Responses for Nathaniel Copus PLEASE STATE THE REASON(S) YOU WOULD LIKE TO BE, AND YOUR QUALIFICATION(S) TO BE, A MEMBER OF THIS BOARD/COMMISSION/COMMITTEE: As a member of the Historic Preservation Committee, I would use my knowledge of history and anthropology to help establish Elk Grove as something more than just a sprawling suburb, but as a city with a culture that we all share. Like Rome, Elk Grove wasn't built in a day; rather, Elk Grove was built and continues to be built in phases. This is why it is important to help preserve our history as new residents move in and the city expands. I want to be part of this committee because it offers a unique opportunity to learn untold stories of people and gives us a greater sense of community that we all want for each other. I want to learn more about the history of Elk Grove, so I can create a better future for the city. I am qualified to do this because I earned my Bachelor of Arts in History and minored in Archeology (with an emphasis on Archeology in California, Oregon, and the Great Basin) at UC Davis in 2016. I also currently work in the State of California, Department of Justice, as a Contracts Analyst and Small Business Advocate. My experience with the state has taught me how to effectively communicate with various entities, setting up events and meetings, helping businesses, and doing a lot of research, all the while understanding California laws and regulations. HAVE YOU SERVED ON AN ADVISORY GROUP BEFORE? IF YES, PLEASE EXPLAIN: This would be my first advisory role. IF APPOINTED, WILL YOU BE ABLE TO ATTEND MEETINGS REGULARLY AND DEVOTE THE TIME NECESSARY TO FULFILL YOUR DUTIES AS A MEMBER? Yes, I would attend all meetings regularly and devote all time necessary. DO YOU OR IMMEDIATE FAMILY MEMBERS HAVE ANY RELATIONSHIP (PROFESSIONAL, FINANCIAL, OTHER) THAT MAY PRESENT A POTENTIAL CONFLICT OF INTEREST FOR THIS ADVISORY GROUP? ____ YES _X_ NO NATHANIEL J. As an African American man, I've encountered diversity throughout my entire life, yet I've consistently overcome its challenges. My unique perspective encompasses various dimensions—I am a black, gay male with a Caucasian husband, possessing a college education and rooted in humble beginnings. I've experienced the dynamics of being the sole black individual in a room, faced intimidation, but remained resilient without succumbing to a victim mentality. My aspiration is to serve as a bridge, advocating for those unable to speak up, and contribute to creating a fairer and more equitable community. I pride myself on being approachable and capable of representing a diverse array of individuals.

Responses for Deneva Shelton HOW WILL YOU BE A DIVERSITY AND INCLUSION AMBASSADOR? As the CEO of the Nehemiah Leaders Programs (NLP), I am deeply committed to fostering leadership that reflects the diversity and richness of our communities. As a DEI Ambassador for Elk Grove, I would leverage my experience in leadership development to create inclusive spaces where diverse voices are heard and valued. One of my key initiatives would be organizing friendly, engaging events that celebrate the cultural diversity of our city, including food festivals, storytelling events, and community dialogues. These gatherings would provide opportunities for residents to connect, learn from one another, and embrace the beauty of our differences. My goal is to ensure that Elk Grove is a city that offers something for everyone, where all backgrounds and perspectives are not only welcomed but celebrated. I have spent my career helping organizations build people-centered workplaces, inclusive cultures, and engagement strategies that prioritize belonging and equity. My expertise spans corporate, nonprofit, and mission-driven organizations, where I have led HR strategy, developed DEIB prog
rams and created policies that drive sustainable change.

In my current role at a social justice nonprofit, I work on culture initiatives, structural change, and equitable policies that impact communities. Through my HR consulting practice, I help organizations build DEIB programs, develop inclusive leadership strategies, and ensure that equity is embedded into their operations, not j
ust a standalone initiative.

As an ambassador, I will bring my expertise in workplace culture, engagement strategies, and long-term structural change to help ensure that diversity and inclusion are discussed and implemented meaningfully.

Have You Served On An Advisory Group Before? If Yes, Please Explain:

I have served in advisory and board roles supporting organizational strategy, community engagement, and long-term planning. My expertise has positioned me as a trusted advisor to both corporate and nonprofit leaders, helping them navigate culture transformation, equity-driven initiatives, and workforce development.

