AGENDA ITEM NO. 9.2
09-10-2025

How Will You Be A Diversity And Inclusion Ambassador?
I have spent my career helping organizations build people-centered workplaces, inclusive cultures, and engagement strategies that prioritize belonging and equity. My expert ise spans corporate, nonprofit, and mission-driven organizations, where I have led HR strategy, developed DEIB programs and created policies that drive sustainable change.

In my current r
ole at a social justice nonprofit, I work on culture initiatives, structural change, and equitable policies that impact communities. Through my HR consulting practice, I help organizations build DEIB programs, develop inclusive leadership strategies, and ensure that equity is embedded into their operations, not just a standalone initiative.

As an ambassador, I will bring my expertise in workplace culture, engagement strategies, and
long-term structural change to help ensure that diversity and inclusion are discussed and implemented meaningfully.

Have You Served On An Advisory Group
Before? If Yes, Please Explain:

I have served in advisory and board roles supporting organizational strategy, community engagement, and long-term planning. My expertise has positioned me as a trusted advisor to both corporate and nonprofit leaders, helping them navigate culture transformation, equity-driven initiatives, and workforce development.

Through my professional and advisory roles, I have collaborated with executives, leadership teams, and community stakeholders to create inclusive spaces, develop equitable policies, and strengthen organizational commitments to diversity and belonging. My background allows me to bridge the gap between leadership decision-making and real-world impact, ensuring that strategy translates into sustainable, people-centered change.

Is There Anything You Would Like T
o Share With The City Council Related To Your
Experience With Diversity, Equity, Inclusion, and/or Social Justice? My experience in HR, leadership strategy, and DEIB program development has allowed me to help organizations create more inclusive, equitable workplaces that support long-term culture change.

My current role at a social justice nonprofit focuses on structural change, equity-driven policies, and community impact, which create meaningful outcomes.

I have worked across corporate, nonprofit, and mission-driven spaces, helping leaders build inclusive policies, foster strong workplace cultures, and develop sustainable engagement and equity strategies. My work is rooted in the belief that true diversity and inclusion efforts must be
intentional, accountable, and action-driven.

I look forward to the opportunity to contribute my experience and expertise to help shape inclusive, equity-driven policies that
create lasting change within our community.

HOW WILL YOU BE A DIVERSITY AND INCLUSION AMBASSADOR?
I will actively engage with the Elk Grove community by attending local events and helping raise awareness of upcoming opportunities and supportive services available to residents. I believe visibility and access are essential to inclusion, so I will work to ensure that all outreach is thoughtful, equitable, and reflective of our city's diverse population. In addition, I plan to review Elk Grove’s demographic data to identify gaps in representation and develop strategies to make events and services more acc essible—whether that means addressing language needs, transportation barriers, or cultural relevance. My goal is to help foster a community where every resident feels seen, heard, and welcomed.

HAVE YOU SERVED ON AN ADVISORY GROUP BEFORE? IF YES, PLEASE EXPLAIN:

Yes. During college, I served as a student representative for The WELL at Sacramento State, the university's recreation and wellness center. In this role, I provided input on programs and services to ensure they met the needs of a diverse student body. I c ollaborated with staff and fellow students to promote wellness initiatives, advocate for inclusive programming, and help shape policies that supported the physical and mental health of the campus community.

IF APPOINTED, WILL YOU BE ABLE TO ATTEND MEETINGS REGULARLY AND DEVOTE THE TIME NECESSARY TO FULFILL YOUR DUTIES AS A MEMBER? Yes.

DO YOU OR IMMEDIATE FAMILY MEMBERS HAVE ANY RELATIONSHIP (PROFESSIONAL, FINANCIAL, OTHER) THAT MAY PRESENT A POTENTIAL CONFLICT OF INTEREST FOR THIS ADVISORY GROUP? ____ YES __x_ NO IF YES, PLEASE EXPLAIN:

IS THERE ANYTHING YOU WOULD LIKE TO SHARE WITH THE CITY COUNCIL RELATED TO YOUR EXPERIENCE WITH DIVERSITY, EQUITY, INCLUSION, AND/OR SOCIAL JUSTICE?

I hold a bachelor's degree in Sociology and currently work for the State of California, where my focus is on building a more equitable and inclusive future for all Californians. In 2021, I played a pivotal role in organizing Elk Grove’s first-ever Juneteenth celebration—an experience that deepened my commitment to creating spaces where all communities feel seen and celebrated. As a Franklin High School and Sacramento State alum, I am deeply connected to this city and passionate about giving back. I believe this role is about expanding access —especially for underserved communities who may not know about city services, resources, or ways to get involved. I would use this position to help close that gap. One of my top priorities is investing in youth. I would love to strengthen partnerships with local school districts and explore new ways to support students —whether through mentorship, resources, or community programming. I want to help ensure that every child in Elk Grove has the opportunity to thrive.

