PUBLIC COMMENT:

Randy Bekker voiced support for the project, but held issues regarding the design believing the parking lot east entrance should only allow a right-out to be permitted and not a right-in or it would create traffic back-up issues.

Community Development Director Christopher Jordan stated access in and out of the site would be analyzed under the project as it came forward for review, and that analysis would include the factor of having a signalized intersection at Kent Street.

Ayes: 5 (Singh-Allen, Robles, Brewer, Spease, Suen); Noes: 0; Absent: 0.

Agenda Item No. 9.3 : Receive a presentation on the Main Street Elk Grove Marketing Campaign and provide direction to staff.

RECOMMENDATION
Receive a presentation on the Main Street Elk Grove Marketing Campaign and provide direction to staff.

With the aid of a visual presentation (filed), Sara Rodrigues, Economic Development Analyst, provided an overview of the staff report and recommendation.

PUBLIC COMMENT:

Bret Bartholomew understood the limitations on lighting over the street , but supported any improved lighting in the area, supported a color palette in materials that would ensure consistency, recommended expanding the stakeholder group to include the Elk Grove Chamber of Commerce, voiced support for a Mural Program in the area he believed would combine well with promotional efforts, and for any signage to consider prominent placement of the word “Historic.”

Randy Bekker supported an emphasis on recognizing the term “historic” when referring to appropriate areas in any materials, and supported any improvements to lighting which he also believed would increase safety in the area.

Mayor Singh-Allen believed that until there was consistency, rebranding efforts to use Main Street would face challenges to break from what were customary, different naming conventions, such as Old Town, that continued to be utilized.

Council Member Spease believed it was problematic to advertise a location as Main Street when the actual, physical named roadway was Elk Grove Boulevard.

Council Member Brewer believed some of the color palettes and imagery could better match existing designs in the area, he was unsure a move away from use of Old Town would be effective, and he believed the plaza should remain named as the Old Town Plaza.

Vice Mayor Robles encouraged displaying the benefits of coordinated rebranding benefits to the local businesses to build support and momentum of the program , and suggested engaging ownership of the water tower if plans move forward with a mural program.

In reply to Council Member Suen (who was trying to address the concerns raised by Mr. Spease), staff noted changing a road name was difficult to implement (such as consideration of naming a portion of Elk Grove Boulevard to Main Street), but Mr. Suen also noted there may be a possibility to denote a Main Street District via geo- tags for online mapping systems. Mr. Suen appreciated consideration of wayfinding and directional markings in the wraps of features, as signage proved difficult for business locations off the immediate boulevard.

The C
ity Council deliberated on the matter, voicing support of the continued efforts of the pilot program and consider this experience as a guide to identify and advertise other potential business districts in the City (noting programs to highlight signature events and various programs offered through the Economic Development Department were available to businesses citywide), noting the benefits of the beautification and improved maintenance elements, supported implementing additional lighting, appreciated the creative use of the fence and post wraps with directional imagery to aid wayfinding for business locations off of Elk Grove Boulevard, and appreciated the expanded area of the marketing campaign with appropriate emphasis of the historic area.

Ec
onomic Development Director Darrel Doan provided context for origination of “Main Street” in the branding, and believed the most effective method to support the marketing effort was to consider renaming uses of “Old Town” to “Historic Main Street.” Ci
ty staff clarified direction noting consensus from the City Council with the concept of the Main Street Elk Grove Marketing Campaign, agreement with the projects on the whole (leaving some room to work out design details), support for the branding logo to place the word “Historic” above the word “Main” in Main Street in the topmost, prominent position, and support of the delineated areas for the program and recognition of Historic Main Street in the program.

St
aff noted discussions to reconsider use of “Old Town” and naming (such as the plaza location) would be continued with stakeholders.