Through my professional and advisory roles, I have collaborated with executives, leadership teams, and community stakeholders to create inclusive spaces, develop equitable policies, and strengthen organizational commitments to diversity and belonging. My background allows me to bridge the gap between leadership decision-making and real-world impact, ensuring that strategy translates into sustainable, people-centered change.

Is There Anything You Would Like To Share With The City Council Related To Your Experience With Diversity, Equity, Inclusion, and/or Social Justice? My experience in HR, leadership strategy, and DEIB program development has allowed me to help organizations create more inclusive, equitable workplaces that support long-term culture change.

My current role at a social justice nonprofit focuses on structural change, equity-driven policies, and community impact, which create meaningful outcomes.

I have worked across corporate, nonprofit, and mission-driven spaces, helping leaders build inclusive policies, foster strong workplace cultures, and develop sustainable engagement and equity strategies. My work is rooted in the belief that true diversity and inclusion efforts must be intentional, accountable, and action-driven.

I look forward to the opportunity to contribute my experience and expertise to help shape inclusive, equity-driven policies that create lasting change within our community.

Dear Jason,
Attached is my application for the Elk Grove Diversity and Inclusion Commission.

I have been a resident of Elk Grove since 2008 and raised our three children here while my husband finished his career in the military on the east coast. In the time we have lived here, I have been involved in our community as a PTA Board member, volunteering with our kids' schools and Good Shepherd Catholic Church, an elementary teacher in the Florin and Franklin regions, and most recently, as a union leader with Asian Pacific American Labor Alliance (APALA) as second Vice President.

Additionally, I am a labor union activist with California Teachers Association and National Education Association. I serve as the chair of CTA Asian and Pacific Islander Caucus, Co-Chair of CTA Racial Equity Affairs Committee, and standing member of NEA Women's Issues Affairs Committee. The latter two committees are advisory to the executive boards.

I appreciate the opportunity to apply for this commission. Please email or call if you have any questions. I look forward to your reply.

I will bring this perspective to the commission, ensuring policies reflect the diverse needs of all residents. HAVE YOU SERVED ON AN ADVISORY GROUP BEFORE? Growing up in Elk Grove, I have witnessed both the progress and the gaps in our city's approach to diversity, equity, and inclusion. With a background in Psychology and Reconciliation Studies, I have studied the complexities of systemic inequities and conflict resolution, which inform my approach to advocacy and policy. My work in fund development and sustainability has shown me the importance of securing resources that support long-term, equitable change. I am committed to ensuring that all residents, regardless of background or ability, have a voice in shaping policies that foster true belonging and opportunity.

Re: Letter in Support of Mr. John Moua’s Appointment to the Diversity and Inclusion Commission Dear Mayor Bobbie Singh-Allen and Members of the Elk Grove City Council:

Thank you for your leadership to the City of Elk Grove. I am delighted to write this letter in support of Mr. John Moua’s appointment to Elk Grove’s Diversity and Inclusion Commission. I am an assistant professor of anthropology and Asian American studies at California State University, Fresno. My research focuses on the social, economic and political inequalities that immigrant and refugee groups, including Asian immigrants and refugees in the Central Valley, have experienced or continue to experience in the U.S. and identifies ways to increase immigrants and refugees’ opportunities and wel lbeing in all of these critical domains of life. John was born in Santa Ana, California, is a bilingual speaker and one of the first in his family to obtain a graduate degree, and has been a longstanding resident and engaged citizen of Elk Grove for the past two decades. I have known John for close to 30 years as a colleague and friend within the Hmong American communities of southern and central California. What sets John apart from others is that he is actively involved in his communities in various settings and voluntary capacities, contributes
immeasurably to the wellbeing of others in and outside of his local community, and knows a great deal about the diverse groups of people, organizations, and institutions in Elk Grove, Sacramento County, and the greater Central Valley.

John is a person with integrity, tremendous empathy, and compassion for others, including those different from him.

From serving his local church as president and treasurer, to serving as a member of his church’s national board of directors, to his professional work overseeing the Medi-Cal Eligibility System within the Department of Health Care Services, to his role as chief of California’s Air Resources Board, John takes pride in the work that he does, which includes identifying communities’ unique needs and protecting and improving the wellbeing of diverse communities throughout California. Through my many interactions with him over the years, it is self-evident that John is a leader who values and takes seriously the perspectives of other people, including those perspectives that are often left out of the political process. He is also someone who will speak up against social injustices and advocate for others less fortunate than himself, including persons who face racial and gender discrimination or other kinds of social injustices.