HOW WILL YOU BE A DIVERSITY AND INCLUSION AMBASSADOR?
As a first-generation Filipino American and the first in my family to graduate from college, my journey has been shaped by the intersection of cultures, the weight of expectations, and the drive to pave a path for those who come after me. My experiences ha ve instilled in me a profound understanding of the importance of diversity and inclusion, and I am committed to being an ambassador for these values in every aspect of my life. Growing up, I navigated the complexities of my dual identity. At home, I was steeped in Filipino traditions, language, and values, while outside, I faced the challenges of fitting into an American landscape that often felt foreign. This unique perspective has taught me the significance of representation and the power of embracing one’s cultural identity. As a Diversity and Inclusion Ambassador, I will share my story and the stories of others like me, highlighting the richness that diverse backgrounds bring to our communities. In my role as an ambassador, I aim to create safe spaces wh ere everyone feels valued and heard. I plan to an active role in workshops and discussions that promote understanding and empathy among different cultural groups. By sharing my experiences and encouraging others to do the same, I hope to foster a sense of belonging that transcends individual differences. I recognize that being an ambassador extends beyond personal experiences; it involves advocacy. I will actively seek to collaborate with local organizations that support underrepresented communities. By participating in outreach programs and mentorship initiatives, I can help empower others who may feel marginalized or overlooked. I want to be a bridge for aspiring students from similar backgrounds, guiding them through the challenges of higher education and professional development.

HAVE YOU SERVED ON AN ADVISORY GROUP BEFORE? IF YES, PLEASE EXPLAIN:

While I have not yet had the opportunity to serve on an advisory group, I am eager to engage with my community and contribute meaningfully. My background as a first -generation Filipino American and my experiences navigating diverse cultural landscapes have fueled my desire to make a positive impact. My journey has instilled in me a profound appreciation for the power of community. I believe that advisory groups are vital for fostering dialogue and driving change, and I am dedicated to being part of such efforts.

I am particularly interested in initiatives that promote diversity and inclusion, as these values resonate deeply with my personal experiences. I am actively looking for ways to get involved in local advisory groups or community organizations. My goa l is to collaborate with others who share a commitment to addressing the needs of underrepresented populations. By participating in discussions and decision - making processes, I aim to amplify the voices of those who may not have the opportunity to be heard.

IF APPOINTED, WILL YOU BE ABLE TO ATTEND MEETINGS REGULARLY AND DEVOTE THE TIME NECESSARY TO FULFILL YOUR DUTIES AS A MEMBER?
Yes.

IS THERE ANYTHING YOU WOULD LIKE TO SHARE WITH THE CITY COUNCIL RELATED TO YOUR EXPERIENCE WITH DIVERSITY, EQUITY, INCLUSION, AND/OR SOCIAL JUSTICE?

I appreciate the opportunity to share my experiences and insights regarding diversity, equity, inclusion, and social justice. As a public servant with over 15 years of experience working for the State of California, I have witnessed firsthand the importance of these values in fostering a vibrant and harmonious community. My family has resided in the Elk Grove area for more than 40 years, and I am proud to be an alumnus of Valley High School. Growing up in this community has profoundly shaped my understanding of the diverse experiences and challenges faced by our residents. It has instilled in me a deep commitment to ensuring that every voice is heard and valued. Social justice is not just a concept; it is a call to action. I have actively engaged in efforts to address systemic inequalities and advocate for policies that promote fairness and equity. I understand that true progress requires collaboration, dialogue, and a willingness to listen to the voices of those who have been historically marginalized. As a member of this community, I envision a future where diversity is celebrated, equity is prioritized, and inclusion is a guiding principle in all decision-making processes. I urge the City Council to continue championing initiatives that promote these values and to engage with residents to understand their needs and aspirations.

RE: Letter of Support for Mason Kuennen – Diversity and Inclusion Commission To Whom It May Concern,
I am writing to express my enthusiastic support for Mason Kuennen as a candidate for the City of Elk Grove’s Diversity and Inclusion Commission.

I have had the pleasure of knowing Mason through his role as a youth basketball coach, where he coached my 10-year-old son, Ian Riddle. Throughout the season, Mason consistently demonstrated the kind of leadership, integrity, and inclusive values that are essential for a role on this commission.

Mason’s positive attitude, punctuality, and commitment to fairness were evident in every practice and game. He treated every child with equal respect and attention—regardless of their skill level, gender, or race. His coaching style fostered a supportive and empowering environment where all players felt seen, valued, and encouraged to grow.

