In case you haven't seen this, I wanted to share my feelings on the zoo before Wednesday night's approval. Thanks for reading. Please consider using thoughtfulness and discretion before voting. It may well be your legacy.
AN ELK GROVE ZOO IS A BAD IDEA
Elk Grove Mayor Bobbie Singh-Allen and the Elk Grove City Council are hellbent on spending over $300M for just the first of four phases to relocate the Sacramento Zoo to Elk Grove. Under the plan, the Sacramento Zoological Society has promised to raise $50 million towards the construction.
Their financials show the SZS annually struggle to raise a single million for the current zoo in Land Park.
Yes, they have a few years to raise this money, but it would be a Godsend if they raise half of what they’ve promised. Where does that shortage leave the citizens of Elk Grove? Paying the shortfall on top of our current taxes to complete the project, that’s where.
Furthermore, Elk Grove taxpayers will be responsible for the shortfall if the Big Market benefactors, grants, and private donations estimated at $78 million falls short. How much in additional taxes will Elk Grove citizens be required to pay to meet these shortfalls? The sum is totally unknown and its unlikely construction would cease if the money runs out due to pride and ego regularly demonstrated by our mayor and council. Additional taxes, including Mello Roos will certainly be tapped and increased.
Of all the people that spoke in the two and a half hours at the Planning Commission approval, interestingly few were from Elk Grove. Few in favor of this zoo will be financially responsible for its creation and potentially its upkeep. Think about that.
Projected attendance to make the project economically feasible requires over one million people to attend annually. Attendance may be met early on but is certain to wane as the years pass creating future financial struggles. The entire population of the entire county is
1.6 million. The SZS needs 80% of the entire population in the county to attend every year for the project to pay for itself, regardless of turning a profit. If half of Orangevale/Citrus Heights goes to the movies or Disneyland instead, the money doesn’t pencil out.
Enough on financing. Let’s talk about ethics, compassion, animal rights and the best interests of these animals.
What is a zoo? It’s a for profit commercial enterprise for public entertainment. Its primary focus is generating revenue by breeding, raising and displaying animals for visitors. They’re all about money!
Zoos buy, sell, trade and forcefully breed animals. Zoos take captured animals from the wild and force them into captivity. If you take a minute to open your mind, you’ll realize that caging wild animals
is a barbaric concept. It causes stress, and physical harm to the animals. All in the name of profit and human amusement.
Zoos cause overpopulation resulting in selling or trading, sometimes to other zoos, circuses, hunting facilities or even unknowingly into highly profitable and many times to an illegal exotic pet trade. These trades and sales often break intergenerational bonds, separating babies from their mothers. Zoo animals suffer boredom, confinement, inability to interact with other species; there’s no way it can compare to freedom of the wild. By their concept, zoos aren’t worth the moral cost. They force breeding, practice euthanasia, as well as separating animal families. The data base Association of Zoos and Aquariums (AZA) Animal Exchange confirms these animals are treated as commodities, not living beings.
Has anyone on our city staff, anyone on our city council even considered making this project a “sanctuary” rather than a zoo?
Let me point out a few differences that may enlighten the staff, counsel and the public. In contrast, a sanctuary provides a safe haven for animals rescued from abuse, neglect or abandonment. They’re not about profit and human amusement. A sanctuary does NOT buy, sell, trade or forcefully breed animals. It takes in unwanted exotic pets, zoo surplus animals, injured wildlife and animals that can no longer survive in the wild. Animals in sanctuaries do have a chance to be returned into the wild. Sanctuaries prioritize the well- being and comfort of the animals
over profit and amusement. Sanctuaries don’t offer
interactions with visitors that would disrupt the animal’s natural behaviors. Sanctuaries usually offer the animals more space than zoos for the animals to roam freely. Zoo spaces are generally small, artificial habitats that fail to meet the natural needs of the animals causing additional stress and suffering. Sanctuaries are compassionate alternatives to zoos, they value the animals, not treat them like commodities. Sanctuaries offer the animals respect and dignity. Sanctuaries create an environment of enrichment and comfort for the animals, not for the visitors.
It seems the Mayor and council are all about building a monument to themselves at the expense of taxpayers and well-being of the animals.
Simply, it’s exploitation versus rescue. Which entity would you rather be associated with? If we’re going to do this, let’s make it something we can all be proud of. Write or text your Mayor and council and let them know a zoo is a bad idea. Any project that will cost our community well over half a BILLION dollars needs to be on a ballot for community approval.