In my opinion, the City of Elk Grove would benefit from John Moua’s wide-ranging experiences and expertise, but especially his ability to connect and engage meaningfully with diverse communities. Thank you for your time and consideration.

Sincerely,
Yang Sao Xiong, Ph.D.

RE: Public Comment on Item 9.4 for 4/09/2025 Elk Grove City Council Meeting
Honorable Mayor Singh-Allen and City Councilmembers,
My name is Dr. Corrine McIntosh Sako. I am a licensed psychologist in private practice with over 20 years of experience providing mental health services to Sacramento County residents in a variety of settings . I am also an adjunct professor at a local university where I teach courses related to Diversity, Equity, and Inclusion training to psychology doctoral students. I serve on the Board of Directors of the Sacramento Valley Psychological Association, and I serve as Chairperson of the Sacramento County Mental Health Board. I also serve on the Local Advocacy Network (LAN) Committee of the California Psychological Association. I represent only myself as a dual-licensed mental health provider and a community mental health advocate in submitting this public comment in strong support of Dr.

Tristan Buzzini’s nomination to the City of Elk Grove’s Diversity and Inclusion Commission.

I am confident that Dr. Tristan Buzzini is the right choice to serve on the City’s Diversity and Inclusion Commission. I have worked with Dr. Buzzini since 2021 on the Board of Directors for the Sacramento Valley Psychological Association (SVPA), where he serves as the Chair of SVPA’s Diversity section. I remain impressed by him, not only his skills and experience but also his commitment to advancing diversity, equity, and inclusion. Dr. Buzzini is highly active within the organization and helps to advance SVPA’s presence in our local community as a resource and as an advocate. He has led SVPA’s participation as a supporting sponsor of our LGBTQ+ community in both the annual Sacramento PRIDE March and the Drag Brunch Fundraising Event to benefit the Sacramento LGBT Center. He conducts community needs assessments related to diversity and inclusion

and he engages SVPA with opportunities to meet these needs by providing information, education, and support to our community.

What really strikes me about Dr. Buzzini is his willingness to use his lived experience to help advance Diversity and Inclusion. He has testified at local and state government meetings in support of legislation that creates a more equitable, accessible, safe, welcoming and inclusive community for all residents. In addition, Dr. Buzzini works as a licensed psychologist providing mental health services to some of our most vulnerable community members.

Dr. Buzzini will be a valuable asset to the City of Elk Grove and its Diversity and Inclusion Committee.

Thank you for your consideration,

RE: Public Comment on Item 9.4 for 4/09/2025 Elk Grove City Council Meeting
Honorable Mayor Singh-Allen and City Councilmembers,
I am writing in support of Tristan Buzzini’s candidacy for inclusion in the City of Elk Grove's Diversity and Inclusion Commission.

I have been a licensed clinical psychologist since 1997 and an Elk Grove resident since 2008. I have practiced as a psychotherapist in Elk Grove and Sacramento since moving to Elk Grove. In addition, I am a core faculty member in the graduate psychology program at California Northstate University. I have also served on the Elk Grove Unified School District’s Wellness Collaborative, and I created and served as chair of the Racism and Healthcare Disparities taskforce for San Joaquin General Hospital.

I am also President of the Sacramento Valley Psychological Association (SVPA). It is in this latter capacity that I have come to know Dr. Tristan Buzzini, as a fellow board member of SVPA (and President-elect) and fellow Elk Grove-based psychologist. I have worked alongside him for two years, and I have seen his strong commitment both to issues of inclusivity for all citizens and his strong commitment to the Elk Grove community. For example, he has formed a strong partnership with A Seat at the Table books, and he was instrumental in our organization sponsoring them both at our upcoming conference and in giving them our community partner award (with a $500 cash award) at our 2024 End-of-the year party. With Dr. Buzzini’s guidance, SVPA looks forward to continuing our supportive partnership of A Seat at the Table and their efforts to be an inclusive space for Elk Grove residents.

I have seen Dr. Buzzini consistently advocate for the rights of marginalized populations. For example, he used his experience working in the state prison system to inform his community advocacy work that helped SB132 (the Transgender Respect, Agency, and Dignity Act) get passed. He also successfully advocated for legislation to stop transgender psychologists’ dead names being listed in their public license record.

Tristan also has extensively taught on diversity and inclusivity issues within the community, including at our upcoming SVPA conference in May. I don’t personally know anyone more committed to issues of diversity and inclusivity than Dr. Buzzini.