Beyond the court, Mason exemplifies the qualities of a community leader. He listens actively, communicates clearly, and leads by example. His ability to bring people together and create inclusive spaces makes him an ideal candidate to help guide Elk Grove’s efforts in promoting equity, representation, and belonging.

I am confident that Mason Kuennen will bring thoughtful insight, compassion, and a strong sense of civic responsibility to the Diversity and Inclusion Commission. I wholeheartedly recommend him for this important role.

Thank you for your time and consideration.

Sincerely,
Mike Riddle

RE: Public Comment on Item 9.4 for 4/09/2025 Elk Grove City Council Meeting Honorable Mayor Singh-Allen and City Councilmembers,
My name is Katie Houston, and I am a Mental Health Clinician with the El Dorado County Office of Education, serving students in a K–12 charter program. I am writing to express my strong and heartfelt support for the appointment of Dr. Tristan C. Buzzini to the City of Elk Grove’s Diversity, Equity, and Inclusion (DEI) Commission.

As a Licensed Marriage and Family Therapist and Board Certified Behavior Analyst, I work closely with gender diverse youth, neurodivergent students, and underserved populations. In this work, collaboration and expert guidance are essential—and Dr. Buzzini has been a cornerstone of both in our collaborative work. His deep expertise, compassion, and leadership in DEI have allowed me to more confidently and effectively advocate for the students, families, educators, and administrators I serve.

Dr. Buzzini’s mentorship has profoundly influenced the way I educate and advocate around gender diversity, disability rights, and inclusive practices. His strategic and compassiona te approach to community bridge-building has empowered me to connect with individuals across the ideological spectrum—fostering greater understanding, empathy, and healing. Through our collaboration, I have deepened my commitment to LGBTQIA+ inclusion, legislative advocacy, and driving meaningful systemic change.

Our shared advocacy continues to evolve in response to the pressing needs of our time. We are actively working in intersectional ways that engage and uplift communities across racial, ethnic, and socioeconomic backgrounds. In light of the growing challenges faced by transgender and immigrant populations, we have centered our efforts on legislation impacting the transgender community and have begun a focused exploration of immigrant rights. Together, we are committed to learning how to better support our neighbors through culturally responsive care, community education, and inclusive policy advocacy.

I truly believe that the City of Elk Grove would benefit deeply from Dr. Buzzini’s appointment to the DEI Commission. He brings compassion, depth, and expertise to every space he enters, and his ability to foster inclusive community dialogue is rare and powerful.

Thank you for your time and thoughtful consideration.

Warm regards,

RE: Public
Comment on Item 9.4 for 4/09/2025 Elk Grove City Council Meeting
Honorable M
ayor Singh-Allen and City Councilmembers,
I am writing in support of Tristan Buzzini’s candidacy for inclusion in the City of Elk Grove's Diversity and Inclusion Commission.

I have been a licensed clinical psychologist since 1997 and an Elk Grove resident since 2008. I have practiced as a psychotherapist in Elk Grove and Sacramento since moving to Elk Grove. In addition, I am a core faculty member in the graduate psychology program at California Northstate University. I have also served on the Elk Grove Unified School District’s Wellness Collaborative, and I created and served as chair of the Racism and Healthcare Disparities taskforce for San Joaquin General Hospital.

I am also President of the Sacramento Valley Psychological Association (SVPA). It is in this latter capacity that I have come to know Dr. Tristan Buzzini, as a fellow board member of SVPA (and President-elect) and fellow Elk Grove-based psychologist. I have worked alongside him for two years, and I have seen his strong commitment both to issues of inclusivity for all citizens and his strong commitment to the Elk Grove community. For example, he has formed a strong partnership with A Seat at the Table books, and he was instrumental in our organization sponsoring them both at our upcoming conference and in giving them our community partner award (with a $500 cash award) at our 2024 End-of-the year party. With Dr. Buzzini’s guidance, SVPA looks forward to continuing our supportive partnership of A Seat at the Table and their efforts to be an inclusive space for Elk Grove residents.

I have seen Dr. Buzzini consistently advocate for the rights of marginalized populations. For example, he used his experience working in the state prison system to inform his community advocacy work that helped SB132 (the Transgender Respect, Agency, and Dignity Act) get passed. He also successfully advocated for legislation to stop transgender psychologists’ dead names being listed in their public license record.

Tristan also has extensively taught on diversity and inclusivity issues within the community, including at our upcoming SVPA conference in May. I don’t personally know anyone more committed to issues of diversity and inclusivity than Dr. Buzzini.

