CONSENT CALENDAR ITEMS

PUBLIC COMMENT:

Linda Moncrief and Onkar Judge addressed Item 7.13 , voicing support of the staff recommendation, and noting issues of parking availability, vehicular accessibility, student loitering, littering, vandalism, property damage, traffic, and personal safety issues.

Ginger Kuhs addressed Item 7.13 noting that Pleasant Grove High School has always had traffic and parking issues and did not have enough on- campus parking, and in the last year the school commenced a lottery for assigned parking which ha d exasperated parking issues and options for school attendees that live afar from the physical school location (as a student living in close proximity to the school had equal eligibility to get an on-school parking spot). Ms. K uhs recommended the City work with the school to seek means to provide additional parking, or consider street parking on Stonebrook Drive (or other roadway locations where there are no houses), as a Preferential Parking Permit Zone may alleviate one area but it will likely push the issue to another neighborhood.

Michael Monasky addressed Item 7.17 providing comments and a visual image (filed) supporting reduced speed limits, raising concerns of pedestrian safety with continuing trends of larger vehicles and increasing speeds in communities.

City Manager Behrmann noted the parking issues had been discussed with the Elk Grove Unified School District (EGUSD) , and though alternative solutions were proving to be difficult to implement, the Preferential Parking Permit Zone was an avenue available through City policies to pursue at this time for immediate relief of issues to the neighborhood. The EGUSD would be coordinating communications to direct to areas for parking, the school continued to evaluate interim parking solutions, and the long term plan was for new school sites to be built in the district that would alleviate commuter/parking issues at this site.

City staff noted the neighborhood would be added to operational routines for parking enforcement and to address those behaviors described in excess of parking related issues, initial actions would emphasize education and options for alternative parking locations, and noted topics to explore (such as the structure of the lotter y system or possibilities of additional on-site parking at the school) could be discussed at the regular School Site Community Meetings of City and EGUSD staff.

The City Council discussed the matter noting concern of having the same parking issues shift over to other neighborhoods (staff noted those neighborhoods would also have the ability to initiate the petition process for creating a Preferential Parking Permit Zone), directing inclusion of discussion of this site with the EGUSD 2 x 2 Committee, and seeking means to improve communications with the EGUSD when school site policies were proposed to be changed to better coordinate services.

Motion: M/S Robles/Brewer to approve the Consent Calendar as presented. The motion passed by the following vote: Ayes: 5 (Singh -Allen, Suen, Brewer, Robles, Spease); Noes: 0; Absent: 0.
