REGULAR AGENDA ACTION ITEMS / RECOMMENDATIONS
Agenda Item No. 9.1 : C onsider a resolution authorizing the City Manager to execute a contract with The Gathering Inn to provide year-round homeless shelter operations, with a total contract value of $4,578,137 over a term of three years, or other amount directed by the City Council (CEQA Exempt).
RECOMMENDATION
Receive information from staff and adopt a resolution authorizing the City Manager to execute a contract with The Gathering Inn to provide year -round homeless shelter operations for a total contract value of $4,578,137 over a term of three years.
With the aid of a visual presentation (filed), Sarah Bontrager, Housing and Public Services Manager, provided an overview of the staff report and recommendation.
PUBLIC COMMENT
Leigh Cobb, Debbie Schoenshoefer , Mark Hedlund , Gina Pernetti , Lynn Wheat , Nick Golling, and Keith Diederich spoke in support of the staff recommendation.
Kristina Albright expressed disappointment at the cost of the project, believed the process of site selection was conducted in secrecy and bypassed community input, and there was not clarity from staff during the outreach meetings on the full programming of operations at the site. Mrs. Albright sought a commitment for open discussions on the selection and placement of the permanent shelter with the community, for the City to seek more opportunities for community input, and to consider creation of an appointed board regarding homelessness in the community.
The City Council deliberated on the matter, noting that timing restraints to identify a location, and the time to prepare a site prior to winter , truncated timeframes for the selection of the homeless shelter. The City Council expressed commitment for e arly outreach with the community for the evaluation and selection process for a permanent shelter location, and encouraged residents to volunteer and view the model of the year- round homeless shelter and continue to engage in the discussion.
Council Member Spease suggested as discussions with the community commence for the evaluation and selection process for a permanent shelter location, to use a process to evaluate potential sites based on agreed upon attributes and objectives, consider options for sizing of a facility including evaluation of utilizing smaller sites spread across City, and to not over concentrate facilities in only one area of the City.
Motion: M/
S Robles /Brewer to adopt Resolution No. 2024-183 authorizing the City Manager to execute a contract with The Gathering Inn to provide year -round homeless shelter operations for a total contract value of $4,578,137 over a term of three years. Elk Grove City Council and Elk Grove Finance Authority
Regular Meeting, September 25, 2024
RECOMMENDATION
Receive information and then introduce an ordinance amending Elk Grove Municipal Code 2.04.010 to increase Council Member salaries.
With the aid of a visual presentation (filed), Jonathan Hobbs , City Attorney, provided an overview of the staff report and recommendation.
PUBLIC COMMENT:
Lynn Wheat displayed calculations of what she believed would be the salary and benefits for the city council if the item was approved at the full amount of $2,550 per month , and she believed the City should create a mechanism to conduct evaluations of members of the city council.
Council Member Spease noted his initial comments raised on the matter at the August 28, 2024 regular meeting, and added that he was uncomfortable on the timing that the proposal moved forward, and held reservations that if the pay increase process for the council deviated from what was conducted for staff, that could have a detrimental effect on future negotiations with labor groups. He noted he could support an increase based on accumulated annual inflation of the 2012 rate of $800, noting over the period of 2012- 2022 that cumulative percentage increase was 27.47%, but beyond inflation adjustments he would not support any higher increase as he did not view that the scope of work of being a member of the council had changed to warrant any further change. Mr. Spease suggested consideration of a citizen committee to review council member performance and to recommend pay increases.
The City Council deliberated on the matter and by consensus voiced support to adopt the full amount of $2,550 per month under the action of the ordinance.
Motion: M/
S Robles/Brewer to introduce Ordinance No. 15-2024 amending Elk Grove Municipal Code 2.04.010 to increase Council Member salaries . The motion passed by the following vote: Ayes: 4 (Singh-Allen, Brewer, Robles, Suen); Noes: 1 (Spease);
