CONSENT CALENDAR ITEMS
PUBLIC COMMENT:
Steve Lee addressed Item 7.16 , believed the matter required more discussion, prior documentation described the need for drainage improvements in the area, and the recent flooding events cited in the staff report of the October 2021 storm for the performance of the Bond Road Storm Drain S ystem did not take into account the flooding event that occurred in the adjacent neighborhood at that time ( and likely alleviated the Bond Road system). Mr. Lee believed neighborhoods in this area risked flooding during heavy rain events, and stated he was prepared to initiate litigation if the latest findings re-calibrating the stormwater model were to be found incorrect.
Kathy Lee addressed Item 7.16 , believed the matter required more discussion, questioned the assumptions of the most recent analysis, and referenced the history of prior documentation stating the need for drainage improvements in the area. Mrs. Lee held concerns for future flooding in the area and believed the project should remain as part of the Capital Improvement Program.
Public Works Director Jeff Werner stated that current analysis provided for more refined assumptions to evaluate system performance, improved maintenance practices were resulting in improved system performance and efficiencies for the overall Storm Drain System, and recent data collected on creek levels during significant rain events and analysis of soil conditions, as disclosed in the memo, demonstrated the Bond Road Storm Drain system met current performance criteria for existing systems . Mr. Werner confirmed that the funding made available if action was taken to remove the Bond Road Storm Drain Improvements Project would be required to be allocated to other drainage purposes.