Hello Council Members,
I’m reaching out to thank you for your support to date of the Sacramento Zoo’s relocation to Elk Grove, and to ask for your continued support when Item 8.2 comes before you at the May 8th regular meeting.
In addition to the economic benefits the zoo would bring to the city, it would bring wonderful opportunities for educational enrichment to the 63,000 students we serve. I look forward to seeing how our educators will take advantage of the new opportunities to build creative and engaging lessons for our students. I hope you will continue to support the development of the zoo in Elk Grove.

Dear Mayor & Council Members,
My name is Michael Vargas. I am a resident of Elk Grove, and a member of the Elk Grove Unified School District Board of Trustees. I am emailing you to express my SUPPORT for a Zoo in Elk Grove. Please note that my comments are made entirely in my personal capacity and are not made on behalf of the Elk Grove Unified School District or the EGUSD Board of Trustees.
When I was a kid, I loved animals. I was obsessed with ZooBooks (children's magazines about specific animals delivered monthly) and I had binders full of pamphlets about different animals. It was only natural that the Zoo would be one of my favorite places to go, and my parents took me regularly. I even had my 6th birthday party at the Zoo, overlooking the Chimpanzee exhibit. Even as I get older and I'm forgetting more of my childhood, my memories of the Minnesota Zoo remain vivid as ever.
Having a Zoo nearby provided me with any number of educational and enrichment opportunities, of which a birthday party venue was only one. A Zoo provides students with educational opportunities and first hand experience on issues of zoology, animal care, environmentalism, conservation, and resource management. A zoo also provides countless enrichment opportunities such as a unique and educational venue for birthday parties, a location for field trips, and internship and career opportunities.
As a school board member, one of my most important duties is to advocate for policies and programs that will benefit the students of our district. I strongly believe that bringing a Zoo to Elk Grove would provide unparalleled opportunities for EGUSD students.
My recent trip to Stone Lake Elementary School offers an illustration. They had a decked out trailer on campus with all kinds of activities and games to teach students about soil and agriculture, and it was thrilling to see how much the students' faces lit up while planting a seed or playing with different kinds of dirt. Now imagine that, but instead of a trailer, it's an entire Zoo full of animals and exhibits. The partnerships we could create for the benefit of students are almost too many to count. How cool would it be to have a pathway program in partnership with the Zoo!
But most of all, I think about the handful of students for whom this could be that critical opportunity. As an educator, I know that every student's path to a love of learning is different. My path started with animals at the Zoo, and I'm so excited that this will create an opportunity for some students in EGUSD to find their love of learning at the Zoo as well.
I know that you, as council members, have to weigh many factors, both administrative and financial, in deciding whether it is worth the investment of time and money to bring the Zoo to Elk Grove. As you make this important decision about the future of our city, I hope you will consider the enormous educational and enrichment opportunities that a Zoo would bring to our schools and our kids.
Personally, I think it's worth it, and I hope you will agree.
Yours Respectfully,
Michael

