A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ELK GROVE AMENDING THE FISCAL YEAR 2024-25 BUDGET AND 2025-2029 CAPITAL IMPROVEMENT PROGRAM, APPROVING CHANGES TO THE FISCAL YEAR 2024- 25 POSITION CONTROL LISTING, ADOPTING AN UPDATED CITYWIDE SALARY
AND STEP SCHEDULE, AND APPROVING AND RATIFYING CITY COUNCIL
HEALTH AND WELFARE BENEFITS
WHEREAS, an overview of the City’s mid- year financial and performance condition for Fiscal Year 2024-25 was presented to the City Council; and
WHEREAS, staff has proposed amendments to revenues and expenditures presented in the Fiscal Year 2024-25 Adopted Budget and 2025- 2029 Capital Improvement Program (CIP) to more accurately reflect projected estimates of activity in various funds in support of Council Goals and Priorities; and
WHEREAS, the City Manager has proposed adjustments to the Fiscal Year 2024- 25 Position Control Listing for the Public Works, Finance, Information Technology , and Police Departments; and
WHEREAS, the City Council Members are eligible to receive health and welfare benefits from the City; and
WHEREAS, the City Council recognizes the need for the proposed budget and CIP amendments, Position Control Listing changes, updated Citywide Salary and Step Schedule, and approval and ratification of City Council health and welfare benefits.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Elk Grove hereby:
1) Amends the Fiscal Year 2024- 25 Operating Budget and 2025- 2029 Capital Improvement Program as presented in Exhibit A, attached hereto and incorporated herein by reference; and
2) Approves the updated FY 2024- 25 Fund Balances presented in Exhibit B, attached hereto and incorporated by reference, which result from the proposed amendments to the Operating Budget and Capital Improvement Program (presented in Exhibit A); and
3) Approves and authorizes the changes to the Fiscal Year 2024- 25 Position Control Listing for the Public Works, Finance, Information Technology , and Police Departments, as presented in the below table:

4) Adopts the updated Citywide Salary and Step Schedule attached as Exhibit C and incorporated by reference; and
5) Approves and ratifies the current schedule of City Council Member benefits, as set forth at Exhibit D, which is declarative of existing City Council Member benefits.
This resolution shall take effect immediately.
