4.2 Council
Member Robles presented a proclamation recognizing March as Young Storytellers Month to Jennifer Baker and the board of 916 Ink.

GENERAL PUBL
IC COMMENT:

Jennifer Calton raised issues of repeated instances of non-response by the P olice Department for matters relating to what she believed was sexual exploitation of a minor and inappropriate graphic sexual content on her child’s phone, and she believed her concerns and calls were possibly being ignored based on race.

Matt B. addr
essed the meeting the City hosted on March 10, 2026 in response to community inquiries regarding immigration enforcement, and he believed there should Elk Grove City Council

have been publi
c notice for the meeting, it should have been recorded for replay, and he believed a series of public hearings with an open question and answer format on this issue should be held and live streamed. He endorsed policies related to federal immigration enforcement actions ( prohibiting federal agents on City property, development of Community Safety Action Plan in preparation for mass enforcement, and having local police present during federal enforcement actions to document the incidents), and he believed the City should terminate contracts for Automated License Plate Readers due to safety concerns of sharing data from such systems with federal agencies.

Clara Cer
vantes Paterson attended the immigration enforcement meeting and appreciated the space to both air community concerns but also receive information as provided by City staff at the meeting, and she inquired if it was legal to videotape from afar any illegal actions by federal officers, and if encountering a n escalating situation where do residents go to report activities before they become tragedies.

Pepper Lewi
s alleged she was assaulted having her hand slapped at the 2026 Lunar New Year Tết and Mardis Gras Parade by one of the event consultants, and Ms. Lewis wished to file a police report.

Kathy Lee att
ended the immigration enforcement meeting appreciating the information, but saddened that current laws prevent local police from intervening with federal operations. She believed the City should lobby the state to change laws and regulations prohibiting local police intervening with federal operations, more meetings were needed to inform the community of their rights, and better communication was needed to share information.

Carolyn S
oares stated issues of flooding continued at her property due to construction from adjacent development. Her property had been flooded twice, and she had reviewed approvals of project including the drainage study and she believed the soils study was incorrect stating there was no clay on the site (as she believed there was clay observing the pooling of water that remained for weeks after a rain event). She noted current pooling was being pumped but drained and flowing upstream back towards her property, and though the neighboring developers made statements the ditch would be corrected once dry conditions allow, she held concern that if the soil study was incorrect then drainage would continue to be an issue for the built environment of any future homeowners in the vicinity.

Edward G
ronich thanked members of the City Council for taking part in Indivisible Elk Grove protest activities, and stated future protests would continue with a protest event planned at Laguna Boulevard and Bruceville Road on March 28.

Randy Bekk
er opposed discontinuing Automated License Plate Readers unless concerns to have them removed were validated, he believed local law enforcement had its own part to play in keeping the peace but was not to intervene on issues in federal jurisdictions , and he encouraged the community to voice differences of opinion but to do so lawfully.

Assis
tant City Manager Jaqui Guzm án provided an update of the community outreach regarding immigration enforcement to date, noting that the March 10 meeting came as a result of contacts from community members that spoke at a prior Council meeting to Elk Grove City Council

arrange a
meeting, the invite was shared and generated more community interest , and the larger gathering was accommodated as word spread of interest by the community to attend the meeting. She noted the goal by staff was to listen and answer specific questions, but reiterated the California Values Act which prohibited local law enforcement from assisting with or interfering with federal immigration enforcement or investigations.

Staff emphasized the City will respond to a 9-1-1 calls and will assess and address each issue called in. She addressed the Automated License Plate Reader (ALPR) program noting it was only for criminal investigations, only authorized personnel were allowed to access the ALPR systems, and those authorized personnel could only can access information for a specific investigation (there was n o random access, all access must have cause, the systems were audited for how accessed , and the City was prohibited from sharing ALPR information with the federal government). The City was a partner with the Sacramento Family Unity, Education, and Legal (FUEL) Network which would provide training opportunities and resources to the community, in particular Know Your Rights workshops, accessing legal services, and making contact with legal observers for individuals detained. Ms. Guzmán noted the City would continue to update website information relevant to the issue, and the City was partnering with the Elk Grove Unified School District to review protocols if immigration enforcement occurs at school sites.

Mayor Si
ngh-Allen emphasized the desire of the City to continue the conversation, and that future meetings on the topic would be open to the public and advertised.

GENERAL ADMINISTRATION INFORMATION
City Manager Jason Behrmann reviewed the Administrative Report for March 11, 2026 (filed).