On a more personal note, my wife and I raised our two daughters in Elk Grove (both are now off to college). Both identify as lesbian, and my eldest is graduating in May and will be returning to Elk Grove to work and get her first apartment with her girlfriend. As a concerned parent and Elk Grove resident, it would give me hope to have someone as

committed as Dr. Buzzini is to making Elk Grove a welcoming place for all serving on the Diversity and Inclusion Commission.

I appreciate your thoughtful consideration of his candidacy.

Jason, I’m unfortunately away at a conference in Southern California. Would it be possible to have this brief note read into Council this evening? John
Dear Mayor Singh-Allen,
I regret that I will be away the evening you make a selection for the new voting member of the Elk Grove Historic Preservation Committee. I have served as an alternate member of the committee since July 2024. I am excited at the prospect of continuing to serve the preservation and use of Elk Grove’s historic resources. I have spent my career protecting resources and currently serve as the District Superintendent of the Capital District, a California State Parks district that includes some of the most iconic museums and historic sites in the country.

Throughout my career, I have worked against the false choice that poses preservation and economic vibrancy as mutually exclusive outcomes. I believe just the opposite; that sound preservation almost always coincides with smart growth. The best historical caretakers are those who understand their viability as business owners and property owners are tied to their effective stewardship.

I look forward to the chance of continued service to the great city I call home, Elk Grove, and the preservation of its remarkable history.

Sincerely,
John Fraser

RE: Public Comment on Item 9.4 for 4/09/2025 Elk Grove City Council Meeting Honorable Mayor Singh-Allen and City Councilmembers,
My name is Katie Houston, and I am a Mental Health Clinician with the El Dorado County Office of Education, serving students in a K–12 charter program. I am writing to express my strong and heartfelt support for the appointment of Dr. Tristan C. Buzzini to the City of Elk Grove’s Diversity, Equity, and Inclusion (DEI) Commission.

As a Licensed Marriage and Family Therapist and Board Certified Behavior Analyst, I work closely with gender diverse youth, neurodivergent students, and underserved populations. In this work, collaboration and expert guidance are essential—and Dr. Buzzini has been a cornerstone of both in our collaborative work. His deep expertise, compassion, and leadership in DEI have allowed me to more confidently and effectively advocate for the students, families, educators, and administrators I serve.

Dr. Buzzini’s mentorship has profoundly influenced the way I educate and advocate around gender diversity, disability rights, and inclusive practices. His strategic and compassiona te approach to community bridge-building has empowered me to connect with individuals across the ideological spectrum—fostering greater understanding, empathy, and healing. Through our collaboration, I have deepened my commitment to LGBTQIA+ inclusion, legislative advocacy, and driving meaningful systemic change.

Our shared advocacy continues to evolve in response to the pressing needs of our time. We are actively working in intersectional ways that engage and uplift communities across racial, ethnic, and socioeconomic backgrounds. In light of the growing challenges faced by transgender and immigrant populations, we have centered our efforts on legislation impacting the transgender community and have begun a focused exploration of immigrant rights. Together, we are committed to learning how to better support our neighbors through culturally responsive care, community education, and inclusive policy advocacy.

I truly believe that the City of Elk Grove would benefit deeply from Dr. Buzzini’s appointment to the DEI Commission. He brings compassion, depth, and expertise to every space he enters, and his ability to foster inclusive community dialogue is rare and powerful.

Thank you for your time and thoughtful consideration.

Warm regards,

Dear Honorable Members of the Elk Grove City Council,
I am writing to strongly recommend Tristan Buzzini for appointment to the Elk Grove Diversity, Equity, and Inclusion (DEI) Commission. Tristan’s extensive leadership, advocacy, and commitment to DEI make him an exceptional candidate for this role.

As Diversity Chair and incoming President of the Sacramento Valley Psychological Association (SVPA), Tristan has led efforts to foster inclusivity within his professional community. He was awarded the California State Distinguished Service Medal for his work on SB132, the Transgender Rights and Dignity Act, and has supported local LGBTQ+ businesses in overcoming financial hardships caused by DEI funding cuts.

Tristan’s recent completion of the Equality California Leadership Academy in 2023 further enhances his ability to advocate for marginalized communities. He also continues to teach DEI coursework, supervise students, and provide subject matter expertise in consultations with local and state legislators.