Honorable Mayor Singh-Allen and City Council Members,
On April 10, 2024, the Sacramento Zoo requested the Elk Grove Chamber of Commerce show support for the zoo relocation project to the Council. The request offered various formats to do so. This letter is our response to that request.
The Chamber is committed to supporting the business community and enhancing the economic prosperity in the city. The Chamber is guided by its public policy agenda, which recognizes that to maintain economic vitality and remain one of the most desirable communities in the region, we must focus on our infrastructure plan, transportation systems, reliable water and power sources, advanced communications and technology, and support a high-quality system of parks, recreation, and cultural activities. A forward- thinking and proactive approach is essential to remain competitive in our ability to attract and maintain jobs that are essential to our economic well-being.
In accordance with the public policy agenda, the Chamber supports opportunities for state and local funding of park facilities, including local and state bond measures. It is, however, essential that a careful review of costs and benefits be assessed, determined to be necessary and appropriate, and the project be fiscally responsible. When projects may result in higher taxes or fees for businesses or individuals, it is appropriate to apply deeper consideration.
We understand that the zoo project will be presented to the City Council on the evening of May 8th. The Council will determine the feasibility of the project, review the fiscal plan, and evaluate the prioritization of this project in relation to other infrastructure and opportunity projects. The Elk Grove Chamber of Commerce will support the decision taken by the City Council, provided such a decision aligns with the chamber's public policy agenda as described above.
We look forward to continuing our relationship with the City and the City Council and supporting the local economy in Elk Grove together.
Sincerely,

Dear Mayor Singh-Allen and City Council Members,
On behalf of the Sacramento Region Business Association, I am writing to express our support of relocating the Sacramento Zoo to Elk Grove. The potential move and expansion will provide numerous benefits to the region. The Sacramento Zoo has been an established attraction that has outgrown its currently location and this relocation will be a catalyst for new jobs, financial investment in the community, and development in the area. This includes $249 million in economic impact over 5 years and $425 million in one -time construction activity that would be captured onsite or within the City of Elk Grove.
We are excited about the prospect of an improved experience for Sacramento Zoo visitors that can revitalize the proposed location and its surrounding area. We commend your leadership in exploring ways to improve your city for your residents and urge you to vote in favor of this item when it is presented in Council on May 8th.

RE: Support the Zoo
Dear Esteemed Mayor, Vice Mayor and Council Members;
I am writing this letter to make sure that I take position on the matter of the ZOO, in Elk Grove. The reason this is super important to me, and Splash is that we are in the business of ensuring that children have a way to learn about the natural world as well as the plants and animals that live within it. At this current point the Sacramento, ZOO needs a new home, because it’s going to lose its accreditation for the Zoological Society due to space constraints at its current location in Land Park.
Although this project is going to be going against my beliefs in saving open space, at this point the land will be lost to development either way. We would far rather see it be lost to protecting the animals that cannot be released into the wild at this point. Also, for the educational benefits that so many of Sacramento’s students get to be a part of through the Zoo’s educational programs and field trips!
I support this transformative project for Elk Grove because the benefits to our community far outweigh the negatives on many levels. Education and outreach about how we can all be good stewards to our planet and the plants and animals that live among it is critical, it’s often at the Zoo where a child learns some of these lessons for the first time.
We are in complete support of the zoo project and look forward to being a part of conversations around native plants, watershed education exhibits, and plans to ensure the sustainability efforts at the zoo.
Thank you,

I am writing to express my enthusiastic support for the proposed New Zoo project in Elk Grove. As a resident of Elk Grove, I believe that having a world-class zoo in Elk Grove would be transformational for our community, and would provide educational opportunities, recreational activities, and economic benefits for the City for many years to come.
I reside in the Fallbrook

and I have been proud to call Elk Grove my
home for 27 years. I am excited about the prospect of having a zoo in our city and believe that it would enhance the quality of life for residents, businesses, and generations of families.
I have enjoyed many visits to the zoo, and have created and enjoyed countless memories and special moments with my grandchildren.
We
treasure the zoo as a family and look forward with excitement to having a zoo within the community in which we live.
It is evident that the current location of the zoo is no longer feasible
and the expansion plans that are intended for the zoo would significantly enhance the experience for the animals, staff, visitors, and the community.
I urge the you all to consider the many merits of this project, to give your support to the zoo’s relocation to Elk Grove, and to vote to move the project forward to construction.
A new zoo aligns with Elk Grove's commitment to fostering a vibrant and diverse community, and I believe it will contribute positively to our City's growth and prosperity.

