PUBLIC COMMENT:

Lynn Wheat questioned the terms of the Purchase and Sale Agreement and whether a project would be timely delivered at the site.

Michael Monasky opposed the item, questioning who would benefit from the sale believing the price was a giveaway, he questioned who comprised the business entity of CenterCal, raised concerns of conflicts of interest, and believed there were violations of the Brown Act in discussion of this matter.

Kevin Carmichael submitted a letter (filed), noting his representation of the Sacramento- Sierra Building and Construction Trades Council opposing approval of the item, believing that analysis was required under the California Environmental Quality Act (CEQA) before taking action.

City Attorney Hobbs stated the item was not the approval of a project under CEQA, as the project description was not sufficiently formed to conduct a proper analysis under CEQA. The matter would go through a CEQA review process at a future date through the Planning Department and the Planning Commission, but at this point there was not sufficient information to conduct a CEQA process. Approval of the action tonight did not constitute the approval of a project, the action was consideration to sell a piece of property to a developer who may develop the property pursuant to some terms and guidelines, but was not sufficient to constitute the approval of a project under CEQA.

The City Council deliberated on the matter, and voiced appreciation of the CenterCal business model, facility concepts, and potential of the site to serve as a community amenity.

Motion: M/S Suen/ Robles to adopt Resolution No. 2025 -130 authorizing the City Manager to execute a Purchase and Sale Agreement and Joint Escrow Instructions with CenterCal Acquisitions, LLC.
