The Path to Humanity
Dear Manager Christal Love-Lazard,
I'm writing to the City of Elk Grove to propose a plan to decrease Poverty, improve Public Safety and Improve Equality.
The program is designed to be self-funded with no tax payer money or grants.
This program addresses important issues such as,
Poverty
Housing, mental health, employment, rehab services, prevention etc.
Public Safety
Safety, Staffing, equipment, crime prevention, outreach, gun exchange program etc.
Equality
Reparations, forgivable business loans, forgivable student loans, funding for new jobs for minorities and
community improvement.
I.C.A.R.E
This allows The City and the community to unite and provide support like never before.
I- International support for those in need
C- Current Needs. (Food, Water etc.)
A- Anticipated Needs. (Medical supplies, legal support, medical personnel etc.) R- Rebuild. We can't leave the civilians to live in refugee camps and rubble. We can rebuild infrastructure, houses and hospitals etc.
E. Elevate. This will provide lasting change and prevent future suffering. The people can move on from
their tragedy quickly as well as be protected from further harm.
This program is not about picking sides. This is about saving lives. Once set up we can shift attention from one event to another and provide real time lifesaving resources.
Phase 1 of the program would be funded by selling special advertisements and/or sponsorships that can
be placed around the County. Some examples of how the advertisements and sponsorships may work
include:
This Program is funded by two sources, business and public.
The Path to Humanity
For $40/month businesses can participate in the program of their choice. They will get the sticker to display and the ability to participate in the discount card program. (Exp. Free Soda with any meal) (Think
of this process like how Yelp Etc. This helps the community instead of a corporation) The public can join the program and they get the sticker to display and the discount card to use at participating businesses. The Program Administrator can handle the sales and coordinate with the discount card provider. The Discount card provider will handle membership including merchant agreements and all back-end management. Reports will be available at any time and payments will be
sent to The City biweekly.
This is an 8-phase program, this part is intended to get the program up and running. The other phases
require a lot more discussion and input. All phases are funded without taxes or grants.
This program can be managed with the help of nonprofits and community members. This can be done
in a similar manner that general contractor's sub-contract to Sub-Contractors. This is done not only for
efficiency but also specialty. Why recreate the wheel? The Program Administrator can take care of most
tasks at your discretion. Including coordinating 3rd party providers, nonprofits etc. The goal is to prevent
city staff from being overwhelmed. You can bring in non-profits like the Salvation Army. If needed, this can be rolled into a B.I.D or whatever process is needed to conform to any policies, laws or legal restrictions the City may have.
I am not a non-profit. I'm a retired Firefighter/Paramedic. I created this plan because I'm tired of people
suffering and dying. Any parts that you would like to modify we can do that. I am easy to work with and
I'm very open minded. I Will volunteer my time to help run and manage the program. Whatever the City
needs I will be available.
Overall, this proposal aims to address important issues facing the communities need for improved services and solutions for the community. By creating a dedicated funding source, we can work towards
creating a better and more equitable for all residents.

What is the Path to Humanity?
It's a concept to create funding for local communities to solve the issues that plague them.
Is The Path to Humanity a nonprofit?
No. This is a plan that the local Cities/nonprofits can use to make things better.
There are no bylaws or other red tape dictating how the plan can be implemented. Look at it like a tool box, use what you need when you need it. The goal is to help.
What will it cost to roll out The Path to Humanity?
This plan is created to generate funds to solve current issues. It's built to generate money, not cost money. There are no fees or any payments to Travis Castle.
What is required to roll out the program?
1. Agree to start the program.
2. Determine how like to roll out the program. (Start with discount cards only, full phase 1 etc.)
3. RFP the discount card provider and/or business membership provider. (They will manage the customers, business outreach, sells and distribution.)
4. Set up accounts to accept checks from RFP program provider(s).
5. Determine how the money is spent.
6. RFP/sub contract tasks to nonprofits.
7. Distribute funding for agreed upon projects.
8. Review process and make adjustments. (See Flow chart for example) How will this program be managed?
There are many options. The goal is to get the help in place so anything can be adjusted.
One option would be-
Nonprofit becomes the Program Administer, they form an agreement with the government entity (City, County Etc.) and then they help manage the program.

increase efficiency. Other cities can join the program and create a unified front to produce immediate change with continuous secure funding.
Why should nonprofits support The Path to Humanity?
• You can add your input on how the program is rolled out. • You can improve the community rapidly.
• You can expand your services.
• Your nonprofit can help manage the program.
• Your nonprofit can get access to the funding the program generates. (Under the RFP)
• You can lend your expertise to create everlasting change.
Why should we do The Path to Humanity?
This program is built to solve major issues that our communities face from Poverty-Equality. Currently the Cities and local communities are heavily dependent on outside funding such as grants. This provides stable funding without depending on increasingly unreliable grants.
What are the concerns with depending on Grants for funding? Grants require-
• Writing a grant takes time and resources.
• The expense of hiring grant writers or training staff to write grants. • Managing a grant takes time and requires specialized oversite. • Accounting for the grant takes time and staffing.
• Difficulty in identifying the abundance of funding stream. • Most grants have tight deadlines.
• Grants are very specific and rigid.
• Grants are not guaranteed.
• Grants are harder to get (The state is in an estimated $78 billion short fall). • Since the state is heavily dependent on capital gains tax, the budget is unpredictable.

• With the passing of Prop 1 and the current state budget short fall, it's unclear how current grants will remain funded.
Is The Path to Humanity a political movement?
This is a movement to improve current issues in a bipartisan manner without the use need for taxes or grants. The people choose what they want to support, nothing is forced on them. The goal is to solve common issues quickly. We can have immediate progress and everlasting change.
Businesses are struggling, how can we expect a business to give anything else? Businesses are always looking for an advantage. This is why they use for profit listings companies, adds etc. The current listing agency charge $400- $1,500/month to simply be listed. At $40/month businesses can have a larger impact visually as well having a direct improvement to the cause of their choice. If a customer is passionate about improving Equality and they see that a business also supports that cause, they will be more likely to support that business.
Therefore, helping others becomes profitable.
What would we have to do to start the discount card part of the program? Normally your organization would require the cards to be bid on in an RFP process. There are many local providers that already have businesses that currently donate discounts for their card program and current customers that purchase the cards. The winning company can manage the whole program with their existing program. They will provide all required information and distribute the checks to you. Then you can determine what to do with the money.
What would we have to do to start the business membership part of the program?
This is very similar to the discount cards,
1. RFP to provider.
2. They contact their current customers and add them to our program.
3. Fees are paid and stickers are distributed.
4. New businesses are added to program.
5. Money is sent to Program Administrator/Program Treasurer and the funds are distributed as outline in the agreement that established.
Overview of Virtual Fundraising cards
All fundraising cards are on the app MoneyDolly and will be purchased thru the app using Credit/Debit cards, Apple pay, Google pay.
Invitations to purchase fundraising cards are sent via text messages, email messages and links on social media. Discount offers will be available via MoneyDolly app on phones similar to the picture below. All merchants will honor discounts on MoneyDolly phone app. Discounts can be continuous use and restricted number of uses during the year. Merchant offers can be added anytime during the year at groups discretion.

Reports are available at anytime during the fundraiser. Profit checks will be sent out within 10 days of fundraiser ending. Profit is 70% of all money paid for Virtual Fundraising cards. Cards are to be sold for either $20 or $25 each.
