PUBLIC COMMENT:
Troy Winslow noted the project would be on the property of Creekside Christian Church, and though not able to participate at the initial decision point for the placement of the overcrossing, the church appreciated efforts in working with the City to minimize impacts to the church and facilities. He raised concern of the proximity of the pathway to the pre- school playground, the importance for the frontages of the church to be visible from State Route 99, and at this juncture voiced support for the more aesthetic design options.
Mr. Winslow noted the decision tonight would have impacts to this project for future good faith negotiations on any property transactions.
The City Council received the presentation, and provided direction in support of the enhanced aesthetic Concept #3 - Creek and Trees, as the preferred option.

PUBLIC COMMENT:
Nan Mahon requested reconsideration to not dissolve the Arts Commission, reviewing the dedication and achievements of the current members, and believed many of the aspects proposed in the presentation were already being done with the exception of adding consultant services.
Markos Egure believed the proposed changes would make the work of the commission more commercial focused with an economic desire, and not as oriented as the Arts Commission was towards support of creative movements. Mr. Egure believed that rather than dissolve the current Arts Commission, look at a means to bring all in.
Liz Irons raised concerns about what would happen to the work in progress initiated by the Arts Commission (arts envisioned at the Zoo Project site, improvements at District56 arts installations, the art installation at the Library Project site , and planned events and programs in the new year ), and espoused the efforts of Arts Commission members, efforts to offer arts events at a reasonable price, and making connections with artists and art educators in the community.
Elk Grove City Council
Regular Meeting, December 11, 2024
Gary Mendoza felt the proposed change moved from grassroots arts efforts to more of a corporate showcase, and believed the Arts Commission should remain as-is.
Vice Mayor Robles noted he had a commitment and would have to leave the meeting early, and stated he did not see a corporate influence with this transition, but saw the effort generating more opportunities to reach and engage additional residents and families, visitors, and to cultivate numerous arts to draw more people to the region.
Council Member Spease remembered the efforts of Judy Tafoya introducing the creative economy through the Arts Advocacy Project, and saw an opportunity in this proposal for pursuing what Mrs. Tafoya envisioned bringing arts and the creative economy together.
Note: Vice Mayor Robles left at 8:23 p.m.
Council Member Suen believed the Arts Commission should have been engaged earlier in the process to discuss a transformation to include the aspects of the creative economy.
The City Council deliberated on the matter, thanking the current members of the Arts Commission for their commendable work done to date, encouraging Arts Commission members to apply to the Arts and Creative Economy Commission, noting the recharter of the commission was to recognize the growing city and to expand on the benefits of the creative economy (to incorporate a variety of arts programs, reach more residents, link events to the local economy, and create destination opportunities to attract visitors), the effort was to see a transition to keep prior work efforts moving forward without a gap, and supported making the Arts and Creative Economy Commission a seven member body.