CONSENT CALENDAR ITEMS

PUBLIC COM
MENT
Peter Abeyta addressed Item 7.9 , speaking as the manager of Caliber Collision , and spoke in support of the staff recommendation.

Matt B.,
Rico G., and Ari C. addressed Item 7.6 , believing it should be continued to a future date and not heard on consent, believing state law and guidance from the American Civil Liberties Union (ACLU) required a community meeting be held separate of a City Council meeting. Speakers believed a separate community forum would provide the discussion space for the public to express policy and budget priorities and receive clarifications, and speakers raised specific questions on the cost for the proposed armored vehicle and the nature of incidents it wa s used for (inquiring if there were alternative preventative measures to not escalate an issue to require use of an armored vehicle), and inquired what the policy was for retention of video footage from drones.

City A
ttorney Jonathan Hobbs noted the ACLU memo did not reflect what was mandated by the law, but stated a preferred practice that the ACLU believed local agencies should follow. State law under AB 481 did not require that a community meeting be held separately, the staff report notes Item 7.6 on this agenda was the community meeting, comment and discussion was provided, and no requirement in the law states that the Elk Grove City Council

With t
he aid of a visual presentation (filed), Bobby Davis , Police Chief, provided an overview of the staff report and recommended action. He reviewed the AB 481 requirements, stated that in 2025 no complaints were filed regarding Military Equipment, and he reviewed the equipment list. He noted the current armored vehicle was utilized in critical/Special Weapons and Tactics (SWAT) incidents, both locally and regionally in conjunction with other agencies, the one armored vehicle was currently 10 years old and due to anticipated ongoing maintenance a request was submitted now for a replacement armored vehicle (noting it takes two years to get such a vehicle fully outfitted). He noted the City also had a mobile command vehicle that was deployed in conjunction with critical/SWAT incidents , community events, and disaster events, and that mobile command vehicle was vital to alleviate the dispatch center during those deployments. He noted the full Military Equipment guidelines were detailed under Elk Grove Police Department Policy 709. Mr. Davis closed noting drone video footage had a two year Elk Grove City Council

n, ALPR had a 30- day retention, and emphasized that use of t echnology in the Police Department served as a force multiplier creating the ability to have drone footage within one minute and 30 seconds of deployment, providing visual and Real Time Information prior to arrival of officers at a scene.

PUBLIC COMMENT
None.

In response t
o questions regarding increasing industrial land availability, Mr. Doan noted that future annexation applications would be reviewed by staff, and staff would advocate for added industrial land use, but he believed the most effective means would be siting industrial uses already allowed at locations such as the Grant Line Road Business Park, Southeast Industrial Area, and other properties in vicinity along Promenade Parkway and Kammerer Road, but such decisions were ultimately the choice of those property owners.

The City C

RECOMME

NDATION
Receive a presentation on the status of the Whitelock Pkwy/State Route 99 Interchange Project (WTR009).

With the aid of a visual presentation (filed), Christina Castro, Capital Program Division Manager, provided the overview presentation.

PUBLIC COMMENT
Randy Bekker appreciated the results of the changes in design renderings to minimize effects on Elk Grove Regional Park, and believed the pedestrian crossing to access Elk Grove Regional Park needed a 14- foot clearance from commercial vehicle traffic that might travel in the area.

Council Member Brewer inquired if E. Stockton Boulevard would be impacted by construction, and Ms. Castro noted E. Stockton Boulevard would remain a two- lane facility, the goal during construction would be to maintain access, but at this time it was not known what closures, and durations, would be required during construction (noting sometimes certain closures accelerated the overall construction timeline to yield project savings).

Staff noted that roundabout design options were removed early in discussions as comparatively other design options were preferred from implementation and cost perspectives, and the current design for the pedestrian walkway over E. Stockton Boulevard had a 15-foot clearance.

The City Council received and filed the report.

COUNCIL COMMENTS / REPORTS / FUTURE AGENDA ITEMS
Council Member Robles attended the Sacramento Area Sewer District Board meeting, the Capital SouthEast Connector Joint Powers Authority Board meeting, and noted the upcoming Sacramento Metropolitan Air Quality Management District Board meeting.

Council Member Spease noted the Sacramento Metropolitan Cable Television Commission Board would be facing difficult funding decisions in the future as the prevalence of new technologies resulted in revenue diminishing from cable fees.

Mayor Singh-Allen, Vice Mayor Suen, and Council Member Brewer had no items to report.
