(F
easibility and Planning Studies); and 2) Approving the Blue Line/Bus Rapid Transit Implementation Plan.

Wi
th the aid of a visual presentation (filed), Kaley Lyons, Transportation Planning Program Manager, provided an overview of the staff report and recommended action.

PUBL
IC COMMENT:

Lynn W
heat supported light rail, expressed dismay of the cost and timeline to bring light rail to Elk Grove, but encouraged making small, incremental progress to build light rail in Elk Grove. Ms. Wheat did not support taxation to provide funding for light rail, and did not support Bus Rapid Transit.

Dav
id Baker opposed light rail, believing installation of light rail would clear away existing landscape corridors, questioned use of public transit by the community, noted the report cited there would be increased vehicle congestion with a light rail implementation, believed the survey response only represented a small proportion of the community (and that many residents along the proposed corridor were unaware of the project plan proposal), and did not support taxation to pay the high costs for providing light rail.

Mr. Baker believed the corridor should provide for preferred, alternative uses, that traffic congestion relief should be focused on new roadway facilities such as the proposed interchange at Whitelock Parkway, and to consider alternative options such as electric vehicles to provide public transportation services.

Alis
on Hickox , Marley Duncan, Abigail Yonan, Carol Kinser, Michael Barnbaum, and Nathaniel Headley voiced support for the Blue Line/Bus Rapid Transit Implementation Plan. Mr. Barnbaum also supported a regional Bus Rapid Transit corridor alignment consideration that would include Elk Grove – Florin Road.

Vi
ce Mayor Suen read a statement from Mayor Singh- Allen voicing support of the staff recommendation for the Blue Line/Bus Rapid Transit Implementation Plan.

The C
ity Council deliberated on the matter, believing the Blue Line/Bus Rapid Transit Implementation Plan was focused on only the options of light rail and bus rapid transit (with no other alternatives contemplated), as well as focused primarily on the alignment and operational options within Elk Grove (but not holding considerations of how the routes would be connected and serviced in the regional context). The City Council expressed interest to accept the plan to meet the requirements for the associated grant funding for development of the plan, but desired to see additional analysis to investigate options and analyze developing technologies, alternative transportation modalities, and examine plans at a regional level for improved service connectivity (such as consideration of dual track infrastructure to create commuter pathways or express service to regional destinations, rerouting of local and regional service routes to maximize use of main transportation corridors, consider regional approaches to seeking federal funding, and continue allocation of right -of-way along the corridor and higher densi ty land use designations to support transit). Emphasis was highlighted to ensure that any initial segment needed to be highly efficient and effectively connected to the regional network to provide a positive user experience, and not just focus on the alignment and service Elk Grove City Council

dest
inations within Elk Grove. The City Council also recognized that the implementation timeline would likely be decades in the making.

Com
munity Development Director Christopher Jordan noted the action of the resolution could be amended to “accept” the Blue Line/Bus Rapid Transit Implementation Plan (which would not compromise receipt of the grant funding), as no part of the action of the resolution committed the City to building anything as the plan was a feasibility strategy .

Mr. Jordan received City Council direction to continue analysis of regional connectivity, regional system service enhancements and changes, regional implementation efforts, and to analyze different transportation modality and technology alternatives.

Moti
on: M/S Spease/Brewer to adopt Resolution No. 2026-081 as amended to note “accepting” the plan: 1) Finding the Blue Line/Bus Rapid Transit Implementation Plan exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15262 (Feasibility and Planning Studies); and 2) Accepting the Blue Line/Bus Rapid Transit Implementation Plan . The motion passed by the following vote: Ayes: 4 (Suen, Brewer, Robles, Spease); Noes: 0; Absent: 1 (Singh-Allen).