I love the Sacramento Zoo!
I have a 4 year old granddaughter who has spent much of her 4 years at the zoo.
She has enjoyed the Children Programs, feeding the Giraffes, riding the merry go round and the train.
My husband and I have attended evenings listening to live music.
The
zoo staff is excellent.
They are friendly, knowledgeable and seem to enjoy their jobs,
A larger, modern zoo will offer additional space for more animals and additional activities,
I
live in West Sacramento and don't venture to Elk Grove often. The new zoo will offer opportunities to explore Elk Grove's restaurants
and all the shopping.
The New Zoo will be a
big boost to Sacramento and Elk Grove.

Dear City Council Members,
We, the Sacramento Area Fire Fighters Local 522, are writing to express our support for the establishment of a new zoo in Elk Grove. As representatives of various districts including the Cosumnes Fire District, we believe that a zoo would be a valuable addition to the entire Capital Region and would bring numerous benefits.
A zoo is not only a place for entertainment and recreation but also serves as an educational resource for children and adults alike. It provides an opportunity for individuals to learn about various animal species, their habitats, and the importance of environmentalism and conservation efforts. By highlighting endangered species and the importance of biodiversity, zoos inspire individuals to take action to protect our planet and its wildlife.
The City of Elk Grove has an opportunity to showcase its entrepreneurial spirit and be the first city in the United States to build a new zoo from the ground up in more than 30 years. As a family-oriented community with a top- ranked school district, the new zoo will contribute to the overall development and vibrancy of Elk Grove, making it an even more desirable destination for residents.
Furthermore, a new, modern zoo will stimulate economic growth and tourism in our region. It would attract visitors from near and far, generating revenue for local businesses and creating job opportunities.
We urge the City Council to support the proposed new zoo and take whatever steps necessary to bring a zoo to Elk Grove. We are confident that the zoo will enrich the lives of our residents and contribute to the growth and prosperity of the City and our region.
We look forward to a positive Council vote on May 8 and to a world-class new zoo and the many benefits it will bring.

Dear Mayor Singh-Allen and Councilmembers Suen, Brewer, Spease and Robles, This letter is in support of bringing the new zoo to Elk Grove.
We, Doris and George Loughner, have lived in Elk Grove since 1980. We are long-time members of the Sacramento Zoo, and, along with our children and grandchildren, have enjoyed visiting many, many times. The zoo is an entertaining place to visit, but it also has a significant educational value for children (and adults too). In fact, one of the reasons our daughter chose to become a veterinarian was from learning about the wide variety of animals at the zoo.
However, as we all know, the current zoo location has quite a few issues. It needs to expand to allow improved habitats for the existing animals and for introducing new species, following modern standards. There is a need for better accessibility and parking.
None of that is possible with the current space limitations within William Land Park.
If we (the people in Sacramento region) want a modern, state-of-the art zoo, it needs to be moved to a nearby area with enough land to create good habitat for a wide range of animals with varying needs.
The City of Elk Grove definitely provides that kind of area, while still being in the Sacramento region and accessible to all. The land is already available, and plans have been developed. Having the zoo located in Elk Grove will bring an economic boost to the city.
We enthusiastically support the new zoo in Elk Grove. We ask that you, the Elk Grove Mayor and Councilmembers, show the same support by voting to bring the new zoo to Elk Grove.
Sincerely,

To the representatives of the City of Elk Grove,
I have lived in Elk Grove for 20 years, the past 14 at in District 4, and there have been some exciting projects as the city has continued to grow, but none of them has been so exciting as the possibility of an amazing new zoo! I one hundred percent support the Elk Grove zoo project!
I’ve been a frequent visitor of the Sacramento zoo since I first moved here and have had the opportunity to share the experience with my 8-year-old daughter and 10-year-old son. My daughter is already telling me her first job will be at the new zoo!
The positive impacts of this new zoo project are nearly endless and include creating a grand tourist attraction in Elk Grove, numerous job opportunities, numerous educational opportunities for kids to learn about conservation, habitat preservation and the effects of climate change on animal species around the world, and adding another local attraction for those who live in Elk Grove.
I ask the Mayor and Councilmembers to support the zoo’s relocation and expansion. As a community we cannot pass up this wonderful opportunity!

