corridor arrays over the bike path portions of roadways to reinforce safety, provide shelter from the elements, and improve the power grid.
Council Member Spease believed VMT could be alleviated through regulations expanding work from home options for state workers, and noted his preference to have more trash receptacles at bus stops throughout the City.
The City Council deliberated on the matter, and voiced support for described actions to decrease VMT through implementation of the Bicycle, Pedestrian, and Trails Master Plan (and improve bicycle safety), supporting electric bike incentive programs, and coordinating efforts with Sacramento Regional Transit and businesses to improve transit services and consider development of a Transportation Management Agency. The City Council recognized state regulations regarding zero emission goals would continue to change, and noted a preference to encourage conversions to electric but not mandate conversions or prohibit options. In areas where conversions were an option, it was recommended to partner with regional agencies to encourage use of incentive programs, and to consider opportunities where the City could augment with funding in areas not covered by existing programs (noting preference that funding programs focus on Elk Grove residents, projects, and businesses) . For any consideration of new regulations, the City Council preferred extensive stakeholder outreach, raising concerns to balance costs in relation to use and readiness to convert to electric, and consider first providing electric readiness and portability in order to adapt to the changing electric provision environment. The City Council also noted on-going efforts and programs throughout the region currently available, pending actions with Sacramento Regional Transit regarding the SmaRT Ride application and formation of Bus Rapid Transit services, awareness participation events such as Week Without Driving (to consider during the observance week at the end of September alternatives to driving), and workshops being held including the Sacramento Metro Advocates for Rail and Transit event visioning for transit in Elk Grove going into the future.

RECOMMENDATION
Discuss and consider whether to increase Councilmember salaries, based on recent state legislation.
With the aid of a visual presentation (filed), Jonathan Hobbs, City Attorney , provided an overview of the staff report and recommendation.
PUBLIC COMMENT:
Steve Lee and Kathy Lee believed the council positions were public service, and members should consider donating any pay received. The speakers did not oppose offering a salary, voicing preference if pay increases were considered that they be reviewed annually and at a scale around 5%, but were opposed to making an immediate transition to the full amount allowed under recent legislation. The speakers believed the total compensation should be reviewed when looking at a salary increase (including payments for benefits, pensions, travel, and any additional stipends for service on regional boards).
Elk Grove City Council

The C
ity Council deliberated on the matter, describing their individual experiences and time commitments in serving on the council, noting the salary had not changed since 2012, inflation had driven costs up, and state legislation allowed for an increased salary to incentivize diversity of individuals seeking office.
