REGULAR AGENDA ACTION ITEMS / RECOMMENDATIONS

Agenda Item No. 9.1: Receive a presentation on regional homeless governance models and provide direction.

RECOMMENDATION
Receive a presentation on regional homeless governance models and provide direction to staff.

With the aid of a visual presentation (filed), Sarah Bontrager, Housing and Public Services Manager, provided an overview of the staff report and recommendation.

PUBLIC COMMENT:

Zachary Basler, a Continuum of Care Board Member, voiced appreciation for the efforts of Sacramento County, noting the proposed model would shift the model away from a board of regional stakeholders and members to an all elected official board, which he Elk Grove City Council
Regular Meeting, September 24, 2025

Page 9 of 12 ends

believed would lose the voices of regional stakeholders. He supported keeping the voices of regional stakeholders, and as presented, he stated the Continuum of Care Board did not agree with the current Sacramento County proposal.

The City Council deliberated on the matter and provided the following feedback:
 The inclination was for a smaller governing board of 11, as opposed to 15;  A desire was expressed that the regional board not have control of local funding or planning and policy functions of local jurisdictions, but would serve as a cooperative environment for regional agencies to share ideas;  Concerns were raised about funding and regional participation in the regional board, and if there would be funding or staffing expectations for creation of the regional board;
 A desire was expressed to sustain regional stakeholder voices and maintain opportunities for participation by regional stakeholders; and  The proposal was a positive step that was heading towards support of local agency control while maintaining a regional dialogue, as opposed to the direction of SB 802 that was initially opposed by the City and was not an agreeable policy path.

Agenda Item No. 9.2: Receive a presentation on conceptual planning for the permanent homeless shelter and Phase 2 community outreach and engagement plans.

RECOMMENDATION
Receive a presentation highlighting:
• The outcome of the Phase 1 (conceptual planning) community engagement efforts for the permanent homeless shelter project; and
• The planned community outreach and engagement efforts associated with Phase 2 (site selection).

With the aid of visual presentations (filed), Sarah Bontrager, Housing and Public Services Manager, and Jacob Beury and John Vierra with NJA Architecture, provided an overview of the staff report and presentation.

PUBLIC COMMENT
None.

Vice Mayor Robles appreciated the design and approach that he saw portraying the facility as wellness center creating a space for healing.

Council Member Brewer agreed with the process in creating a positive and nurturing place to heal for a campus he believed could fit in any part of the community, while emphasizing for site selection to seek locations in proximity to transportation and services.

Council Member Spease encouraged appropriately sizing the facility and to consider a smaller footprint as he viewed a goal was that through assistance successes it would lead to diminished homelessness overall in the community. He believed that some of the homeless population would not be responsive to being within a shelter, and if the need for the facility as sized then diminished, to consider planning the facility to accommodate secondary uses (considering fewer hard sided spaces and leave options to reconfigure Elk Grove City Council
Regular Meeting, September 24, 2025

spaces for other uses) . Mr. Spease believed that proximity of the shelter to police services was important to provide a presence of safety and security.

Mayor Singh-Allen received confirmation that residents of the current shelter contributed to the conceptual design. She believed resources would continue to be in need for an issue that was unlikely to diminish, with various factors continuing to affect individuals to fall into homelessness , and with a city that continue d to grow . Mayor Singh- Allen appreciated the community desire for a more dignified space, creating a place of comfort, providing for wrap around services, and providing for family and pet friendly spaces.

The City Council received and filed the report.

Agenda Item No. 9.3: Receive information on proposed changes to the business license application and renewal process and fee structure, and provide direction to staff.

RECOMMENDATION

With the aid of a visual presentation (filed), Tishiana Mann, Economic Development Analyst, and Kara Taylor -Seeman, Finance Manager, provided an overview of the staff report and recommendation.

PUBLIC COMMENT
None.

In response to City Council questions, staff noted that the fee study would examine various elements such as noting that a zoning check would typically only need to occur with an initial application (and not for on-going renewals), and the study would provide a comparison of proposed initial and renewal fees to the fees of regional agencies.

The City Council received the report and directed staff to conduct a feasibility study, to work with the current business license software provider on an option to upgrade the current software ( or move to issuing a Request for Proposals to identify an alternative solution), and voiced support of zoning checks to be a part of the fee structure.

Agenda Item No. 9.5: Consider an Appeal to the City Council regarding the decision of the City Manager to deny a Petition to Disqualify Administrative Hearing Officer Katie Bellotti Porter filed by Yaser Alnajjar (The Illusion Smoke Shop).

RECOMMENDATION
Receive information and consider an appeal of the City Manager’s denial of a Petition to Disqualify Administrative Hearing Officer Katie Bellotti Porter filed by Yaser Alnajjar representing The Illusion Smoke Shop, pursuant to provisions of Elk Grove Munic ipal Code section 1.11.070(B), and that the City Council uphold the City Manager’s denial.

City Attorney Jonathan Hobbs introduced the item noting it was a unique process under the Elk Grove Municipal Code where the City Council would be reviewing this matter in a quasi-judicial role, and for that reason, as City Attorney staff were acting in a prosecutorial role, legal assistance to the City Council in this matter, if needed, would be provided by a neutral legal advisor , attorney Alex Hastings. Mr. Hobbs noted the item was an opportunity of the appellant to present their appeal, noting that a written appeal and correspondence (filed) had been received, staff would present the staff report and recommendation, there would be an opportunity for public comment, and the City Council could then consider action on the appeal.

Mayor Singh-Allen invited the appellant to provide opening remarks, but there was no appellant representative in attendance.

With the aid of a visual presentation (filed), Suzanne Kennedy, Assistant City Attorney , provided an overview of the staff report and recommendation to uphold the decision of the City Manager, and provided response to the written appeal and correspondence submitted by the appellant.