Dear Mayor Singh-Allen and Council Members:
I am writing in strong support of the new zoo project proposal in the City of Elk Grove. Introducing a world-class zoo presents a great opportunity for the City and the Sacramento region. It will serve as an economic catalyst and a significant part of greater global conservation efforts.
The new zoo project is more than just a regional attraction. It has the potential to ignite a ripple effect, spurring the development of enhanced recreational and civic facilities, fostering economic expansion, promoting sustainability, and creating a harmonious relationship between people and nature. The establishment of the envisioned new zoo will not only provide immediate economic stimulation during its construction phase but also ensure sustained economic growth, thereafter offering ongoing support to the local economy. Projections suggest the creation of 395 jobs and an impressive total economic impact estimated at $249 million, underscoring the project’s significant financial benefits.
This project will pave the way for innovative new collaborations, deepen existing partnerships between the public and private sectors, find solutions to conservation issues, and provide a dedicated educational space for visitors and students alike. The partnership with the top-ranked University of California, Davis Veterinary Science program further proves this collaborative effort to shape and inspire actions toward our conservation and preservation goals.
I strongly support the new zoo project and greatly appreciate the City of Elk Grove’s long, unwavering leadership and support. With demonstrated commitment, the City of Elk Grove is poised to introduce an unparalleled zoological experience to the Sacramento region, setting a new standard for wildlife parks that will endure for generations.

May 8, 2024 Mayor Bobbie Singh-Allen Mayor and City Council City of Elk Grove 8400 Laguna Palms Way Elk Grove, CA 95875 Re: Item 8.2 – The New Zoo at Elk Grove Project Dear Mayor Singh-Allen, I am writing to you as the Business Manager of the International Brotherhood of Electrical Workers (IBEW) Local 340, representing a dedicated workforce that is integral to the development and maintenance of infrastructure within our community. Our members are highly skilled professionals who contribute significantly to the growth and enhancement of our local environment, both through their labor and their engagement with community initiatives. The City of Elk Grove is considering the approval of a significant and beneficial project – the construction of a new zoological park. After thorough review of the project's details and its anticipated impacts on our community, I am compelled to express our strong support for the New Zoo at Elk Grove Project (SP0009). This project is not just a development; it is a vision for a more vibrant, educated, and economically thriving Elk Grove. The comprehensive planning and thoughtful consideration given to its potential impacts and benefits are commendable. The zoo is anticipated to significantly enhance our local economy by creating jobs, stimulating local business growth, and attracting visitors from outside the area, which in turn supports a wider range of economic activities. The proposed zoo will serve as a pivotal educational resource, providing invaluable learning opportunities about wildlife conservation, biodiversity, and environmental stewardship. By fostering a deeper understanding and appreciation for the natural world, the zoo will enrich our community's cultural and educational landscape. Furthermore, the project's commitment to sustainability and environmental sensitivity, as outlined in the staff report, aligns with the values and priorities of our members. The integration of green spaces, conservation programs, and innovative design reflects a forward-thinking approach to development that respects our planet and its inhabitants.
The IBEW Local 340 is particularly supportive of the project's potential to create high-quality, skilled labor jobs during the construction phase and beyond. The involvement of local workers in building this landmark project will not only ensure its success but also contribute to the economic well-being of those who call Elk Grove home.
In conclusion, we urge the Elk Grove City Council to support and approve the New Zoo at Elk Grove Project. This project represents a unique opportunity to make a lasting positive impact on our community, its economy, and the environment. Let us embrace this chance to create a legacy that will be cherished by future generations.

