Elk Grove City Council
Regular Meeting, November 13, 2024
Mayor Singh-Allen declared the public hearing open.
PUBLIC COMMENT:
Lynn Wheat believed the work on the revisions to the Old Town Special Planning Area had been delayed since the process commenced back in 2019, and she raised concern if alternative plans were being contemplated to set in motion changes to the character of the area, as she had observed recent real estate transactions in the area.
Peggy Forseth-Andrews requested continuation of the item to provide time and allow the item to first be reviewed by the Historic Preservation Committee, as well as presented to the Old Town Elk Grove Foundation.
Mayor Singh-Allen declared the public hearing closed.
In response to questions by the City Council staff noted : 1) traditionally design related issues and the form of buildings were matters taken for review by the Historic Preservation Committee (HPC), to date processes have not taken land use table amendments to the HPC, 2) there were inquiries regarding if there would be expanded availability of the Conditional Use Permits (CUPs) relative to bars, breweries, wineries, and brew pubs, but no new applications had been received, 3) currently a Project would be subject to review with applicants through the Crime Prevention Through Envir onmental Design (CPTED) Program to create safe and secure environments, but the Police Department was evaluating formation of districts that were police specific as entertainment growth increases in the City, and 4) a CUP provided an enforcement mechanism by the City for compliance, but o ther operators in the area of Old Town had access to permitted uses under differing allowances of different agencies which could complicate enforcement for compliance.
The City Council deliberated on the matter, indicating support for additional CUPs, but wanted time to allow review of the CUP proposal with the HPC and to present the matter to the Old Town Elk Grove Foundation. The City Council discussed safety comprehensively in the area, noting that as the area expands nightlife offerings it was desired the area remains a safe environment and to consider safety elements (such as increased lighting, roadway and pedestrian safety, rideshare options, security, operational compliance, additional police patrols, cameras), and have returned how a safety and security plan c ould be implemented comprehensively as an area, and not solely about specific business locations.
Motion: M/
S Suen/ Brewer directing review of the ordinance amending the Old Town Special Planning Area relative to bars, breweries, wineries, and brew pubs to the Historic Preservation Committee, presenting the item to the Old Town Elk Grove Foundation, and to continue the matter along with discussion of a safety and security plan to the regular meeting of February 12, 2025 . The motion passed by the following vote: Ayes: 5 (Singh-Allen, Brewer, Robles, Spease, Suen); Noes: 0; Absent: 0.
