove Florin and proposed AM/PM Date: Tuesday, February 27, 2024 10:42:06 AM
[EXTERNAL EMAIL]
Mr. Lindgren,
As a longtime resident at 8431 Sheldon North Drive, living on the cusp of city limits to Sacramento I’m appalled and upset at the decision to move the proposed affordable housing unit from Waterman and Elk Grove Blvd. to it latest location on Elk Grove Florin.
There are already two affordable housing units in that area. One at Elk Grove Florin & Brown Rd the other at Elk Grove Florin & Robbin’s Rd. If this is true, apparently, a statement made at the planning for the then proposed Robbin’s facility, about the city of Elk Grove’s strategy to build their affordable housing on the border of unincorporated Sacramento is true. “Clustering” affordable housing units in concentrated areas is not healthy for any community and rarely leads to positive outcomes. Affordable housing should be diversified, existing in all communities! I’ve seen our community become less like the one we moved into with more and more homeless and crime. I can’t attend the upcoming meeting and I have lost track of this movement until it came to my attention recently so I wanted to share our neighbors perspective. We have affordable housing options already in this area, share the opportunity!
Thank you, Shelby Finch

RE: Items being discussed at the City Council MeeƟng on February 28, 2024:
Calvine Pointe Arco AMPM Project
Planning applicaƟon #PLNG23-017
and
Oak Rose Apartments project
Planning ApplicaƟon #PLNG22-015
Dear Elk Grove City Council Members,
I am wriƟng regarding the proposed project Calvine Pointe Arco AMPM Project (PLNG23-017). This project will have a negaƟve impact on the surrounding neighborhood. Calvine Road is a very busy thoroughfare. This parƟcular stretch of Calvine Road is known to have frequent accidents when people enter and exit this shopping center. A popular gas staƟon such as an AMPM would increase the number of drivers entering/exiƟng, thus creaƟng addiƟonal traffic, and increasing the likelihood of accidents.
This area is also oversaturated with businesses selling alcohol. Major grocery stores such as Safeway and Bel Air, and convenience stores including Walgreens and Chevron’s Half Mile, are within a half mile of the proposed locaƟon. The NoƟce of Public Hearing states that there is “a higher-than-average crime rate in the Project site’s Census Tract.” The neighborhood does not need another business selling alcohol in an already high crime area. The Sacramento County Board of Supervisors also recently denied a different establishment to sell alcohol at this intersecƟon/area for the same reasons. The Sacramento County Sheriff’s Department was also in agreement with the decision.
I’d also like to bring aƩenƟon to the newly proposed site for the Oak Rose Apartments (PLNG22-015) at 8484 Elk Grove-Florin Road. This is not an appropriate locaƟon for this project. Elk Grove needs more affordable housing but locaƟng it on the outskirts of Elk Grove at the Sacramento City line adjacent to two exisƟng affordable housing is not dispersing the services equitably. ConcentraƟng affordable housing in one geographic area is poor city planning.
As stated in the NoƟce of Public Hearing for the AMPM project, this area has a higher-than-average crime rate. This type of housing development should not be placed in an already high crime area. City planners should take into consideraƟon nearby proposed projects together as a whole to determine the effects on the exisƟng community. The safety of both the community and housing residents is a major concern in a high crime area. The project applicaƟon has also requested a “density bonus” which will impact school enrollment in our already over-crowded local schools.
(conƟnued next page)
Both the AMPM and the Oak Rose projects will have a negaƟve impact on myself, my neighbors, and our community. I trust that you will take these items into consideraƟon when deciding if these projects should move forward.
Sincerely,
Marissa Ormsby

BACKGROUND INFORMATION

Dear Diversity and Inclusion Commission, I’m writing in response to the current opening for the Elk Grove volunteer commission appointment.
I have over 20 plus years professional experience as a probation officer and parole agent. (Ret).
I have 20 plus years experience as an Adjunct Professor with Los Rios Community Colleges. I have instructed lower division courses, specifically, Multicultural Law Enforcement, Introduction to Corrections and Juvenile Delinquency. For the past 10 years, I have been the Lead Instructor for the Probation and Correctional Officer academy courses as well..
I’m a natural organizer. In my role as an instructor, I’ve helped students and professionals increase their productivity and understanding of the community by introducing them to useful organization tools and strategies. I believe my values and work ethic align with the Solano Community College vision and mission to educate a culturally and academically diverse student population.
As an Adjunct Professor in the area of Criminal Justice for over 20 years, a significant part of my role has been to increase student knowledge and awareness in the industry.. I’m no stranger to connecting people. My life purpose is to make a positive difference in our community.
I am very familiar and comfortable working in a faced paced environment. Additionally, I am no stranger working in underserved communities, as I have personal experience as well as support through community based organizations.
I have project manager experience from the private sector and have led teams through highly regulated projects. My experience as an adjunct professor with Los Rios Community Colleges has afforded me the ability to not only work with a diverse group of people but, I have also developed a curriculum for professional leadership.
Within the role of Diversity and Inclusion commission appointee, I see my experience and current community work as a Board Member for the 100 Black Men of Sacramento Inc, assisting students through challenges and barriers faced today through campus life and beyond. I am a great listener who cultivates relationships with empathy. I lead by example and communicate effectively with students, faculty and staff. I will set an example by following the leadership and philosophy of Diverity and Inclusion commission collaborative. .
I look forward to meeting with you to discuss my unique experience and background. .
Sincerely,
Orie Al Brown

