CALL TO ORDER / ROLL CALL
Mayor Singh-Allen called the special City Council meeting of April 23, 2025, to order at 5:00 p.m.
Present: Mayor Singh-Allen, Vice Mayor Robles, and Council Member Spease.
Absent: Council Members Brewer and Suen (Council Member Suen arrived at 5:10 p.m.).
CLOSED SESSION
There were no public requests to speak.
The City Clerk announced the following closed session items prior to the City Council adjourning to closed session at 5:01 p.m.:
A) CONFERENCE WITH LEGAL COUNSEL – ANTICIPATED LITIGATION:
Initiation of litigation pursuant to paragraph (4) of subdivision (d) of Government Code Section 54956.9:

B) CONFERENCE WITH LEGAL COUNSEL – EXISTING LITIGATION:

Note: Council Member Suen arrived at 5:10 p.m.
The City Council reconvened at 6:00 p.m. with Council Member Brewer absent.
Mayor Singh-Allen reported by 4 – 0 vote (Ayes: Singh- Allen, Robles, Spease, and Suen; Absent: Brewer ), the City Council authorized the City Attorney’s Office to defend the litigation matter of Naima Abboushi v. Eric Aguirre, City of Elk Grove, et al.
