PUBLIC COMMENT
Kathy Lee voiced appreciation of El liott Homes for working with neighbors to address issues, but raised concern for the age restricted sites that amenities not be compromised or removed as she believed a walking paseo installed in another area of the overall subdivision that had been presented with landscaped walkways was installed only with paving and rock with no landscaping greenery or shade. Mr s. Lee wanted to e nsure walking paths in the age restricted area ha d landscaping, benches, and natural shade canopies as depicted in the project plans.
Steve Lee did not believe conditions should be removed or altered that related to the Bond Road storm pipe as he believed those storm drain facilities still required upsizing (noting the last reported storm event did not produce results in the storm pipe as the waters instead flooded into his neighborhood ). Mr. Lee raised general c oncerns about flood issues in the community, and requested assurances of emergency response and warning systems to alert the community in the event of a flood incident.
Jim Kelly noted the northwest side of the project abutted the same property that his residence was adjacent to, on his property he had a Light and Air Easement imposed, and he inquired why no fifty foot Light and Air Easement was imposed on this project.
Mayor Singh-Allen declared the public hearing closed.
Elk Grove City Council
Regular Meeting, July 23, 2025
Council Member Spease supported that proposed paseos and their landscaping in the project plans stay in line with established community standards, he believed the Bond Road storm pipe issues had been addressed ( and the flooding that did occur was more a cause of bad timing during construction that was in process), and he requested a presentation on flood preparedness and emergency response be returned on a future agenda.
Council Member Suen noted that Flood Preparedness Week was observed in October, and could be an opportunity for such a presentation (in conjunction with regional outreach and awareness efforts for flood preparedness). Mr. Suen requested on the tentative map whether fence maintenance would be better served to be maintained by a Home Owners Association (HOA) rather than an individual property owner, and in reply, Community Development Director Christopher Jordan stated the paseo with the fence correction was in a portion of the project that did not have an HOA (that area was in Village 1), the only area with an HOA was the gated neighborhood of Village 3 in a different area of the project.