As an African American man, I've encountered diversity throughout my entire life, yet I've consistently overcome its challenges. My unique perspective encompasses various dimensions—I am a black, gay male with a Caucasian husband, possessing a college educ ation and rooted in humble beginnings. I've experienced the dynamics of being the sole black individual in a room, faced intimidation, but remained resilient without succumbing to a victim mentality. My aspiration is to serve as a bridge, advocating for those unable to speak up, and contribute to creating a fairer and more equitable community. I pride myself on being approachable and capable of representing a diverse array of individuals.

Dr. Tecoy Porter Biography
Dr. Tecoy Porter Sr. is a leader, communicator, scholar, and strategist. He has been serving as the Senior Pastor of Genesis Church in South Sacramento, CA, since 1999, exhibiting unwavering dedication for over two decades. Dr. Porter's leadership extends beyond the pulpit. He directs the acclaimed Porter Brothers & Genesis Choir and MLK Celebration Choir, amplifying the power of music to uplift communities.
In 2003, Dr. Porter spearheaded the construction of the Dr. Robert Porter Family Life Center, a hub hosting worship services, athletic programs, and outreach initiatives benefiting the Meadowview community. Driven by a passion for educational equity, Dr. Porter collaborated with the Fortune School System during the pandemic to establish Tecoy Porter College Prep, an innovative K-5 school that opened in the Fall of 2020 on the church’s campus with a playground honoring Stephon Clark's memory.
Responding to the Stephon Clark tragedy in 2018, Dr. Porter was tapped to establish the Sacramento Chapter of the National Action Network, a distinguished social justice and civil rights organization founded by the Rev. Al Sharpton. In this capacity, he tirelessly advocates for criminal justice reform, equitable policing practices, corporate responsibility, and educational opportunities statewide.
A unique fusion of scholarly prowess and pragmatic leadership characterizes Dr.
Porter's illustrious career. Armed with a Doctorate in Strategic Leadership from Regent University, an MBA and Bachelor's degree from California State University, Sacramento, and a distinguished Public Leadership Certificate from the John F . Kennedy School of Government at Harvard University, he epitomizes the ethos of continual learning and exemplary leadership.
As an adjunct professor at prestigious institutions like William Jessup University and Epic Bible College, Dr. Porter has a rich portfolio of experience in nurturing the next generation of leaders. His teaching skills range from essential disciplines such as leadership, business management, diversity, and ethics. Dr.
Porter instills the values of integrity and innovation in his students, and he's well known for his expertise in personal development. He has authored multiple books and articles on leadership, which have been published and widely recognized.
Beyond academia, Dr. Porter's influence extends to the corporate realm, where he actively contributes to various boards, including T-Mobile’s California External Diversity Council. His involvement underscores a steadfast commitment to fostering diversity and inclusion, not only within the corporate echelons but also across broader societal spheres.
In addition to his roles as a pastor, educator, and community leader, Dr. Porter has also ventured into the realm of politics. He campaigned for the California State Assembly, driven by his deep-rooted advocacy for social justice and equity. His inspiring campaign garnered significant support, earning him a commendable fourth-place finish in California's 2022 primary election.
This foray into politics further underscores Dr. Porter's dedication to effecting positive change at both the grassroots and legislative levels. It speaks to his unwavering resolve to amplify the voices of marginalized communities and champion meaningful reforms in areas such as education, criminal justice, and economic opportunity.
Acknowledged by esteemed institutions ranging from the United States Congress to the NBA's Sacramento Kings, Dr. Porter's impact transcends boundaries. As a sought-after speaker, author, consultant, and thought leader, he bridges cultural, political, and religious divides, inspiring unity and progress.
However, amidst his myriad accomplishments, Dr. Porter holds his enduring 30- year marriage to Karlette Porter and his unwavering dedication as a devoted father to their three children as his proudest achievements.
