[EXTERNAL EMAIL]
Dear City Council Members,
I am a prospective applicant for the Historic Preservation Committee of Elk Grove. I am highly interested
in the opportunity to be a member of the Committee. I have a bachelors in Architecture, Masters in Urban Planning and
a Masters in Real Estate Development.
Having spent 10 years in the field of Architecture and Land Use I believe I can bring all my experience and learning to a great cause here.
I understand
the Historic Preservation committee
holds a very special place in
defining the character and fabric of a city. Elk Grove is a great blend of different communities and has seen immense growth , especially in the last 4 years. Amidst all the potential growth it is imperative to hold the
city's history and character not only for
present but also for our future generations and I would be grateful
if given a chance to be
a part of the committee
that helps in doing so.
With Regards,
Shveta Dalla

Good Evening, My name is Taj Louis, a current candidate for the Elk Grove Youth Commission’s Program for the 2024 - 2025 School Year.
The purpose of my email, is to let you know that unfortunately I am unable to make come by to the City Council meeting tonight at 6pm, due to a recent family emergency with my Grandfather passing away last night. Being apart of the Elk Grove’s Youth Commission team is an absolute dream, and I have been in touch with multiple council members with one including Mr. Vice Mayor , Rod Brewer at a previous EGUSD Student Equity
meeting, as well as Ms. Femi, the current head advisor for the Elk Grove Youth Commissions program, and other current Youth Commissioners who have been encouraging me throughout the whole application process. If possible, I would greatly appreciate it if my application was still recognized, and considered during the meeting.
COPY OF MEETING SPEECH:
Good Evening Mayor, Vice Mayor, and members of
our City Council. My name is Taj Louis, a rising senior soon to graduate from Monterey Trail High School in
Elk Grove and I am a candidate for the Elk Grove
Youth Commission’s program. Currently, I am one of
the most involved students in my school. I do
community service and volunteer work throughout
different programs in the Elk Grove, Sacramento, and
the Davis area, and along with that, I Have been a part of the Elk Grove Unified School District student voice
committee and currently serve alongside the Elk
Grove’s Board of Education President and Trustees as
the Monterey Trail High School student representative
for the past year, with me rising into my second year
with my position.
As for my extracurricular activities on campus, some
may say I am extremely busy, and have “too much on
my plate”. While I see it as my growth from how much
I've grown as a student leader on my campus and
community. Now, really quickly I am going to read off
a list of my extracurricular activities that showcase my work ethic, leadership, diversity, and most importantly my love for my community and helping others.

First student in the Elk Grove District to receive a
personalized Proclamation award by the President
of Cosumnes CSD
(Community service includes working at animal
shelters, food drives, clothing drives, hosting
community youth events for African American
Students, and more.)
Being able to have the opportunity to be appointed for
all of my council positions, has shown me how much I
love helping my community, and being there and
knowing I am an incredible youth leader in my
community. Most would say I get my love for activism
and community awareness from my Black Child
Legacy mentor, Christopher Clark, a current trustee for Area 6 within the Folsom Cordova Unified School
District as well as the current Adult Director for all
Youth Programs within the Greater Sacramento Urban
League program. I have constantly looked up to
Christopher all my life and he always reminded me that
as I continue to grow up I will continue to do great
things, and I thank him the most for that constant
reminder.
If given the honor to serve alongside our city council on the Youth Commission, I pledge to bring the spirit of
active listening, engagement, and responsibility. I
promise to represent my school as well as staying
involved as much as I can in any way possible. Thank
you all so much for this opportunity, and I greatly
appreciate your consideration.
Sincerely,
Taj Louis ; Monterey Trail Region

As a young teen, I am also affected by common issues that a lot of teens face in their day to day lives. I feel that a lot of teens, like me, have extensive amounts of excitement and motivation during the beginning of every school year with the vast amount of school and community events to look forward to; however, as the year goes on, the less events there are. I and a lot of my friends commonly lose motivation as the school year progresses due to the decline of fun and engaging school and community events to look forward to- creating a seasonal “slump” which can be avoided. I intend to fight against this slump and do whatever I can to support the youth of my community. As a member of the Youth Commission, I aim to create innovative programs to tackle the year long school slumps. Why should the fun die down after just the start of the year? It shouldn’t. This is just one of many problems in our community and school system as a whole that can be fought against and fixed. I will do whatever it takes to dedicate myself to solving these problems and find a solution not only for me but for all my peers, underclassmen, upperclassmen, and future generations.
Depression rates have skyrocketed and the mental health of youth in our area has substantially plummeted since the start of pandemic. In a report done across the world, 46% of people reported having less motivation to do the things they once enjoyed. Although this is just a broad overview of th e
world, I’ve notice it happen in our very own local community. I remember that when I was ten, I would go trick-or-treating on Halloween and the streets were alive at 10PM with kids happily going up and down the houses that were decorated with lights and other various spooky inflatables trying to maximize their candy collection. ow at 15, the same neighborhoods I used to go to now have maybe a
only a few groups of kids and half of the houses didn’t participate in the yearly tradition with their lights turned off- signaling for us to keep walking. This is just a singular example out of a multitude of traditions that have lost their way in the youth of our community. It is not just about how depression rates have increased since the pandemic, it is about how our community as a whole has lost our spark and that is rooted in the youth. What our community needs is a better pool of activities, events, and resources specifically marketed towards kids and teens with an strong emphasis on “marketed.” As a teen myself, it’s so hard to find out about current news and events going on unless you know the right people and that puts a huge part of the community at a disadvantage if they don’t have the right “ins.” I wholeheartedly want to fight for a solution that will both provide equal resources and bring the soul of key traditions back to the youth.