Dear Mr. Lindgren,
Please accept and record our hearty endorsement of the proposal for a New Zoo to be considered at tonight's City Council Meeting. We have copied all City Council members hoping for a unanimous approval of the New Zoo proposal.
Judy Parker has been a docent at the SacZoo since we moved to Elk Grove in 2013. She and I know that a new, larger facility is needed to provide the habitat requirements for a more robust zoo population, as well as a better venue to educate more visitors about the preservation of species. We have been as generous as we are able in our donations to support the current zoo, and to provide funding for the New Zoo. As you know, the project will bring significant benefits to the City of Elk Grove in terms of employment and revenue.
City Council Members, please accept our support for your approval of the New Zoo proposal tonight.
Thank you,
Dave and Judy Parker

Subject: Input on the proposed New Zoo at Elk Grove project

Councilman Suen,
I’m emailing my support for the New Zoo at Elk Grove project coming before the City Council tonight.
I graduated last night from the Elk Grove 101 program, and as part of that program I received a considerable education in how the city is managed, including its finances.
I have reviewed the zoo project information, including the full version of the finance plan, and have two key thoughts:
1. Financially, I believe the city can handle its proposed role in the development of the zoo and its infrastructure.
2. Having the zoo in Elk Grove would be an incredible asset to the city and the region.
In the 28 years I’ve lived in Elk Grove, I’ve seen some wonderful projects come to fruition, including incorporation, Morse Community Park, the Barbara Morse Wackford Community & Aquatic Complex, Old Town Plaza, and District56.
All have contributed to the wonderful quality of life we currently enjoy in our city.
The zoo would be incredible, possibly world-class, additional amenity, a significant next step in the development of Elk Grove.
I fully support the project.

Dear Mayor Singh Allen & Council Members,
I am writing to express my enthusiastic support for the establishment of a new zoo in Elk Grove. As President of the Elk Grove Unified School District's Board of Education, I firmly believe that a zoo would bring numerous benefits to our community, providing incredible and unique educational opportunities for our students.
First and foremost, a zoo would serve as a valuable educational resource for our schools. It would provide our students with hands‐on learning experiences in biology, ecology, conservation, and other scientific disciplines. By engaging with live animals and interactive exhibits, students would deepen their understanding of the natural world and develop a greater appreciation for biodiversity and environmental stewardship. A partnership between the Elk Grove Zoo and Elk Grove Unified has the potential for the development of college and career pathways including internship opportunities for our students.
Having a zoo in our community would promote community engagement and foster a sense of civic pride. It would offer families a recreational and educational destination where they can come together to learn, explore, and connect with nature while making memories. Additionally, a zoo could serve as a venue for community events, volunteer programs, and outreach initiatives, further strengthening the bonds within our community.
In addition to its educational and community‐building benefits, a zoo would also have a positive economic impact on our community. It would attract visitors from near and far, boosting tourism and supporting local businesses.
Moreover, the construction and operation of the zoo would create jobs and generate revenue for our city, contributing to our overall economic vitality.
While I understand that there may be concerns and considerations surrounding the establishment of a new zoo, I am confident that with careful planning and collaboration, these issues can be addressed effectively.
I strongly urge the City Council to approve the proposal for a new zoo in our community. I believe that it has the potential to be a transformative asset that will enrich not only the students of EGUSD, but the lives of our residents for generations to come. Thank you for your attention to this matter, and I look forward to the possibility of developing a partnership between EGUSD and the Elk Grove Zoo.
In partnership,
Gina Jamerson

Dear Elk Grove City Council Members-
I want to voice my strong support for the zoo project in Elk Grove. I am very excited at the prospect of having Elk Grove be the home of this new zoo project.
I am a local REALTOR, living in Sacramento and selling homes and have clients throughout the region. I am sure that a project of this scope will be amazing draw for Elk Grove and will bring people in from surrounding areas. Elk Grove is a central location for areas in all directions and will pull visitors from the central valley as well as Sacramento, Yolo, El Dorado, Sutter-Yuba and Placer counties. This will be an economic boost to the area and will bring much deserved recognition and development to our area.
This is a once in a lifetime opportunity with years of benefit to the community. I believe this is on the same level as having the Kings, River Cats, A's and MLS Soccer in our region. I thank you all for your consideration in bringing the project to this point. Thank you so much for your time!
Best Regards-
Linda
