RE: Vacant Elk Grove Representative, Sacramento Environmental Commission

Dear Mayor Singh-Allen:

It is my honor to submit my application as the Elk Grove Representative to the Sacramento Environmental Commission for consideration and approval by you and the City Council.

I am a proud District 1 (Suen) resident and parent in Elk Grove since 1989. My children excelled and successfully graduated from the Elk Grove Unified School District and are employed in environmental and engineering careers. I am convinced that experienced and ethnically diverse local leadership that is committed to public service can create and improve healthy communities as evidenced in Elk Grove.

My personal and professional public service of nearly 36 years demonstrates my commitment to creating sustainable communities. Professionally retired, my diverse experience includes:

x Technical expertise in world-leading energy efficiency, building decarbonization, weatherization, and clean energy equity policies and strategies from working at the California Energy Commission and at a local energy non-profit organization. x Proudly serving as a trained City of Elk Grove Climate Ambassador to advance the city’s Climate Compass based on residential and commercial feedback. (See City of Elk Grove Newsletter, March/April 2024.)
x Serving as Board Treasurer at Sacramento Splash to lead, inspire, and teach children the natural world, environmental stewardship, and climate careers. x Volunteering with the Sacramento Tree Foundation and planting nearly 30 native oak trees to create a future urban forest on Whitelock Parkway in Elk Grove. x Launching and administering new state sustainable funding programs: the Infill Infrastructure Grant Program, Transit-Oriented Development Housing Program, and the Affordable Housing and Sustainable Communities Program. x Advising climate careers for students at UC Davis and professionals through the #OpenDoorClimate network.

Re: Vacancy on the Sacramento County Environmental Commission

Norwegian playwright Henrik Ibsen got it right in 1882 when he composed “An Enemy Of The People.” It’s the tale of a doctor who runs the municipal spa and must report it’s being poisoned by a tannery run by his father in law. His brother is the town judge who follows the popular will to keep the city’s coffers filled with cash from visitors to the spa and to bolster the myth of its healing waters. Ibsen equivocated that he didn’t know if the story was a tragedy or a comedy. I suspect it’s both.

This council mimics the popular sentiment reported in Ibsen’s play. Most people neither know nor care to know about just how dangerous social policy and planning can be to their collective health. We’re awash in chronic diseases which deprive most of us of happy, healthy and long lives. Our communities have been planned around slow trips with individual automobiles which keep us off our feet and apart from each other. Because the burdens of housing and transportation are not shared, these individuated plans create unhealthy stress on our bodies. Ours is not a sharing and caring society.

Psychologist Paul Gilbert wrote:
“One of the challenges to creating a more compassionate society is to find ways to create the social and economic conditions that regulate control and hold strategies and promote care and share. No easy task.”
https://typeset.io/papers/creating-a-compassionate-world-addressing-the-conflicts-2kfcp04smd

I’m here because I submitted a complaint against the yawning pit of deficiencies in the so-called health impact assessment attached to the environmental impact report for the zoo. The city clerk informed me of this vacancy, so I applied.

The county public health services department should be recruited with the planning department when drafting environmental reports so that chronic human diseases can be considered. The hold and control policies of consumerism leave us with toxic air, water, and soil; deprive us of shared transit amenities; indebt us to pulling ourselves up by our own bootstraps. It’s an unwise way of living that destroys species upon which we depend, and will ultimately result in our collective demise.