I strongly recommend the creation of more programs and collaborative spaces for the youth to bond and gain new experiences whether that’s from working or learning something new along with more exposure and access to these opportunities. Implementation of this program may include establishing partnerships with local schools that encourage group collaboration and thinking such as Entrepreneurship brainstorming, mental health de-stressing sessions, and even CPR training. However, just establishing these programs won’t be enough, I also strongly recommend initiatives that expand the reach of these new programs and make them more accessible to all. Many students and youth in general would feel so much more supported knowin g
that there are so many resources available for them and people to support them. These initiatives would give the youth something to look forward to in the near future, fostering a more positive and empowering environment.

Yes, I recognize and understand the importance of my full participation as a Youth Commission member. Most of my extracurricular activities and schoolwork can very easily be scheduled and worked around meetings as well. My priority lies with my commitment to being apart of the Youth Commission.

The initiative would include engaging and interactive lessons on healthy coping mechanisms, the effect of social media on mental health, and strategies to reduce negative feelings and behaviors associated with modern day challenges.
I am able to communicate with my coaches and teachers about my commitment to the Youth Commission.
I want to start an intiative within schools that addresses the issues youth face today.
This can take the form of a required class or a prolonged lesson taught each school year.

I assumed the responsibility of supervising and caring for children during church functional events. This role demanded exceptional organizational and interpersonal skills, allowing me to cultivate a strong sense of leadership and community engagement.
I am eager to join the Elk Grove Youth Commission to actively contribute to the betterment of our community and to represent the perspectives of our youth. My experiences in leadership roles, such as serving as the Associated Student Body (ASB) Treasurer, have instilled in me a passion for civic engagement and a commitment to service. I am particularly motivated by the opportunity to collaborate with other young leaders to address the issues facing our peers and to develop initiatives that foster a supportive and inclusive environment.
The most pressing issues affecting youth in our area include mental health challenges, such as stress and anxiety, often caused by academic pressures and social media. Educational disparities also hinder equitable access to resources and opportunities. Additionally, there is a need for greater youth engagement in local governance to ensure their voices are heard in decision-making processes. Addressing these issues is essential for fostering a supportive and thriving community for young people.

I recommend expanding mental health resources in schools to provide better support for students dealing with stress and anxiety. Additionally, creating more platforms for youth engagement in local governance will empower younger people to have a voice in decisions affecting their lives. Lastly, increasing awareness and prevention programs for substance abuse can lead to healthier choices and lifestyles.
I am a strong believer in school-work balance. By this, I understand what I am signing up for and I'm capable of being on this commission as well as my other extracurricular activites.

I would like to bring my experience, passions, and best qualities to help serve the youth of my community. I wish to make the youth council well recognizable amongst the youth of our community, making it much easier to plan events, connect with the youth, and collect data that the Elk Grove Council can use towards making youth-relating improvements in our community. I would also love to be able to make mental health services be more accessible to our youth as well as increase youth involvement opportunities around Elk Grove.
I believe one of the issues that greatly affects our youth is mental health related issues. These stem from a variety of reasons and isolation and lack of social connect during the COVID 19 pandemic likely contributed to the rise in the mental health crisis. I hope to contribute towards reducing the mental health burden in our youth by creating more connected and empowered youth.

