Honorable Council Members,
Since the release of the staff report for this item, staff and the Applicant have discussed the timing of perfection of the emergency reciprocal access easement. Based on said discussions, staff recommends a modification to Condition of Approval No. 35 in Exhibit C of Attachment 1 to (1) clarify that only emergency reciprocal access is required to be provided at this time, and (2) require the emergency reciprocal access easement to be provided within 60 days of Project approval or prior to the issuance of the Building Permit, whichever occurs first.