On a more personal note, my wife and I raised our two daughters in Elk Grove (both are now off to college). Both identify as lesbian, and my eldest is graduating in May and will be returning to Elk Grove to work and get her first apartment with her girlfriend. As a concerned parent and Elk Grove resident, it would give me hope to have someone as

Honorable Mayor Singh-Allen and City Councilmembers,
My name is Dr. Corrine McIntosh Sako. I am a licensed psychologist in private practice with over 20 years of experience providing mental health services to Sacramento County residents in a variety of settings . I am also an adjunct professor at a local university where I teach courses related to Diversity, Equity, and Inclusion training to psychology doctoral students. I serve on the Board of Directors of the Sacramento Valley Psychological Association, and I serve as Chairperson of the Sacramento County Mental Health Board. I also serve on the Local Advocacy Network (LAN) Committee of the California Psychological Association. I represent only myself as a dual-licensed mental health provider and a community mental health advocate in submitting this public comment in strong support of Dr.

Tristan Buzzini’s nomination to the City of Elk Grove’s Diversity and Inclusion Commission.

I am confident that Dr. Tristan Buzzini is the right choice to serve on the City’s Diversity and Inclusion Commission. I have worked with Dr. Buzzini since 2021 on the Board of Directors for the Sacramento Valley Psychological Association (SVPA), where he serves as the Chair of SVPA’s Diversity section. I remain impressed by him, not only his skills and experience but also his commitment to advancing diversity, equity, and inclusion. Dr. Buzzini is highly active within the organization and helps to advance SVPA’s presence in our local community as a resource and as an advocate. He has led SVPA’s participation as a supporting sponsor of our LGBTQ+ community in both the annual Sacramento PRIDE March and the Drag Brunch Fundraising Event to benefit the Sacramento LGBT Center. He conducts community needs assessments related to diversity and inclusion

Dear Honorable Members of the Elk Grove City Council,
I am writing to strongly recommend Tristan Buzzini for appointment to the Elk Grove Diversity, Equity, and Inclusion (DEI) Commission. Tristan’s extensive leadership, advocacy, and commitment to DEI make him an exceptional candidate for this role.

As Diversity Chair and incoming President of the Sacramento Valley Psychological Association (SVPA), Tristan has led efforts to foster inclusivity within his professional community. He was awarded the California State Distinguished Service Medal for his work on SB132, the Transgender Rights and Dignity Act, and has supported local LGBTQ+ businesses in overcoming financial hardships caused by DEI funding cuts.

Tristan’s recent completion of the Equality California Leadership Academy in 2023 further enhances his ability to advocate for marginalized communities. He also continues to teach DEI coursework, supervise students, and provide subject matter expertise in consultations with local and state legislators.

Tristan’s proven leadership and dedication to promoting diversity, equity, and inclusion will be invaluable to the DEI Commission. I am confident that his work will help drive meaningful progress in our community.

Re: Recommendation for Dr. Tristan Buzzini – Diversity and Inclusion Committee

Dear Members of the City Council,

It is with deep gratitude that I recommend Dr. Tristan Buzzini for consideration to serve on the City’s Diversity and Inclusion Committee. Over the past two years, I have not only come to know Dr. Buzzini as a professional but also as someone who has profoundly impacted my family’s life in ways I will never forget.

I first met Dr. Buzzini through a close friend at a time when my son was struggling deeply with his gender identity. My family was searching for someone who could understand, guide, and simply be there during an incredibly difficult chapter of our lives. From the very beginning, Dr. Buzzini stepped into that role with empathy, patience, and genuine care. He became a mentor and confidant to my son someone my child could trust, lean on, and see as an example of strength and authenticity.

What struck me most was how selflessly Dr. Buzzini gave of himself. He spent time with my child outside of his professional obligations, helped us navigate complex healthcare systems, and offered both resources and personal support. More importantly, he created a safe space where my son felt truly seen, heard, and valued. In many ways, he became like a big brother to my child an anchor of encouragement during a time when our family felt lost.

I don’t think this kind of compassion can be taught, it comes from a place of deep integrity and commitment to uplifting those whose voices are too often overlooked. While his leadership as Diversity Chair of the Sacramento Valley Psychological Association speaks to his professional dedication, it is his personal acts of kindness and advocacy that set him apart.

I wholeheartedly believe that Dr. Buzzini’s empathy, passion, and lived experience make him an exceptional candidate for this role. He will bring not only knowledge and vision to the Diversity and Inclusion Committee, but also the kind of heart and humanity that fosters true belonging.

Thank you for your time and consideration. Should you need additional information, please feel free to reach me at .

Sincerely,
Breata Simpson