TO WHOM IT MAY CONCERN:
I am pleased to write this letter of recommendation for Anoushka Vyas, a former student in my English Language Arts class. Anouska and I have worked together during her Freshman Year of High School in our English Honors 9 course, spanning 4 quarters. Anoushka is a dedicated, organized, and hardworking student who would make a great addition to the Elk Grove Youth Advisory Council. She is consistently prompt, pleasant, and hard working and a natural leader in any situation I have witnessed.
Throughout her time in my class, Anoushka has shown her dedication to learning and growing by revising any work in which she was not satisfied. Committed to not just passing her classes, Anoushka works hard to ensure that she understands the material and earns a grade that demonstrates her learning. She has never neglected an opportunity to conference with me to discuss the merits of her assessment feedback and this has demonstrated consistent commitment to academic growth and resilience as a student. As a natural peer leader in her class, she has demonstrated her willingness and ability to interact and engage with a wide variety of peers, has mitigated stressors of working in groups and toward challenging goals, and is forthright in her intellectual curiosity and ethics. This commitment to personal growth and learning would translate to abilities to effectively flourish as a Council Member . I highly recommend Anoushka, as she has proven time and again that she is hardworking and reliable.
Lastly, Anoushka has shown me her perseverance by tackling the challenges that come with juggling rigorous academics and extracurricular engagements. Anoushka participates in various campus-wide engagements while also seeking to maintain her academic excellence in all her coursework. It is inspiring and further aids in my full-throated support in her candidacy.
Please do not hesitate to contact me with any questions you may have via email.
Thank you,
Michael Hutchings

GENERAL PUBLIC
COMMENT
CITY OF ELK GROVE
JULY 24, 2024 REGULAR
MEETING
From:
To: Jason Lindgren
Subject: General Comment for City Council Meeting 7/24/2024 Date: Wednesday, July 24, 2024 3:12:22 PM
[EXTERNAL EMAIL]
My name is Maryann Simpson and I have appeared before City Council in the past. I am unable to appear this evening in front of City Council, as I am tending to a family member that has suffered a heart attack. I am sending this email for general comment.
There are two separate issues
that I would like to bring up.
The first is regarding the Fourth of July and the continuing use of illegal fireworks. I am disappointed as nothing has really changed.
I tried to report 2 (two) different incidents on the fourth regarding illegal fireworks. The first location I reported, the dispatcher told me she got two different complaints previous to mine and she stated someone would be out shortly. Although my information was taken, I never received an incident number, which I didn't know I should have received. The next day I called in and asked about it, at which time after checking their records, I was told they had no record of it whatsoever for that area. If they had gone out it would have been extremely obvious what was happening and the exact house. The second location I reported, they texted me an incident number.
What had gone on at that location continued on for hours. I called in again and was told they couldn't find the location. I had previously told them where it was, and after talking with this second dispatcher, I found out that they did NOT go completely down the street to where it was located and where I told them.
The impression I have received is that the police won't bother with illegal firework calls and that they won't cooperate with code enforcement. Sadly, I am getting the impression I can't trust the EGPD.
In addition to reporting, there is a serious issue regarding the Valley Hi Country Club and their use of what could be deemed illegal fireworks. The Country Club shoots off extremely loud fireworks on both July 4th AND July 5th. I called into EGPD and asked about this, and the dispatcher kept apologizing for it, which lead me to believe others must have complained. It was my impression they are allowed a special exception.
What I would like to know, is why are they allowed to do this and no one else is? Why are they allowed a special exception? They are next door to a senior care home, why is that allowed? As to all this, the general public is NOT invited (like at Elk Grove
Park) and locked out of the area, which results in people stopping in lanes of traffic down Elk Grove Blvd and creating a dangerous situation. This is all in regard to 6.32.150 general noise regulations. I don't feel this is fair in any way for the surrounding residents and this should be stopped.
Also, where is the statics regarding the citations for use of illegal fireworks??? the other Cities came out with theirs. I asked last year for the statics and was told they would come out soon, but I never did see them. If you have them, the general public is not seeing them. Why are you keeping this a secret? It looks like you're hiding something.
My second issue that I would like to bring up to Council, is regarding your Budget Project items. You decided on taxing the Laguna Ridge area CFD (Fund 344) for the payment of the new Zoo (along with the Poppy Ridge CFD (Fund 343). The Laguna Ridge area includes the 55+ community of Glenbrooke. That community has people who are elderly, retired and on fixed incomes. Why do these people have to pay for the new zoo, especially since most won't be going there? There are other Senior complexes and Care facilities within that area too. Why are you burdening the Seniors with these new taxes, when many other residents within the City will be using the Zoo? I see no other taxation, but just these two areas (to pay for the Zoo).
Why are
you NOT taxing other residents within the City? It appears you are decimating against the elderly. Glenbroooke existed well before many other businesses and residences.
So why are you not taxing ALL the new homes, instead of the Senior complexes and communities??
I would appreciate it if you can look into the above stated matters and respond. I will be online viewing the meeting as I can, considering my situation.
Thank you for your time,
Maryann Simpson
